Excess of precipitation from July 1st, 1R92, to date, 8. 04 Inches. BLOCKED BY OBSTRUCTIONISTS. The work of the water commission lias been brougrht to a standstill, on account of a desire on the part of many of those who own land along the route of the proposed pipe line to cinch the city by making it pay many times the value of the strip of land desired for the purpose of building the road. One person residing near Bear Creek demanded $1000 for the right of way through hla place, the Atrip asked for being 33 feet wide and 1300 feet long. This represented more than the value of the entire place, but as an opportunity was seemingly presented to cinch the city, it was thought per fectly proper to take advantage of )t. Another owner of almost as worthless land demanded no less than $4 per thousand stumpage for the timber which it would be necessary to fall In passing through his land. This same timber, it may be stated, is likely to rot before it Is taken out. After al most a month's labors the agent of the water commission has succeeded in get ting four deeds to the right of way. Among the settlers the impression seems to prevail that the pipe Is In tended to be laid on top of the road, but this impression is erroneous, as It will be placed three feet under ground. In contrast with the action of the ob structionists some of the owners of the most valuable land along the entire route offer to deed the right of way through their places without consider ation. The water commissioners an willing to pay any reasonable sum for the privilege asked, but rather than be Imposed upon they aro prepared to abandon the present route entirely, Several of those who demand big prices for the right of way are abus ing tho water commission for nut t'lKMullng tho money which Is on hand for construction purposes, and growl about It being left In the bank idle. All nrrangoments had been mode bythe commission to commence work on the right of way about tho first of June with a force of 100 men, but the Idea had to be abandoned. The proposed road to. Bear Creek would have been a rradmU incline all the way from this II y, and it la thought that a knowledge of this fact, and the benefits accruing therefrom, would have convinced the olwtruotlonlHts that they were stand ing In their own light In placing any barrier In the way of un early begin ning of operations. The advantages of the Improvement, however, did not pre went themselves, and the commission will probably bo compelled to seek n new route through land owned by men more abunduntly blessed with common oonse and tho spirit of progress. THE METROPOLITAN CONTEST. Tho Portland election was not In vested with much political significance. The republicans might have elected G. J. McGinn, brother of the senator, as city attorney, but people feared that ho might become part of a combination that would restrict his freedom in deal- For tlie Next Thirty Dajs, To .meet imperative demands, I will offer at such low prices on install ments, with easy payments, that mg with civic abuses. Beach, the dem ocratic candidate, who was elected, has Deen a persistent office seeker. For city auditor 7,721 votes were cast, of which Gambell, republican, received 3,562 votes; Humasori, .democrat, 3,041, and Nelson, People's party, 1,118. It may be seen from these figures, that the total vote was light, and that the populists held the balance of power. There were no party "issues" at stoke, and the contest turned largely on local Interests and personal preferences. The disappearance of the fusion movement Is noteworthy, and foreshadows the collapse of like combinations through out the state. The democrat who flirted with the populists last fall, are now resolved to "go it alone." They do not care to be bumpered with any alliance which Involves tacit approval of the free coinage of silver scheme that Is regarded with so much disfavor by President Cleveland. In view of the signal victory which they won last fall, the democrats are in a defiant mood that bodes badly for the moters of the faslon ticket. pro- FUNERALS. E. W.
