A pas seDger train on the Western New York & Pennsylvania road jumped the track at Watsonvillc, sixteen miles north of this city at 11 o'clock this morning1 and twenty-one of the thirty eight passengers on board were more or less injured. The cyclone of yester day is still central west of Vancouver Island and is developing in intensity. The most decided fall in the barom eter is in Oregon and Washington. and indications nt present are that tho storm will move to the east north east rather than to southeast. This morning's reports show that it is rain ing from Eureka, Cal., northward to -British Columbia. Storm signals have been ordered for all points on the northern Pacific coast, and the con ditions are dangerous for either North or South bound vessels along that coast THE WAY IN MEXICO. Angel Sonis and Nogala Angelo, two prom inent and wealthy lawyers, of Juarez, Mexico, wero to-day arrested in that city and charged with complicity in aiding Bolton to escape from prison. . McCabe, who was convicted in 188i of blowing up the Glasgow Gas Works with dynam ite has just died in prison, at Perth. He had been insane for the past two years. His friends allege that he was driven crazy by cruel treatment Something for the New Year. Special to The Astoriak.1 San Fbakoisco, Dec 23. On Janu ary 3rd last the steamer State of Cali fornia broke down while on her way from Portland to San Irancisco. Spreckles' tug, the Vigilant?, was sent out to look for her, and later the Mon arch and Relief also went out The Relief picked the State up and brought her into port the following morning. For this service Spreckles claimed salvage on the steamer, valued at $300,000. The court held this morning that the Pacific Coast Steamship Company had taken all necessary steps to save the steamer in sending out the Vigi. lant, and that the Relief was not en titled to salvage, but to "ordinary tow age rates," about S300. Parnell Snowed Under. KTTiKEsyr, Dec. 23. The official le sult of tho election yesterday shows that Hennessy's majority is 1,146, thus downing Parnell. THE OREGONM RAILROAD LIME Eastern Oregon Loses a Prospect for a to Road. HUXTIXGTOX GAIXS A 1'OIXT. Special to The Astouian.1 San Fbakcisco, Dec. 23. South eastern Oregon has lost its prodpects of having a new railroad for very unique reasons, says n local paper to day. Some Scotch capitalists induced O. P. Huntington somo months ago to buy tie Oregon railroad, which runs from East Portland along tho East side of Willamette river to Coburg. Huntington made the purchase on behalf of the Southern Paciflc com pany, or at least that was his inten tion, aud he was very much surprised and put out when Colonel Crocker and Senator Stanford objected on the ground that they had not been con sulted in the matter. Huntington was indignant at their action and somo tnrtTemarks were made on both sides. Hnntington did succeed in getting Mrs. Hopkins-Searls to assume half of the indebtedness incurred by the franchise of tho road and tho Now York magnato then proceeded to ex tend tho road south from Coburg as an enterprise entirely separate from tho Southern Pacific company. He first built from Coburg to Springfield and from the latter place a large surveying party made a survey fifty-four milea long, through the country between the middle and coast forks of tho Willamette river. This show of railroad activity aroused great interest in that section of Oregon, many believing that a now line to Ogden from Portland was to be built. In tho past three weeks their hopes have taken flight. The surveyors have been called in and all work has ceased. Stanford and Crocker have finally agreed to have the road joined to the Southern Pacific system and the wealthy railroad ramily being at peace once more Huntington has abandoned any idea he may have entertained of extending the new road regardless of interests of the Southern Pacific hues in Oregen: An. Jb rom authentic sources it is learned that tho communication may reach tho senate before January 1st, and that the f nil correspondence between Blaine and Salisbury, which occurred subsequent to that contained in Blaine's last report, will bo made pub lic. Ho has been interviewing members of the house during the holidays, and as Struble himself will be absent from the city he will not bring his case before tho house until after the first of January but in the meantime he intends to bring the subject of his admission to the attention of individ ual members of congress. Captain Carroll will earnestly advo cate the establishment of a territorial form of government for Alaska and the many reasons he will bet forth why the territory should be thu3 organized are liable to attract consid erable attention. During his address at the banquet yesterday morning Dr. Quinlinmade somo very interesting statements con cerning the origin and growth of the order, for ho Jie is a very interesting speaker. Among the prominent men of the country there are many who belong to the Elks, including several senators and congressmen, and officers of tho army and navy. Governors Campbell, of Ohio and Peck, of Wisconsin, are very active members in their respective localities. The order had its origin in the city of New York in 1867, the membership being confined to members of the theatrical fraternity and professional men. No. 2 was instituted in Phila delphia, and thenco there was a long jump across tho continent to San Francisco whero lodge No. 3 was or ganized. The fourth lodge was instituted in Chicago, of which Dr. Quinlin has been many years a member, and several years exalted ruler. There is but ono grand body, and every subordinate lodge in .the country, reports directly to that, and only one lodge can ba had in any city, which is a good feature, as it prevents dissatisfied members or those who have been disappointed in office from withdrawing from a lodge and organiz ing a new one, as has often been done in other orders. Another grand feature o the Elka, is the manner in which they dispense charity to an unfortunate member, as no member is allowed to divulge the name of a brother who receives assist ance from the order. Tho principles or charity, brotherly love, justice and fidelity are beautifully illustrated by impressive forms and ceremonies, and form the fundamental structure of tho organization. So strongly are these exemplified that the members aro bound by the strongest ties not only to each other but to protect the honor of a brother's family, and to care for them in case of his absence, sickness and death. Its principles are equal if not supe rior to those of any other order, and there is no doubt but that the growth will be very rapid, as new lodges are springing up in all sections. Dr. Qunlin is a praiseworthy exam ple of the order, and is so universally beloved by the members that he is familiarly and respectfully styled, "the Grand Old Man." No man can be a member of the order who is lacking in qualities and principles of manhood, or who is not universally respected and esteemed by his fellow men.
