The action of the police commission
la deciding to strictly enforce the gam
bling ordinance In all Its provisions
will commend Itself to the better Judg
ment of all thinking men In the com
mnntty. It Is certainly a move In the
right direction, and one of two proper
courses to pursue In the matter: the
ordinance should either be repealed or
enforced in Its entirety for no
officer has the right to make the law
operative against one class and inoper
ative against another. Moreover, expe
rience In other places where periodical
raids have been made on gambling
dens, has shown that the cupidity of
officers Is likely to be excited by the
opportunities for gain presented; and
while no reflection has been cast upon
the integrity of our peace officers. It
1b well to remember that temptation
Is often inimical to the conscientious
discharge of duty.
It has been developed that the order
adding to the navy regulations a para
graph forbidding officers of the navy
from acting as correspondents for
newspapers resulted from the fact that
during the Chilean war some of the'big
dallies of New York obtained their "in
side" news of the movements' of the'
contending forces from these sources,
the news at once being cabled back by
the friends of both parties and having
Its effect At the time these metropoli
tan papers were vigorous in denounc
ing certain officers of the navy for the
alleged betrayal of one army to the
other, a fact which strongly Indicate
now that the aggressive attitude war
only a bluff to shield their own secret
agents.
The administration took a weelt't
holiday to attend the naval review and
the opening of the world's fair, but
Maxwell did not atop swinging that ax
for a single minute during business

the only real policy the administration
