TWO KINDS OF GIVING.
We ore indeed glad to know that
during the last few days Astorians
l'ave been opening their hearts and giv
ing of their bounty food and money
to aid their less fortunate neighbors.
But there is one thing wa, desire to
caution them against, and that Is in
discriminate giving. People should not
give relief as a matter of course to
those who apply for It at their doors.
There Is a well organized society hi
this city, of whose good work we have
before spoken in thes.: columns, whose
representatives look Into the case of
every applicant before . bestowing re
lief. Give whatever you have to give
to them, and by thl means you will
block the undeserving from getting
help, and leave the more for the poor
who really are deserving of your as
sistance. The coming winter will be a
hard one for a largo class who nre
out of, employment, and every dollar
that it is possible to secure will be
needed to prevent absolute suffering.
The methods that are being pursued
by the ladles of the W. C. T. U., If
more generally and generously support
ed, would put an end to professional
begging, and there would then be a
greater amount of assistance available
to worthy applicants. Under other sys
tems, deserving persons who have hes
itated to make their wants known have
been ignored in the distribution, and
brazim, loud-mouthed Imposters have
been surfeited. The W. C. T. U. Is
looking carefully Into the merits of
every application for aid, and, after
all, this is the only intelligent method
of relief. It Is unsectarian, efllcieiu,
and deserves ihe hearty support of
every generous and broad minded cltl
ten of Astoria,
RORK IN A NEW ROLE.
Tho Evening Tclegtam is splendidly
Vindicated. On its editorial page it
prints a communication from M. V.
Rork, who signs himself "state lecturer
of the F. A. and I. IT." He howls as
follows:
As slate lecturer of the Oregon F, A.
and I. II., I am In constant contact
with crowds of tho "business nun"
who produce tho wealth of the state,
and I firmly believe nine-tenths of
them stand for free silver, and these
same business men believe they have
some rights as well as the 24.000 "bus
iness men" who purposely caused our
calamity by enacting class laws by
which they have alivady gobbled up
over half the country, nnd now seek
to complete our ruin by currying out
this last and most diabolical part of
their financial scheme. May the ml
noilty save us from the conspiracy of
president, congressmen, and howling
buslnossmen, who erstwhile called us
fools because we got onto their tricks.
The people are with you."
It will be noticed that tho well-spring
of Idiocy in the Telegram and Rork Is
the same. They have got It Into tholr
heads that every man who owns
dollar Is a thief and scoundrel, and
that every yawping pauper who won't
work, who won't wash, and who be
lieves himself sinned against, is one of
God's chosen people.
This Rork. who labors with his
mouth, aa being the easiest way to
rmw rich and fat. gave Astoria a
taste of his doctrine a few weens ago.
He certainly has a convincing way
about him. He convinced everybody
that listened to his oratory that he
was a very shallow, ordinary ass.
Methods for arriving at peaceful so
lutions of the controversies of nations
continue to attract the imagination of
irany and the earnest efforts of a few,
An International peace league is to be
held at Tho Hague next year, and the
central committee of the league has
teen in session this week arranging
a program for next year's meeting.
This committee decided at a session
tUs week to request Mr. Gladstone to
introduce and bring under discussion
In parliament a bill pledging the Brit
ish govcmment to favor the establish
ment of a permanent court for the ar
bitration of International disputes. At
the mesting of the league next year
the most Important discussion will con
cern the formation of a permanent dip
lcmatlc bureau, charged with the du
ties of obviating! friction, among the
rations, and inducing governments to
resort to arbitration instead of war,
The establishment of an international
court of arbitration such as that sug
gested for the consideration of Mr.
Gladstone will be considered, and an
appeal will be issued to the press of
the world begging it to abstain from
all polemics likely to excite interna
tional animosity. It is doubtless true
that the world has not yet reuched
that Btage of evolution nt which the
establishment of a permanent court
of arbitration with sufficient senction
to compel the assent of belligerent na
tions is possible, but every movement
and every influence tending in the de
sired direction Is to be welcomed.
Altgeld, the wmrcijlst governor of
Illinois, seems unable to restrain him
self, so great Is his sypathy with all
sorts and conditions of scoundrels). In
seven months he has timed loose
ninety-five convicts, sixty-three by par
don and thirty-two by commutation,

art, or the history or usage of money.
The Statesman has a dally outburst
en tho subject of the Astoria railroad
propositions. We would respectfully
remind that paper that Astoria today
Is as big and as progressive aa Salem,
and that she has just as large ft pop
ulation. Moreover, Soiem has railroad
connections and Astoria has not. What
then will bo the relative positions of
Oregon's capital and Oregon's seaport
when to the latter's present prosperity
Is added the advantages of railroads?
