Excess of precipitation from July 1st, 1892, to date8.92 inches. THE GREAT RAILROAD WAR. The Pacific trunk lines are in a state of active warfare. Thrcto steamboat companies are also engaged In the conflict. This strife may be traced to the movement for lower freight rates which the San Francisco merchants set on foot about a year ago. The Southern Pacific paid slight attention- to thWr demands. It felt confident thai In con cert with the other companies in the trunk line association It could maintain rates ana dtry opposition. The mer chants, under the guidance of Mr. Jjeecis, a veteran railroad manager, took steps to build an Independent railroad line to the East. But Califor nia needed more speedy relief than this project could provide. Acordlngly tlAs merchants promoted the lines of clipper ships which make regular voy ages from New York to San Francisco carrying goods at about eight dollars per ton. These lines matte such inroads on the freight business that the trunk line association withdrew thv subsidy which it paid the Pacific Mall Steam' ship Company to maintain high rates and prepared for a free fight by going out of existence. The next step of the San Francisco merchants was to estab lish the North American Steamship Company for the purpose of trading with New York by way of the Isth mas of Panama. This scheme, designed to provide more rapid transit than the progress, and is In a fair way to crlp- plo tha once powerful Piiclflo Mall, whoso stock Is quoted ns low ns 20 in the New York market. Finding that the first year of this warfare had induced Its receipts about a million dollars, the Southern Pacific lowered Its rates considerably. In order to compete with the North American steamers, the Southern Pnclflc offers rates almost as low-wlth the ndvantage of quick dispntch. It ensures the latter by sending the goods by railroad, to New Orleans, whence they are carried BHedily by Bteamer to New York, nut nil this does not make the San Fran cisco merchants relent. They have giv en up the Independent railroad scheme, for the present at least, and nre kVHpliig their pledges to support both ttie steam chips and the clipper lines. The Canadian Pacific now bids for the California trade- by announcing lower rates , than the Southern Pacific.
