Local weather for the twenty-four ip.urs ending at & p. m., yesterday, fi.rnished by the U. S. Department of A Itulture, weather bureau. Maximum temperature, 72 degrees, Minimum temperature, 52 degree: Precipitation, none, Total precipitation from July 1, 1893, to date, :G0 inch. Deficiency of precipitation from July m, 1893, to date, :48 Inch: MORE ABOUT MONEY, In "Muncra rulverls," the dlstln gulshed author, John Rusk'n, does more than Indicate sound financial doctrine for the nations of the earth, he gives sound and Intelligible definitions, For Instance, he ays of common curren:: Money has Inaccurately been spoken of as merely a means of exchange, Hut It Is far more'than this, it Is a docu meiUary expression of legal claim, It Is not wealth, but a documentary claim to wealth, being the sign of the rela tlve quantities of It, or of th? labor producing it, to which, at a given time, persons, or societies are entitled," The expression here mode use of to ueflne money gave rise, on its first pub llcatlon, to a contemptuous ciuestlon "Is half a crown a document?" Of a verity, It Is, for a "document" might be stamped as well as written, and stamped on silver as well as on parch ment, To carry out the idea it Is well to comprehend that "If nil the money in the' world, note and- gold, paper ar.d metal were destroyed, in an Instant it would leave the world neither richer nor poorer than It was, Hut It would leave the Individual inhabitants of it in different relations, "Money is, therefore, correspondent In Us nature to the lltlo nt in i-siMe. Though the deed be burned, the estate still exists, but the right to It has be come disputable," Is It not evident thon, that, the shape, oblong, square, or round; the material, piiper, gold, or sllve, have iwthln gta do with lt power of exchange. The element of measure attaches to tho tilings bought, a"d not to the thing by which, Uy common c-iruu-nt, .the purchasing Is done, A cart load of gold could not buy a cart load of corn in an Isolated community threatened with famine, if the possibility of replacing the food by the exchange of a portion or all of the, metnl were hopeless or ex tlngulshable, The real worth tit money roi-.tuiim unchanged, as loiu an ll.c proportion of the quantity of existing money to tho quantity of existing wealth (mtrin slo value) or available labor remains unchanged, If the wealth increases, but not tho money, the worth of the money Increases; If tho money In creases but not the wealth, tho worth of the money (not tho wealth) de creases, "Money, therefore cannot bo orbltrnr ily multiplied, any more than title deeds can, So long as tho existing wealth or available labor is not fully represented by the currency, the cur reney may bo Increased without di mlnution of tho assigned worth of Its pieces," Why cannot our cldevant economists in congress comprehend that plain and simple factT The American notes, coin or securities which, go to Europe to be i exchanged for luxuries or necessities, should not be considered as n d'mlnu tlon of tho currency except in so far as such export represents a dlimmit'on if the real wealth of the land. The free coinage of silver, whereby tho number of certain silver disks stamped with "The effigy and Inscription" of govern mont will not suffice to remedy any real stringency or emborraj:nent. On tho contrary, unless wisely proper tlonod It will only complicate matters, "But how 1 It." one m&y ak, "that price go up or down a the volume ot currency is increased:" Doe the querist forgot the yer of the wart When the land was flor.aed green back, it wa gold that went up, That, however. mfcdo not the slightest differ ence; gold was not necessary to buy raiment, food ana hclter, and though the quoted price" Of these necessaries to existence wrc stupendous, when compared wltb. markets rate- now, peo plej had greenbacks enough to accom pllsh their possession, This consider ation leads up, directly, to John Rus kin's admirable synopsis of our present financial crisis! . 'Arbitrary control and Issues of cur rency affect the production of wealth, by acting on the hopes and fears of man, and are. under certain circum stances, wise. But ' the issue of addl tlonal currency to meet the exigencies of present expense is merely one of the disguised forms of borrowing or taxing," It i tho eternal doctrine of compen satlon, and so stern a C:ct lliat mere theory running against it gets fhe worst of the colllHion. Adlai B. Stevenson, vice president of this republic pledged himself, y(.ttr day, to "the best interns of the com mon people of the L'.nd. ' The f 'common people," forsooth! Who then form the barons, tho blue blood., llw aHslo crats" the "better class," the upper crust? The accident of ofilca holding is no excuse for such an expression'. Here he no patricians and plb;lin, and Cleveland. Stevenson and Pennnyer nrc as much common people as Hoolcy Pool ey and John Smith. NATURE DEMANDS A TONIC. While tho walks in the Public Garden were crowded yesterday afternoon about 4.30 o'clock, people near the entrance gates at the corner of lleacon ond Charles streets were horrified to see n man suddenly plunge o knife repeatedly into his throat and full to the ground. liilc waiting for a conveyance an officer questioned the would-be suicide, who was about CO years of age, as to his name, address, and reason for wishing to end his life, but the man steadfastly refused to give ony infor mation regarding himself. . lie was taken to the Massachusetts (Jcncral Hospital and surgical attendance given him. Although weak from loss of blood it is probable lie will recover. About 9 o'clock last night a hospital attendant got a liltlo information from him. He said his name was Samuel D . and that he came some weeks ago from New Brunswick. Tho last few days hit head has felt queer, and he has been wan dering about tho city, not knowing which way lo turn. What impelled mm to commit m rnsh net ho was unablo to say. Tho above is the familiar but terrible story of tho results of mental derangement caused by overstrain of tho nervous system. People who have disiness, headache or back ache, or who are troubled with melancholy or deaitondent feelings, are already well on tho road which lends to insanity und suicide.
