Excetw of precipitation from July lHt 18112, to date, 8.09 Inches. LnM night's meeting) of property owners at tho Chamber of Commerce rooms pretty thoroughly demonstrated lielr views on the subject of excessive taxation. Tho matter has been taken hold of in a proper manner; and the sooner tho assessors arrive at tho con elusion that the people who elected them to office desire a, radical change in their manner of making: assesments, the better It will be for them should they ever again be candidates for office. Vnder the present current system Tresldent Cleveland has autocratlo powers. If he were to direct that sil ver certificates be redeemed In sliver, lie could disturb the whole commercial and banking business of tho country. Nevertheless, the party of state rights persist , In upholding the sliver laws that give him powers which Andrew Jackson would have denounced with all the energy he possessed. Portland holds her charter election tomorrow. The lines are stralghtly , drawn, there being no "citizens" ticket in the field. There I a decided lack of Issues, tho seven year residence l.iw being the main grievance put for ward agalnHt republican rule. That requirement 1 unwise and needlesB, but It ought not prevent people from voting for good republicans who are fully qualified. It seems settled that congress will meet In October and that President Cleveland will force on Its attention tariff revision and repeal of the Sher man law which compels the treasury to buy silver bullion monthly. The president Is determined that congress shall not shelve any of his favorite schemes from lack of time. Portland raises a loud wall because South Oregon merchants have gone to Run Francisco to cultivate trado with that city. Portland may find out, toj late that she hus also lost her grip on Astoria. A railroad from Astoria to Albany and thence eastward would outflank the metropolis. All the Washington banks except sixteen, which are more or less con nected with mining Interests, favor the proposed repeal of tho Sherman silver law. Yet Senator Woleott and other sliver enthusiasts 'declare that the west Is red hot for the free coinage of "liver. The warm weather will Impel people to flock to tho salubrious shore of Clatsop c1uivty. They will derive more benefit therefrom than they would from a costly trip to over crowded, sultry Chicago. As a national guest the Infanta Ku lullo should be asked to visit tho Col umbia river. Then would she realise tho scenic grandeur of the Pacific slope. Tho republican, movement Is growing In. Spain. The 'overthrow of the mon archy cannot be far distant. For the Next Thirty Days, To mcci imperative demamls, I will odor nt such low prices on install- . monta, with easy payments, that PERSONAL MENTION. Mr C. P. Mrs. Flora Beckner, of Nehalem, re. turned yesterday from an eight month's -visit at Chicago. She gives high praises to the Oregon fruit and forestry exhibit at tho fair. While tlio walks in the Publio Garden were crowded yesterday afternoon about 4.30 o'clock, people near the entrance gates at the corner of .Beacon and Charles streets were horrified to see a man suddenly plunge a knife repeatedly into his throat and. fall to the ground. V liile waiting for a conveyance an officer questioned the would-be suicide, who was about B0 yenrsof age, as to his name, address, and reason for wishing to end his life, but the man steadfastly refused to give any infor mation regarding himself. He was taken lo the Massachusetts General Hospital and surgical attendance given him. Although weak from loss of blood it is probable ho will recover. About 9 o'clock lost night a hospital attendant got a little information from him. He said his name was Samuel D , and that lie came some weeks ago from New Brunswick. The last few days hit head has fell queer, and ho has been wan dering about the city, not knowing which way to turn. What impelled him to commit his rash act he was unable to say.
