Brooks, chief engineer of the Owens Yalley Canal Company, says that owing to the arrival ot Sioux emissaries from Dakota, the Piulea are much exoited and have secured more arms. The ostensible reason lor this war like display, is trouble wbieli arose over the killing of n manund boy as far back as 1873, but the Messiah craze appears to be tho real cause of their action. A. courier just in, states that fifteen men aro besieged fifty miles from here on Spring creek. At Daly's ranch the Indians made three attempts to fire the ranch, one of which was nearly successful. General Carr has sent MajorTupper with 100 men to rescue Major Perry's command. They had a skirmish with the Indians near Smithville. Over 100 shots were exchanged and one soldier was wounded. Unreliable Tho secretary ot state, vho is ex officio insurance commissioner, gives out tho following as an item of news which he hopes will bo published by the newspapera of the state, as a mat ter of public interest: Several so called "mutual benevolent insurance associations1' that are unable to prove that they have sufficient capital to entitle them to a license to do busi ness under the laws of this state, have recently sent agents to the state to solicit insurance on the assessment plan. For the protection of the pub lic, the insurance commissioner states, that the traveling agents of all duly licensed life insurance companies havo licenses from the insur ance department to act as life insurance agents. Persons rT fessing to be such agents should oe requested to exhibit their licenses. Fraternal benevolent societies, such as Masons, Odd Fellows, and Knights of -Pytbyias, are not required to have licenses to grant such pecuniary relief as is authorized by their regulations, but such societies do not employ agents to solicit insurance. The in surance commissioner requests that he be notified whenever the agent of any unlicensed company solicits in surance in this state as it is his inten tion to secure the prosecution of such violators of the law. He' sends out this item in the hope that the news papers and the public will co-operate with him in his efforts to uphold the law and protect innocent per sons from being deceived and de frauded. - o - Hotlce. All city work and improvements have been stopped. Many men are out of em ployment but it is thought it will be fixed by a new issue and work will be resumed. Nagle, who conspired with Alfred Fallon to tap the Western Union Telegraph wires and secure news of the Eastern races to beat the pool rooms, was found guilty by a jury to night. The sig nal service office in a report issued to day says: "The cyclone of Monday is still central off Vancouver Island, but is constantly developing into intens ity. Xu Western Washington the barometer has fallen nearly lalf an inch below the normal. There seems to be no doubt now that the storm will move southeastward over Southern Oregon and the northern portion of Northern California. In advance of the center of the disturbance, rain is general through Western Washington, West ern Oregon and southward into the northern portion of California Low est barometer yet reported is 29.51 at Astoria during tho night the wind reached a velocity of thirty-eight miles from the south at .Eureka and is 8 till blowing at the rate of twenty four miles per hour with heavy rain. As tho storm progresses southward the rain will eventually turn into snow especially in the mountains. At 11:45 o'clock this morning the west-bound Halifax express went through St. Joseph's bridge near Levis. All of the train except the engine and bag gage car went through tho bridge. Yincent, a well known character, shot and killed his wife. For some time post they had been living separately, and it is said that proceedings had been commenced for a divorce on account of his fondness for drink.
