The steam er made the run around the lightship end then down to Tillamook Rock to take Keeper Peterson, who has been relieved for a short spell by H. P. Score, on board and bring him to this city. During the trip one of the gen tlemen present succumbed to an at tack of mal de mer. - Some interesting experiments are said to be making by an Eastern wa ter company In tree planting over the watershed that supplies their reservoir. It seems that they are greatly annoyed 3y customers who delay paying their -water fr-ates until the company are compelled to shut them off. The object ot the experiments is to discover a tree or vegetable that will so impreg nate the water that those who drink of it will be given a desire to pay their charges promptly. The success of the scheme ia doubtful. Better do as is .done in Astoria, where those who read in The Astorlan that the 11th of the month la at hand, hasten to the water -company's office and settle. The city council met last evening, Mayor Crosby in the chair, the other members present -being Messrs. Welch, Thomson, O'Hara, Lewis, Langworthy, McGregor, Webber, Bergman and Bar ker. The petition of Sam Olsen for a liquor license was granted. Interested property owners petitioned for the Improvement of West Ninth Btreet from the north side of Arch street to the claim llnei Referred to tho street committee. A communication was received from Fred Sherman stating that he had, about six months ago, put in a claim for extra work done on West Eighth street, but that the committee to whom the claim was referred had never re ported. He asked for a report from the committee in order that the matter might be settled. Referred to the street committee. A communication was received from) the clerk of the water commission stating that that body wa3 In favor of supplying the publlo library with free water, in accordance with a request contained in a letter which was In closed, from Mrs. S. Elmore, president of the Astoria Publlo Library Associa tion, asking that such action be taken. A lively discussion followed, all being In favor of granting the request, but some thinking that it was the business of the water commission to take action on the matter. It was finally decided to refer the matter back to the water commission for such action as that body may be pleased to take. The committee on health and police, to whom was referred the claim of J. L. Carlson for goods damaged dur ing the sickness of the small-pox pa tient at his house, reported In. favor of allowing it with the exception of $10 for two mattresses destroyed, which was referred to the city attorney for advice .as to the city's liability. In the matter of the claim of Olsen, the small-pox patient, for $131.60 for property destroyed by the health au thorities, the same committee reported that they were unable to find any thing of the matter further than that the health officer had ordered the de struction of Olsen's trunk without an Inventory of its contents being taken. The report, which recommended that the claim be referred to the city attor ney far advice as to the city's liabil ity, was adopted. The street committee recommended the re-naming of streets where neces sary, and that a report of the magni tude of the work be made to the council. The report was adopted. The question of repairs to No. 3's en gine was the subject of a lengthy de bate, Mr. Thompson advocating adver tising for bids and Mr. Barker being in favor of giving the work to a machinr 1st at once. Opinion was pretty evenly divided on the subject, and Mr. Thom son made a motion embodying his ideas which was carried. The city surveyor reported that the cost of making plans and estimates for the improvement of Wall street was $44.75. Placed on file. In reference to the City' Cemetery question the city attorney recom mended that a survey should be made of the five acres proposed to be platted and also a list of the owners of any lota in such five acres. Carried. The city surveyor's estimate of the cost of improving Seventh street from the west side of Polk street to the east boundary of McClure's was read. The amount was $23,925.10, and the report was referred to the street committee. Similar action was taken on Mr. Harry's report on the probable cost of improving Eighth street. An ordinance was read a 41rst and second time providing for the chang ing of the grade at the Intersection of Eighth and Cass streets. Under suspension of the rules, ordi nances were passed as follows: Amending sections 6 and 6 of an or dinance entitled, "An ordinance provid ing the time and manner of improving Wall street. Directing the board of assessors to make an assessment of the property on Wall street to meet the cost of the proposed improvements on Wall street. Appropriating the sum of $105 out of the general fund for the benefit of J. R. Clinton. . Ordinances were read a third time and passed as follows: Changing the name of Third street In Adair's Astoria to Elm street. Mr. McGregor stated that he was opposed to the change, but inasmuch as he was an interested party, he would ask to be excused from voting. Changing and re-eetabllshlng the grade pn the corner of Arbor and Ben ton street. Ordering the improvement of Cass street from the north side of Court street to a point 150 feet north of the northern boundary of Chenamus street Claims were ordered paid as follows: Astoria Wood Yard $11; A. The auditor was ordered to draw up an ordinance appropriating a sum suf ficient for the payment of tho claims of different parties for services ren dered in connection with the small-pox case. A number of other bills were read and referred to the proper commit tees. A resolution was adopted appointing City Surveyor Richard Harry, J. H. Mansell and Wm. B. Adair a board of assessors for the city of Astoria, A resolution was adopted providing that on and after the first council meeting in June, regular meetings shall be held bn the first and third Tuesdays of each month. A remonstrance against the improve ment of Eighth street in McClure's Astoria, was by unanimous consent re ferred to the street committee. Mr. Barker then again brought up the matter of repairs to No. 3's engine, and several members participated in the ensuing debate, but no further ac tion was taken. The meeting then adjourned. Thursday morning, May 11th, at 11 a. m., at tha chamber of commerce rooms the Pioneer and Historical So ciety will hold their annual meeting. Officers for the coming year will be elected and a full attendance is de sired. The wife and children of Ben Sabine had a narrow escape from death yes terday. While a force of men under Adolph Johnson were engaged in rais ing their house on Fifth street between Bonneville and Brannan avenues, the building toppled over and collapsed, tho ground floor being pushed almost to the roof by the Jack screws. . For tunately the accident occurred at din ner time, and the children had been called into the kitchen, which is an annex to the main building, but a few minutes before. When Mrs. Sabine felt the house begin to rock, she went out to Inform the contractor who was raising- It, but the warning was late. No sooner had she spoken than the building broke away from the annex and came crashing down a distance of nearly ten feet. The accident was mainly due to the age of the building, which had become weak in parts and unable to hold together when lifted on the jack-screws and pending the plac ing in position of the sills. Tho residence until recently occupied by Mr. J. Strauss, at the northwest cor ner of Third and Lafayette streets, will be sold at public auction on tho premises on Saturday afternoon at 2 o'clock.
