Tho city council men- last evening, Mayor Crosby in the chair, and the other membci-s present being Me.-ws. Welch, MefJrcgor, Bergman, O' II ant, Barker, Webber. A. C. Carlson was granted a liquor license. A petition from Councilman Lewis for leave of absence was read, and granted. Protest of citizens against tho closing of barbershoiis wan read and placed on file. Martin Olsen submitted a' petition asking that there be refunded to him $10.40 as part of the sum of $25 paid by him for an auctioneer's license on May 14th last for one year from that date. The petition set forth that petitioner was entitled to a license for twelve months from the date of his applica tion. It was fchown that this was not in accordance with the terms of the law, and tho document was received and placed on file. Owners of real estate on Seventh street petitioned for a change of grade at Itho intersection of Seventh and Cass streets. Referred to the street committee. A communication from the committee of nine, appointed last Saturday to take steps toward a reduction in taxa tion, asking that the time be extended for turning in the city tax roll, was re ceived and placed on file. Tho report of tho. street committee on a claim presented by Fred Sherman was adopted. Tho conclusion arrived at was that the records wore the proper guide. Tho different pay rolls for the month of May were received, and the auditor nstructed to draw warrants for the payment of the same. A compromise proposition from Mes srs. Warren and Joplln, and the Ste vens and Wilson estate. In the matter of tho Court street suits, was referred to tho city attorney. Tho police report on electric lights for May was ordered placed on file. A communication from tho Clatsop Mill Co., withdrawing a bid for lumber, referred to the struct, committee. The report of the city rurvuyor on the cost of improving West Ninth tieet, was referred to tho street com mittee. A motion to indefinitely post pone tha Improvement prevailed. . The city attorney in a communica tion recommended that the justice court case of L. Lebeck vs. the city , of Astoria Ito appealed to the circuit court. Adopted. The report of Surveyor Harry on ex tra work on Fifth street was received, placed on fibs, and the street committee Instructed to advertise for bids. City Ileal hi Officer Walker's report on the small-pox case was read and or dered placed on. file. Under suspension of the rules an or dinance wa passed appropriating the. sum of fc!7.I0 out of the road fund for tho payment of tho road pay roll for the.' month of May. The ordinance defining tho duties and fixing tho compensation of the city as sessor, was finally passed. Tho barbers' Sunday closing ordi nandi was Indefinitely postponed. Dr. Walker submitted his bill of $i00 for attendance on the small-pox pa tient. Fran cois declared that he could not deliver Lord Rosebery's card to his master, who was then engaged, and advised Lord Rosebery, whom he did not recog nize, to secure a letter granting an audience and return later. This was too much for the British statesman, and thrusting his card Into Francois' hand he commanded him angrily to deliver It at once, Francois, after start ing away with the card, stopped to read the name on it. Lord' Rosebery reproved him so sharpry that Francois replied Impudently. Am angry exchange of words followed, and the master of tho house came to the reception-room to learn the cause of the disturbance. Francois was discharged at once. On the next day Lord Rosebery received this noto: . , Sir: Yesterday I was a servant; to day I am a free man. I no longer allow your Insults to pass. As a former offi cer In the cavalry of the French army I demand satisfaction. Lord Rosebery accepted the challenge and two shots were exchanged without injury to anybody concerned. Francois was satisfied, but Lord Rosebery was nettled at the thought that his antag onist might at any time lay aside the dignity of a retired officer to become a butler r.galn and expose him to the reproach of having fought with a ser vant. He therefore gave Francois an annuity of 6,000 francs on the condition of his abstaining from domestic ser vice in the future and thus preserving his personality as a retired man of honor. Francois fulfilled hla part of tha agreement as faithfully as did Lord Rosebciry and never worked afterward; at least, that Is what Is affirmed by. the French newspapers which have incorporated this story In their obituary notices of the butler of honor.
