From the multitude of theories that
spring up around the silver question,
it lfl hard to extraot even a few grains
of common sense reasoning, but what
ever vague opinions Cleveland may
have regarding the matter, ho must be
given all credit for a bold and une
quivocal stand, and an ability to say
what he honestly thinks. A circular
from Wall Street has flooded the
country during the past week, and
many papers In Oregon, glad of the
opportunity to use any brains but
their own on a question that calls for
deep thinking, have printed It in full
without comment. It Is a document
both silly and unwise In the present
crisis. Here Is a paragraph:
"Grant that the repeal of tho silver
bill, If 't could be effected, would pro
duce a crazy deBlre In Europe to buy
our stocks, would not the experienced
bends of British speculators and In
vestors fear that tho naturally good
effects of such a repeal would be neu
tralized or destroyed by uncertainty
over the tariff legislation? In fact,
we can hardly devise a plan to catch
foreign capital."
No rational person expects a wild
desire In Europe to buy our stocks.
The fact Is Europe has Invested some
hundreds of millions in our promises
to pay. These Investors paid gold for
our paper, and they do not propose to
be paid In silver coin under the ratio
of 16 to 1, for that would be to lose one
half their cash, placed because they
believed we wore an honest and capa
ble people. We do not want to entrap
foreign capital, though we could use
a good deal of it. We must maintain
the standard of value under which we
have done business or we shall be
repudlators.

naturalisation. If the decision stands,
It will have a sweeping and salutatory
effect upon the politics of the country,

The mechanical change In the metal
does not circulate It
This morning's telegrams say - that
"there Is a great want of small silver
In Italy." This . condition of things,
though deplorable enough,. Is not pe
culiar to Italy Just now. The halcyon
days when dimes were too insignificant
to handle have passed away for ever,
even from ABtorla. Many of Italla's
wandering sons, appealing on these
western shores for r small cash by
means of monkeys and tin cups, find
themselves aa badly off Just now as
If they were at home.
However hard it may seem to some
cannerymen to be compelled to shut
down when fish are running a little
better than ordinary and when the
pack Is Bhort of expectations. It will be
well to remember that the law Is out
side any such consideration. We are
certain that none of them will act so
unwisely as to make It necessary for
Fish Protector McOulre to stop In and
cause trouble and annoyance, which
he will certainly do should lie discover
any breach of the statutes.
