The news of the world, fresh every morning at your breakfast table, it what you can find in tlte Aitorian. It holds the exclusive telegraphio franchise, and its service is improving daily. After the murder of Garfield and, the evidence that there might be mis chief in the order of succession to the presidency as maintained up to that time, the first congress of the first ad ministration of Mr. Cleveland took up the subject and made a wholesale and conservative change. The object was to provide that in no case should the death or disability of a president re sult In the change of the party of the administration, without the interven tion of a popular election. , The case in hand was the death of the vice president, and the president of the senate pro tempore was a republican, and he. stood next In order. ' It was not thought desirable to expose Mr. Cleveland to the caprices of cranks, who might see in the ' succession of John Sherman or John G. Ingalls a chance for important changes. At that time the line of succession Included the speaker, of the house, and the speaker has often In the second congress of an administration been of the party op posed to the president. The intention of the law, as changed by the Forty' ninth congress, was the personal pro tectlon of the president, and to insure all contingencies the pence of the coun try. The presidential succession 'it fixed by Chapter 4, of the acts of the first session of the first congress of Cleveland's term, placing the succes sion, in the cabinet aft?r the death or disability of the president and vice president. The purpose is to provldf security against partisan excitement; to take away part Han inducement: for changes Jy acts of violence, of which there, has been unhappy exper ience. The order of succession in the second Cleveland period, as the law stands, is: Orover Cleveland, Adlal E. Stevenson, Walter Q. Qresham, John Q, Carlisle. We submit whether Mr, Cleveland, id naming one who has never been known as a democrat next to Stevenson in the line of succession, Is not guilty of a violation of the spirit of the law of congress. It is for the senate to determine whether this is or is not of sufficient gravity to cause anxious consideration of the propii ety of confirming the appointment of Qresham. ' Evidently, there would be a great change In administration in case of the disability or death ot Mr. Cleveland, for Stevenson is another sort of democrat; and then comes Gresham, not a democrat at all; nnd then Carlisle, a Southern man, whose radical' democracy Is famous. 'This is clearly not the sort of -order of suo ce8Ion that the Forty-ninth congress undertook to provide. The senate may have something to say. The populist cranks of Kansas who claim to be the legislature have "re moved" the state capital from To peka to Kanapolls, In the other part of the sUte, alleging as a reason that For the Next Thirty Days, To meet imperative demands, I will offer at such low prices ou install ments, with easy payments, that the people of Topeka haven't shown a disposition to do as the "people,' meaning the populists, wish them to, Of course this action simply means that they will remove themselves, bag and baggage consisting mostly of paper collars and flasks out of To peka. They havo as much power to select a new capital and accept a new capltol for the whole people as Canar sie would have to move the county seat from Brooklyn to that place. Personal Mention.
