TODAY'S WEATHER. Portland, April 13. For Washington and Oregon; continued rain. Local weather for the twenty-four hours ending at 5 p. m., yesterday, fur nished by the U. B. department of agri culture,' weather bureau: Maximum temperature, 48 ilvgretvt. Minimum temperature, 40 degrees. Precipitation, .El inch. Total precipitation from July 1st, 1892, to date, 70.03 Inches. Excess of precipitation from July 1st, 1892, to date, 3.53 Inches. A FEW PLAIN WORDS. It seems them are some who are now advising Mayor Crosby not to sign the anti-gambling ordinance that passed at the last meeting of the city council. These parties Include yioso who be fore Its passage insisted that It was a good ordinance and Just what they wanted, that are now crawfishing and want this mayor to withhold his signa ture until the ordinance is modified. This Is ridiculous. Nine intelligent councilmen voted unanimously to make the oidinunce municipal law. They had an opportunity to demand and consider Its amendments before it was passed. If any man of the council voted to pass that prohibition ordinance against his judgement, he is a knav. If he voted for it without considera tion, he is a fool. If any councilman voted to pass that ordinance with the Intention of sad dling the responsibility of its operation upon the mayor, that councilman is n moral coward. But our councilmen aiM neither knaves, nor fools, nor cowards. They honestly believe there were a good many in this city who wanted a strict prohibitory ordinance enacted and enforced. " Thfey voted for the ordinance because they wanted to make It law. The councilmen expect the mayor to sign the ordinance they unanimously paused. It is absurd to assume that the mayor and council will make thenuAilves so ridiculous as to undo their work before it is done. 8uch action would be Idiotic. It would make them the laughing slock of the community. Th?y would be despised by every hon I'st man and woman among us. The Astorlan does not believe that ci. attempt at prohibition will secure thi best results, and it is firm In its stand that there would be less opportunity for corruption if gambling wore com pelled to pay for Its privileges like sa loons. The father or mother who demnndB the privilege of playing a game of back' gammon, euchre, or kteven-up, or whist, or any other game for a small stake 'in the privacy of their home must not be surprised If they hear of their son shak lng dice for the cigars at thto counter of the cigar stand, or playing fur a larger stake In the little back room. There is only a sheet of paper be tween. As to questions of policy there are honest differences of opinion. The proposition to license gambling Is honest In its Intent. The proposition to prohibit gambling Is honest when advocated by honest peopte. There Is no honesty In the middle ground. Either stop gambling wherever It may be found regardless of whom it may strike, or elb make it a high license. Any disturbance of the pipes, puncture, or break, would cause a leak which would be Instantly Indicated by the pressure gague. Iron or steel piping is a comparatively Inexpensive material, and this Invention will likely be brought Into general use. CROP-WEATHER BULLETIN, NO. 3. Of the Oregon state weathAjr service for the week ending Tuesday, April 11, I8J3, for Western Oregon. The past wtV;k has been one of the coldest and with the most rainfall of any on record. The weather can brief ly be summed up as consisting of low temperatures, frequent rains, frost, little sunshine and on the 7th snow on the higher elevations. Hall fell on the afternoon of the 7th and on thvs 10th The total amount of raln'fall varies from one inch to two and a quarter Inches, it being heaviest about Eugene and Roseburg, decreasing towards Ash land and Portland. The records fall to show for the past twenty years a more backward season; I. e., such a continuation of rainy weather and com paratively cool temjA-ratures. There has beerilittle development In vegetation during the past wtt-k. The fruit buds are swelling gradually and a few localities in Jackson, Josephine, Douglas, Linn, Benton, Marlon, Clack amas and Washington counties report a few peach trees in blossom. Reports generally agree that the backward sea son Is most beneficial to the coming fruit season, though there are sonvj fears that the continued cool rains may Chill the buds. The present condition of the fruit trees and tl.'-'lr buds war rants the assertion that the year's fruit crop will be large. Planting of fruit trees continues. Over 10,000 trees have been added to the acreage of the M'une around Dundee, Yamhill county. About Ashland and in Douglas county, there has been a large Increase in the fruit acreage. The fall sown wheat has slow growth, but It Is rooting well. On th'j low un d rained where water stands some o't the wheat Is reported to be rusting. Considerable yellow is H'en on low lands. Spring seeding Is generally retarded. Plowing on the uplands Is about fin ished. The wheat acreage has gen erally been increased. Grass is grow ing nicely, It is about the only veg etation not retarded in its growth by lhj present weather. Hops are appear ing above the ground ;the acreage of hops has been greatly Increased, es pecially within 35 miles of Salem. The HliVums are high and lumbermen are actively engaged In floating their logs. Present atmospheric conditions do not tvaiTunt the belief of an Immediate clearing of the weathor; but the wish jf all Is for warmer and fair weather. In Eastern Oregon the weather con tinues to be wet, cloudy and cool, theiv; s a marked absence of sunshine, fclx .iiches of snow fell on the morning of -ho 10th in Umatilla, Union, Wallowa uiid Baker counties. Frosts have Ujen 'requent. The amount of rainfall for he week has ranged from .60 of an nch to 1.33 Inches. The season is un usually late and backward. There are very few If any trow showing a blossom east of the Cas i ttde Mountulns. Color 'con be seen on some L-Varh and cherry trees about Mil ton and the Dalles. Buds are swell ing In the Columbia and Snake river valleys but they are much later than usual. The ground Is thoroughly satu rated. Spring sOidlng Is greatly de layed. Grass has slow growth. Stock on the range are not In good condition. Lambing season Is on and small loss Is reported. In Klamath county stock have been . turned onto the range. Llttto Bprlng plowing has been done in the Interior counties, while in Wasco, Sherman and Gilliam counties it is about completed. The farmers and stockmen are generally Jubilant over the prospect, though where spring seeding Is not completed there is con siderable complaint. Warmer and fair weather would now prove very beneficial and would gtteatly facilitate growth of vegetation and the back ward farming operations. It Should Be la Kvery IIobm. J. B.
