EXCESSIVE TAXATION. , The excessive taxation of property In C'latoop county Is an evil which calls for prompt attention on the part of the property owners. In chasing the railroad phantom during the past three years, no attention has been paid to this important matter, with the result that holders of acreage and other realty are now placed In an extremely critical position financially, whllo the oounty (reaeiv'es teqmparutlvely little benefit from exhorbltant taxatlon.When It was first proposed to assess property at Its speculative, Instead of Its real value, the idea was thought to be good, because of the showing that would be made when the aggregate valuation as returned by the county board of equal ization to the state board could be compared with the figures from other counties, but since nothing has been accomplished further than to embar rass the owners of the land assessed and hurt the entire county, the prop erty holders are beginning to see the matter In Its proper light. Out of the aggregate of lust year's 22 mill . tax, the state's share Is 12 mills. That val uatlona are Inflated It must be ad mitted, and consequently the county Is burdened with more than Us proper proportion of the expenses of the state. A few figures from the report of the action of the state board of equaliza tion at Us session In December of last year, will conclusively prove the above Rtatement. For Instance, the aggre gate valuation of n'lty, village! and town property as returned by Clatsop's board of equalization wits $2,588,811 whllo the figures from Lane county for Mmllar property were but Jl.til.l.SOO.nnd Linn county, $1,701,8(10. The return of Marlon county wns but $2,107,91)8, ul though 30 per cent, won ncUleil by the state board, as was done nlso In the enso of Linn county. Then came Mult noinah county with but $2r,77G,G70, as the aggregate valuation according to tho county bonrd, but to which 30 per cent, was added. It Is true that part of the fault lay at the outset with the owners of prop erty thonuielveH, but tho assessor and county board of equalization were In the main responsible. The former went to work on the basis that the price for which land wns held wns the proper basis of assessment, and ho was suS' tuined In this erroneous view by the board. Doth the latter and the osseskor were evidently forgetful of the fact, i or Ignorant of It, that there was no sale for property at tho prices asked, and that much of It hud been purchased at Its real value nnd held with the hope that when the market became brisk through the settlement of the railroad question, a handsome profit could bo realized. In brief, the assessor valued the property at what the hold ers fondly hoped they might get for it at some future time, nnd not at Its value at the time It was assessed. . In Portland, as high as $3,000 has been asked for land which was assensed at $30 per aero only a year or two ago, while quite recently property has been sold In the vicinity of the metropolis for $500 an acre, when It was assessed at but $20 per acre. It Is scarcely necessary to go fur For the Next Thirty Days, To meet imperative demands, I will offer at such low prices on install ments, with easy payments, that ther Into details. Linn and Lane coun ties furnish examples that might be followed with profit by Clatsop cotm ty's assessor and board of equalization, These counties, representing a real val uatlon many times greater than that of Clatsop, are combined, assessed at but little over 30 per cent, more than Is this county. The remedy for this foolishness lies in some measure with the property holders. Let them discuss the sltua ation fully and freely, and there Is no doubt that there will be a change In the sentiment of the community, and facta can be so placed before the as sessor that he will see the wisdom of making radical changes In his plans for the present year. Owners of realty need all the money they can get, and the less that is sent out of the county the better for all concerned. THE ALASKA SALMON PACK. It la noteworty that the Alaska pack this year Is expected to attain the large quantity of 800.000 cases. The Alaska association has announced its lnteiv tion to pack about 625,000 cases, but It la evident from the amount of supplies and gear which It has shipped north ward that It Is resolved to exceed that supposed limit. It Is believed that the Alaska pack will reach 1,000,000 cases within five years. There are no canneries on one half the number of Htreams which it is believed are fre quented by salmon. Vast regions are entirely unexplored. In them the salm on have not been molested by even the 'Indian ptfrulatlonv Under such favorable conditions the fish must have multplied amazingly, affording oppor- unltles for fishermen such as existed In the palmy days of the Columbia river, when; thousand of salmon were thrown away from inability to pack them. Astoria can afford to regard with complacency the growth of the Alaska salmon industry. That growth cannot lntefere with the Columbia river trade, which Is well established at home and abroad. The excellence of our chlnook salmon Is recognized the world over, and will ensure a steady, profitable market for all that our cannerymen can pack with the present limited sup ply of fish. The cheap price of the Alaska product may even serve to keep salmon in general demand and Impel many persons who consume it to look for the superior quality packed at our canneries. The development of the Alaska business should, how ever, make our packers more vigilant lu defending Columbia brands against all Infringements. It should also pro mote measures that may make Astoria the leading market for the salmon packed In Alaska and British Colum bia, as well as for all that Is canned In Oregon and Washington. Tho peoplo of Seosldo will be greatly pleased at the opening tomorrow of tho Astoria and South Const railroad after Its customary winter slumber. It was hoped that it would have new ex cursion cars, but that expectation Is not likely to be realized. There will not be many changes In the Seaside dis trict In the coming season but enre will bo taken to entertain guests well and render their visit to tho shores of tho Pacific enjoyable. FUNERALS.
