earth does the writer mean when he
says that "uncontrolled, unlicensed
gambling Is the result of the operation
of the license system"? Such an ar
gument as this Is surely a phenomenon.
How In the name of common sense can
the license system be made the scape
grace for something that Isn't yet li
censed. 8uch contentions as this and
the others contained In Mr. DHworth's
letter are unanswerable, because they
are too shallow to admit of any reply.
Then we come to Mr. Wad'H(LrnP
inn Hmith'a communication. He with
Mr. l.nden, runs in the same old rut,
and contends that If a thing Is evil It
must go, must be kicked away, and
flung back into the heart of private
lite where It will do a thousand times
more harm. To these gentlemen, noth
ing exlBts but what they can see, Bun
dle It away from their horrified Bight,
and though they know that It lives, and
breeds and festers In the . dark
ness, its all right. Why? Because
"the world" wont know it, and be
cause "the world" will have the Im
pression that Astoria Is a moral city.
If these people would see the fallacy
of the ridiculous "hush the thing up"
motive that runs through their side of
the question, they might realize that
outsiders would have an honest ad
miration for a city with the strength to
haul Its evil belongings into the light of
day and handle them without gloves.
Mr. Landen, Mr. Dllworth, and Mr.
Smith ore actually urging In prin
ciple the very same thing as these so
called cigar stores are guilty of, when

the external display of a few brands of
tobacco.
The gambling evil i degrading eurte,

Professor Harry P. Judson says In an
article In the Review of Reviews, on
the character of James O. Blaine
"No fact perhaps, Is more striking
than his (Mr. Blaine's) growth In
breadth of Idea and calmness of Judg
ment. When he was first a candidate
before a national convention, In 1876, he
was a stalwart and successful politi
cian. When he laid down the portfolio
of state in 1892, he was a statesman.
Experience, responsibility, study and
reflection all developed him. His pub
lic life was education. Garfield's sec-
rotary of state and Mr. Harrison's
great foreign minister were not the
same man.
This Is a mistake that should not be
permitted. There was marked growth
In Mr. Blaine from '81 to '89, but he
was the same statesman with Garfield
as with Harrison, and had In his mind
the same great American Hemisphere
policy. Blaine was a great statesman
when he picked up the portfolio of state
first, and a greater statesman when he
laid It down.
