Mr. Cleveland has certainly been unfor tunate in the orders he has issued con cerning flogs. People have not yet for gotten the howl of indignation that was rabied during his first administration, when he Issued an order directing that the battle flags In the war department, which were captured during the Civil war by Union troops should be re turn'od to their original owners. That Indignation woe so universal, outside oV the South, and even there the order was not generally favoijd, that the or der was never carried Into effect, and the captured flags are still In the war department. Thv Indignation over his order to lower the American flag, which Minister Stevens had raised over Ha waii months ago, is even dt'jper and stronger than that aroused by the bat tle flag order, but as yet it Isn't so loud here, at Washington, because be ing an International question, promin ent men hesitate to publicly speak their opinion about the lowering of the American flag the first Instance of the kind on record, and it is to Ve hoped the lust for fear that It may injure Ameri can interests. But privately, condem nation of the act is heard on vvery hand, and not a little of It comes from dem ocrats. Even those democrats who tried to smooth the matter over and talk about its coming all right in the end, admit their regret that the flag should havs been lowered upon Mr. Cleveland's order, and by a man wild spent four of the best years of his life fighting to destroy that flag, and all It represented. PHON- The Pope gave a private audience on March 19, In his study, to Mr. Step hen Morlarty, who was Introduced by Mgr. Merry del Vol, thu papal chamber' lain. Mr Morlarty had with him phonograph, by means of which he de livered an address In Italian congratu lating the Pope on the occasion of his episcopal Jubilee. He went on to say that he felt deeply honored In being th'j bearer of two messages one from the late Cardinal Manning and the other from Cardinal Gibbons, Arch bishop of Baltimore, who would In their own voices express their devotion to his. holiness. He concluded by bfcg' ging the Pope to speak Into the phono graph some expression of love and his blessing, which might be delivered to the Roman Catholics of America on the occasion of the opening of Chicago Ex hlbltion. He pointed out that if the Pope granted his request, it would be the first time in the history of the Pa pacy that tne voice or the sovereign Pontiff had been h'eard in America. The Pope then listened to the mess- ago from the late Cardinal Manning, in which his eminence asked lor a blessing and expressed a hope that the Catholic faith would soon spread over the whole world. The Pope was givat- ly affected when he heard the voice of the dyad cardinal. He then heard the message of Cardinal Gibbons, who asked for the blessing of God upon the Pope. His holiness promised to send a phonographic mbssage to the United States, and invited Mr. Morlarty to re turn for another audlerjce. This was given on Monday, In the Pope's private study the members of the Papal Court Lying present. At the request of his Holiness, the messages of Cardinal Manning and Cardinal Gibbons were repeated on; the phonpgraph. The members of the Papal Court Wore amazed at hearing the voices of the two cardinals loudly and clearly repro duced, while the Pope sat back on his thron'j smiling at their astonishment. The Pope then said; "I will now send my message to the people of the United States," and, bending over thy phono graph, he spoke Into It. Then, turning to Mr. Morlarty, he said: "I hand you this message; guard It carefully, for it is the expression of my love for all thtt people of the United States. I wish you to deliver It with your own hand to the President." This message, which Is in Latin, by the Pope's special request will not be published ty'fore it has been reproduced in America.
