thronging 0u beaches excite peculiar
Intercut In one direction. It Is astonish
ing to see the vast number of them
who know nothing about the art of
swimming. We have noticed both at
Clatsop, Gearhart, and at Ilwaco
beaches during the last few weeks that
fully two-thirds of the men, women,
and children who go into the water are
Ignorant In this respect Why the art
is not more generaly included In the
Instruction of children Is beyond com
prehension. Every one, sooner or later,
Is liable to get into the water for
pleasure or be precipitated into It as
the result of an accident.
Residents of this city have special
reason for learning to swim. We are
almost surrounded by water. Many are
tempted to bathe in U, to sail upon It
and to make Bteamloat excursions to
various points, Nothing can be more
absurd than for people to attempt to
do any of these things without know
ing how to swim. Being almost sur
rounded by water as we are, with the
tlnest beaches in the world at our
very doors, the opportunities for learn
ing to swim are numerous, and there
fore the 'neglect of such opportunities
becomes more unpardonable.
It Is unquestionably true that per
sons sometimes lose their lives In the
water who know how to'swlni. It Is
also true that people drop dead while
walking in the street. Bveryonc must
admit thnti the vast majority of drown
ing accidents happen to persons who
d not know how to swim, and it may
be said that persons who have1 studied
the subject find out that In many cases
where swimmers are attacked with
cramps the difficulty often comes from
n"t having been properly instructed.
It will probably be of little nvall to
admonish people to learn to swim as
a protection when accidents, occur, be
cause every man, woman, and child
' Indulges l,n the thought that lie or she
will, be the lucky Individual to escape.
The. most fetching argument that can
be presented probably Is that a vnst
amount of pleasure can be enjoyed by
pvi'HonB who know bow to swim that
those- who art) ignornut of the art can
not begin to comprehend. In addition
to, this it,he exergue ta healthful, the
vigor Imparted to the body Is valuable
as well as agreeable, and, In fact, the
list of advantages of knowing how to
swim lengHhena as the subject Is dwelt
Uxn, Very few are too old ta acquire
this accomplishment, and, when once
acquired, It cen never be forgotten.
As previously staged, It is a means of
affording no end of pleasure; it may
also enable a man to savo his life In
time of disaster, and, better still, It
may give him the power of rescuing
others.
In the crank platform at Chicago,
we read:
"We suggest for the consideration of
our follow citizens that the refusal of
the upionent8 of bimetallism to pro
pose any substitute for the present
law or to elaborate any plan for the
future Indicates either an Ignorance of
our financial needs or an unwilling
ness." Exactly that which Is proposed as a
substitute for the present law, Is that
the government shall not Ik coerced to
Interfere In the metal market by con
stant purvhnsea of silver when we have
already monetised a great deal more of
It than the people are willing to ac
cept as circulation. The only way to
get sliver Into circulation has boon to
Issue certificates on the coin, and the
treasury notes on the bullion. We now
have silver bullion by the thousand
tons corded up in the treasury vaults,
and unsaleable, according to all inter
pretations of the law. This h an ab
surdity beyond precedent a very atro
city of folly. If we adopt free coinage
of sliver, we know that we at ohce go
to the sliver basis, 60 per cent, repu
diation. All nations but ours have
been taught that lesson. We have to
hv.ow it sooner or later, an the soon-
er the better. When we stop the pur
chase of silver, we simply follow the
example of France, the great bimetal
lic country. We shall do It in the int
erest of bimetallism. The Colorado
statesmen and financiers are not blinet
alllsts. They are sliver monometallists.
and they are silver monopolists also.
They are as one World's Fair lady
manager said of another in Chicago,
"arrogant, malicious, ungenerous and
vindictive," and the reason Is their
sliver mines have been gold mines for
them. They have tumbled into the
treasury vaults silver pigs, and they
have scooped from those vaults gold
coin in exchange. End this picnic.
