Deficiency of precipitation from July 1st, 1893, .11 Inch. Nothing has been done of late by the water commission toward recurlng the right of way for the proposed pipe lino to Bear Creek. The cause of the Inaction has been duo to the opposi tion of property-owners along the xroute, some of them absolutely refus ing to sell, and others demanding ex orbitant rates fur tho land desired for Hie road. All reasonable offers of the commission having been rejected, the only course now open Is that outlined In the resolution offered by Mr. Welch at the meeting of the city council last evening. It Is claimed that at this time there Is no very pressing need for a larger supply of water, but as the money Is available for the purpose, there 1b no reason for delay In pre paring for the future. Then again, the expenditure of the money necessary to construct the pipe line would in It self do much to Improve the condition of affairs In the city. Under the cir cumstances the proper steps would be to condemn the property required, and proceed at once to devote the money to the purpose for which the city's credit was used. It Is peculiar that the advocates of the free colnago of silver In this coun try are constantly assuming In their arguments. If not openly asserting, that France has free coinage of both metals. France does not buy nor coin an ounce of silver, save for small change. It has been many years sinca there was a five-franc piece minted In Franee. Ill-metallic France has been strengthening herself In gold steadily, but her freedom of silver In the mint was stopped long ago, and there Is no advocate In tho country of Its iinsuiiip tlim. Anywhere, In any gold standard nation In the world, free coinage of liver at the present ratio would force the sliver standard that means, would cut the value of money down 35 per cent, and anyone who does not know It belongs In tho Incurable ward. Tho Oearlmrt Park Hotel, with Its beautiful grounds and magnificent ocean beach, Is now open for the sum mer.
