THE DANUBE'S PASSENGERS.
It appears from the consular report
that Chinese ceritflcatea have been
forged by wholesale at Hongkong. It
was no doubti that factory that turned
out some hundred duplicates of a cer
tificate which a Chinaman formerly
employed at the Occident hotel, In this
city, took with him to China. Before
Mr. Lotan discharged the Danube's
last consignment of Mongolians, he did
not forget tha advice given to a min
ister about to leave for Europe, which
was "Above all, do not be over zeal
ous." Now Mr. Lotan, like a truly
conscientious officer, has not been over
zealous. He simply permitted some
thing over three-fifths of the 604 mer
chants (?) to land, and left the remain
der to appeal from his decision. It is
singular where all these merchants
come from, and If Mr. Lo tan's deci
sions are to be depended upon, there
must be a score or more of Celestials
Interested in every Chinese store in
Oregon's metropolis. The admonition,
"Be not over zealous" might be
profitable, if heeded, to Portland's col
lector. He might, for Instance, be less
diligent In establishing the genuine
ness of the certificates and admit
those who are really not en-
- titled to land, leaving the others, pos
sessed of Just claims, to present their
cases to a higher tribunal. The cus
toms authorities In Portland might
possible "be approached" by friends of
the Chinese, but of course those of
ficers would scornfully repel any at-
' tempt at bribery. We observe that In
New York, where thousands of Immi
grants arrive weekly, the officials de
cide quickly on the merit of each Im
migrant. When a vessel is placed In
quarantine, her documents are exam
ined at once, In order that there may
be no further delay when the quaran
tine has expired. But good and Build
reasons doubtless prevent Collector Lo
tan and his deputies from displaying
llko diligence In the discharge of their
duties.
When will Portland learn wisdom?
Her merchant's and manufacturers find
now that the sweeping reduction In
freight rates made by the Clreat North
ern Imperils her jobbing trade and locnl
Industries. The eastern rates to Spo
kane are lower than those from port
land to that city. It follows that Port
Ind will be forced to seek for trade
within narrower limits. The California
drummer Is almost at her gates and
the Spokane traders will soon Invade
her territory. Long ago Portland should
have prepared for this warfare by pro
moting the development of Oregon In
many ways. The construction of a
railroad to Astoria by way of the Ne
halcm valley should have been one of
the first things that Portland undertook
lo hold her grip on the commerce of
Oregon and Washington.

Tha Bteamer Surprise, Captain Bell,
sailed yesterday morning with supplies
for Alaska canneries.
The Haytian Republic, which was 11
beled at Seattle on account of alleged
complicity In smuggling transactions,
is on the way to this port, having been
released on 130,000 bonds.
The eteamer Potter struck a sunken
log on the way down the river yester
day morning. No damage was done,
but a number of the passengers were
alarmed.
In the year of 1SC2 the tonnage of
vessels of the United States sold to
foreigners was 117,750. In the year tf:6:
the amount of tonnage so sold was
222,199; In 1864 it was 300,863; In 1865 it
had fallen to 133,832 tons. In 1867 the
amount sold was 9,088 tons. The
amount sold then Increased slowly each
year after that until 1874, when it
reached 77,064 tons. The old type of
vessels has been pretty well cleared
away, and it is not probable that for
eigners will buy American built ves
sels again, until our shlp-buljders nrj
prepared to furnish ships of the new
kind now- demanded by the fierce com
petition In the carrying trade.
The tug companies asked the govern
ment $7000 for towing the Spanish car
avels from New York around to Chi
cago. The Philadelphia Ledger makes
the pointed assertion that It was money
In Columbus' pocket that there were
no tug companies here when ha struck
this land of the free.

, TRUSTWORTHY STATEMENTS.
A recent New York dispatch reads:
"James C. II . a line looking nnd

stagger while walking on Fifth Avenue this
afternoon, and after taking one or two un
