Following are the revised rules adopt fed by the commissioners' for the guld ance of pilots: . Rule 1. The term, speaking a vessel for pilot service, shall be construed to mean either by the usual form of hall lng, or, If out of hailing distance, then the International code of signals shall be made use of. " Rule 2. That the captain of the State pilot schooner shall at no time give up his charge of the pilot schooner to any one under any circumstances without written consent of the majority of the Board. Rule 3. It shall be the captain's duty to notify all the pilots of the hour of sailing when ready to go to sea, and order them to be on board at the ap pointed time. Rule 4. If after due notice any pilot Is not on board at the time appointed for sailing, it shall be the captain's duty to report the same to tlw secre tary of the Board at once. Rule 5. It shall be the duty of the pilots to keep the pilots boat in sea worthy condition, under the supervision of the captain. - Rule C. No spirituous liquor shull be allowed on board the schooner, and any pilot known to bj under tho Influence of liquor shall be deemed guilty of mis demeanor. Rule 7. Neither the captain nor any pilots shall bo allowed to contract any debt against the pilot Jxut without the written consent of a majority of the Board. Rule 8. Whenever any master, agent or consignee of any sailing vessel shall desire to make a complaint against any pilot licensed by this Board, said master, agent or consignee shall file with the secretary of this Board a written complaint duly verified aa a complaint in a civil action, and shall deposit with the secretary the sum of forty dollars, taking his receipt there for, and la case said pilot shall be found guilty of the charges so pre ferred against him, then the money de posited by said master, agent or con signee Bhall be returned to him, and all expenses attending the examination of pilots on charges bo prelerred shall be taxed against the party in default. Rulo 9. If any pilot refuses to com ply with these rules or disobeys the order or orders of the master of the schooner or order vor orders of the Board of Pilot Commissioners, he shall be deemed guilty of willful misconduct and violation of his duties as a pilot, shall be liable to suspension or re moval. Rulo 10. Each pilot Is required to make a monthly report to the clerk of the Board. Rule 11. Every person applying for examination as bar pilot and lecense before the Board shall make such ap plication in his own hand writing, and such applicant must be possessed of the skill and knowledge prescribed by law, and must have a knowledge of naviga tion sufficient to enable him to And the latitude by observation of the sun's al titude, to keep a deod'reckonlng and to lay down courses arid distances upon the chart. Rule 12 The Pilot boat shall have a log book wljlch shall be kept by the captain. In which shall be recorded the name, nattily and age of every person attached to said schooner, tlu regular occurrences of the day, weather cours es and dtatnnees, vessels ' spoken, ect. Buld log book shall at all times be open to the Inspection of tho Hoard of Tllot Commissioners, or such person or jn-r-Bons as they may designate. ' Utile 13, Every person applying for examination ns River Pilot and licensed before the Hoard shall mnke such ap plication In his own hand writing and such applicant niUHt have a. practical knowledge of the currents, tides, sound ings bearings and distance of .the bcv enil shoals, rocks, points of hinds, lights and fog Hlgnals of or pertaining to Hie. navigation of tho Columbia and Willamette rivers, and shall understand the handling of square-rigged vessels under full sail, such as getting them under way, and sailing across the bay, and bringing ship to, under sail, until such time said vessel can secure towage, etc. Rulo 14. Every Pilot who shall bring Into the Bald port any ship or vessel in bad sanitary condition, or which he suspects may bo capable of propagating dlttease, shall anchor such uhlp or ves sel below Smith's Point olid give lm mediate notice to the Health officer of said port. Rule 15. No Tllot shall be permitted to use any vessel or pilot boat which shall not lie. approved by the Board of Pilot Commissioners as a safe and suit able vessel for such service. Tha pilot boat or boats shall undergo survey scmUuinually by the President of the Board, or any one appointed by. him, as regards her hull, appnrel and sea worthy condition. Rulo 16. It shall bo tho duty of the Bar Tllots once each month, or cruise, to elect from their own number a cap tain, who shall have the management of said boat while cruising at sea; also all Pilots attached to said pilot boat shall be subject to his orders in Port, regarding the tailing of said Tllot Boat, as per Rule ....herein. Rule 17. No Pilot, without special permission from this Board shall go by vessel, or otherwise, to any neighbor ing or foreign port for the purpose of boarding or piloting any vessel bound for the Port of Astoria, or any port on the Columbia or Willamette rivers.
