It might be a good scheme for some conservative member of congress, at the coming special session, to have John Ruskln's admirable and philosoph leal work on Political Economy. "Mu nera Pulvels," incorporated In a speech on the currency, and published In the CongresnIonAl Record as Bellamy's clev er but chlmeracal book wag last year. It would serve as a public educator, If nothing elBe; and, when one comes to think of It the educated mass of the Amerlcun . people is the court of last resort on this and every other question of publlq.iollcy and protection As a fountain can never rise higher thar its source, so the enactments of congress are. In the long run, smply reflections of the popular will. The work of Ruskln's here referred to Is a mine of politico economic nug gets, and The Astorlan Is only sorry that It cannot absolutely reproduce the work; but the following brief excerpts will be comprehensible; and, mayhap, serve as so much food for reflection ns - will get more than one reader Into right thinking on the most perplexing problem of modern government It is well to start right. Speaking of John Stuart Mill, and h's theories, Mr. Ruskln quotes that supposedly unos "tillable writer os follows; MH1 says that every one. has a no tlon sufficiently correct for common purposes, of what is meant liy wealth." There is .not one person In ten thous and who has a notion sufTliiently cor feet, even for the commonest purposes, of "what is meant by wealth;" still loss of what wealth everlastingly ,a. whether we mean It or not; which Is tho business of every student of won diny to ascertain. "nut," Mr. Ruskln retaliates, "lie knew better; ho knew that some kinds of wealth' contested In the possession, or power of obtaining (luxurious food and handsome clothes); but having, In the HtudleH of his life, no clue to the principles of essentlul value he was compelled to take public opinion as the ground of his science; and the public, of course, willingly accepted the notion of a science founded on their opinions. The modern political economists havo been, without exception, Incapable of apprehending tho nature of Intrinsic value of all." That way Hee tho remedy. Erroneous speculations and faulty theories put Into practice can never lead to right results. Tolltlcnl Economy is In reality nothing more than the Investigation of omo accidental phenomena of modern commercial oieratlons, nor has it been true in It" Investigation even of these. Tho only thing to do Is to point. Political Economy the direction In which U should properly go; In other word", lay down a correct foundation for tho structure of popular education and will; and. then, it must follow that action consequent on correct conelu ' slon" will be salutary and beneficial. The essential thing, according to Ruskln, Ilea n appreciation of the subject, and In logical definitions being used. The elementary propositions of reasoning being wrong, only wrong conceptions may result. So, ho Is careful In laying down his premise He points out. In the beginning, that "wealth," "money." and "riches" are not synonomous. For. soys he: Wealth consists of thing la them selves valuable; money of documentary claim to the possession of such things; and riches 1 a relative term, expressing the magnitude of the possessions of one person or ocloty as compared with those of other persons or societies. . This topic ot only Interesting but vital, cannot be discussed, or com pressed 1" column or two; therefore. we will continue the subject in tomor row's Astorlan, hoping that the devo tion of space will lead our readers co, at least, read Buskin's book. Wli'ilo the walks in the Public Garden were crowded yesterday afternoon about 4.30 o'clock, people near the entrance gates at the corner of Ueacon and Charles streets were horrified to see a man suddenly plunge o knife repeatedly into his throat and fall to the ground. ' While waiting for a conveyance on officer questioned the would-be suicide, who was about 50 years of age, as to his name, address, and reason for wishing to end his life, but the man steadfastly refused to give any infor mation regarding himself. Ho was takeiMo the Massachusetts General Hospital and surgical attendance given him. Although wenk from loss of blood it is probable Lo will recover. About 0 o'clock last night a hospital attendant got a littlo information from him. Ho said his namo was 8amuel D , and that he came some weeks ngo from New Brunswick. The last few days Am head has felt guter, and lie lias been wan dering about the city, not knowing which way to turn. What impelled liim to commit his rnsh net he was unable to sny. The above is tho familiar but terrible story of the results of mental derangement mused by overstrain of the nervous system. People who have dizziness, headache or back ache, or who are troubled with melancholy or despondent feelings, are already well on tho road which leads to insanity and suicide. In fact she has dis carded many unsatisfactory old ways. ' For instance, to-day she is using f 1 the New Shortening, instead of lard. And this is in itself a rea son why "she looketh well" in another sense, for she eats no lard to cause poor digestion and a worse complexion.
