For Oregon and Washington, continued fair weather. Local weatlier for the twenty-four hours ending at 6 p. m., yesterday, furnished by the U. S. Department of Aviculture, weather bureau. Maximum temperature, G8 degrees. Minimum temperature, C6 degrees. Precipitation, .05 Inch. Total precipitation from July 1st, 1893, to date, .08 Inch. Deficiency of precipitation from July 1st, 1893, to date, .76 Inch. NEW FINANCIAL LIGHT It was a very little thing to happen; but It upset the calculations of so many statesmen, and challenged the views of so many great authorities that It will go Into history as the turn ing point of a nation's financial history, A Day before yesterday, In the after noon, the subtreasury of the United States, In New York city, refused to pay out the despised fifty-three-cent silver dollar disk, In exchange for a piece of paper that was worth a gold dollar on Its face. At that Institution, down In Wall street, Where Mammon doth hold His thousands and millions In silver and gold, several oltltfeiis appeared wlllh; thousand dollar greenbacks, and could not get the much bomocked buzzard dollar of Mr. Bland therefor. Those paper evidences of government Indebtedness, which, since the day of resumption of specie payments In 1872, were popularly supposed to be worth their face value In gold, could not pur chase the silver coins demanded by the commerce of the country, in the ordinary ' channels of business. The holders could have demanded double eagles fifr the greenbacks and the yellow metal would have been Bhov elled across the counter; but they wanted something smaller than the precious twenty-dollar disks and they could not get them. Silver dollars were, at that particu lar moment, more desired, and, there fore, more valuuble than gold dollars, "The full limit of silver dollars Is coined according to law," said the official representative of the United States government and mint, "and only silver certificates or treasury notes will now. bo redeemed In silver on demand." Tho sliver certificate then Is on a parity with treasury notes, to redeem which the jingling gold Is always ready. The money changers who wanted small government "docu ments" Instead of largo ones, were told to go on the street and hunt up one, two, five, ton, five-hundred dollar sliver certificates, trade oft their one thousand, five thousand, and ten thous and dollar gold certificates and apply again for relief. But that would take time and cost cash. So widely are the pieces of puicr representing tho total minting of 3S7.S30.327 dollars of our daddies, according to the Bland act, distributed among our 65,000,000 of peo ple, that It is doubtful If five million dollars worth could be collected by any one man In tho land at a less cost than one per cent premium In gold, or In other words, $50,000. Then the clumsy coins themselves, or the Biiiull pepers which represent them, by a sudden turn of the financial wheel, are more valuable than gold; for gold could not buy them, last FrUluy afternoon, In the money center of this nation. Small money, and subsidiary coins, are a prime factor In the exchange of labor and valuables in every populous community. Time was when nothing smaller than a two-bit piece "went" west of the Mississippi; now the nickel has invaded all that territory; and, pretty soon, the despised "penny" will be current. The present money Btrln gency has demonstrated one thing, if it ha not upset all previously con reived theories. In this country where small deposits are made In savings banks, there is not even a respectable fraction of small money enough afloat to pay those deposits on demand. The number of depositors under one hun dred dollars form the vast majority of that class today. If every savings bank or other bank depositor had even thousands to draw "at one fell swoop." It v ,;M not be so bud; but Just the moment an era of panic en sues, and the little bills are presented to the paying tel lers, then there Is an Inadequacy of currency and "the devil to pay" gen erally. "Well, Mr. Astorlan, wflat Is the moral of all this?" Just exactly! The moral of It lies in Its appllcaton. PERSONAL MENTION. Mrs. C. P. Upshur went up to Port land last evening. Mr. J. R. Canning of Portland was among the guests at the Occident yes terday. Mrs. R. E. Selby, of Portland, is in the city, the guest of her mother, Mrs. It. M. Stuart. Mr. E. II. Palmer, of the firm of Palmer & Rey of Portland, was In town yesterday. Mr. A, T. Webb and Miss Clara Webb were among the arrivals at the Metropolis yesterday. Mr. I. Stevens, who Is largely inter ested in land in "Washington, arrived In town from Skamokawa yesterday. Mr. and Mrs. De Kay Town3end, Miss Beatrice and Master Brendan Townsend were guests at the Occident yesterday. Dr. W. W. Gibbons of Alameda, Cal., who has been at his Glenwood ranch for several months past, will leave for his home today. .
