Where shall it be? This is a . question that presents many difficulties for solution. Theivt is considerable room inside the city limits, but there can hardly be found any place where a pest house could be located without protest. No one wants to live near an Institu tion of that kind or own land In its vl clnlty. Of course somv; of the ideas regarding the dangers of proximity to a hos pital for contagious diseases are very much exaggerated. But while these ideas exist, no matter how notional they may be, they must be recognized end our council and committee on health and police will have to pay at tention to them, and maktt their calcu lations accordingly. No public officer, as It has been well demonstrated.wlll be willing to antag onize any large number of his fellow citizens. Be thte health of the general public ever so good, no one can tell at what moment a case of contagious dis ease may be discovered and the nfceea slty for a pest house arise. Small-pox is the disease that we of Astoria have most to Tear. This dltuase Is always In existence somewhere. It Is most likely to come to us from the north, carried by vessels that are hand ling Chinese. When one case appears In a city likt Astoria it la seldom that It is not fol lowed by more. If Olsen's case is not followed by others Boon, It must be ad mitted that It Is owing about as mucl, to good luck as good management, at the man was roaming about the town for a day before there was an organ ized attempt to quarantine him. So long as we have traffic with Chin ese directly or Indirectly, we should bi prepared with safeguards - against the spread of small-pox. How Is it to be done if no suitable building or hospital be provided T Olsen's case demonstrates plainly the need for a quarantine hospital that shall be ready at an hour's notice for the reception of the Infected. When the city authorities attempt to platu a small-pox patient in the city's pesthouse, they are confronted by frantic- citizens who threaten ' them with peril of death if they deposit the pa tient in their neighborhood. So the unlucky wretch is toted about and finally put in a place where It is difficult to provide him with proper pro tection from the weather or with mvd ical assistance. Such negligence is nothing less than Inhumanity, and now that the matter has been so forcibly shown it should not be allowed to occur again, for if It should, it might well be termed criminal negligence.
