Dmx history of the Astoria and South Oemt Railroad company's business for several months has been a succes smm rf disappointing postponements. Bt yesterday the spell -was broken by tiie election of a new board of direc tors, ia which the name of "William IXmA does not appear. The vexatious postponements have been at his solici tation, with the promise of favorable leseiis following, but unfortunately tfw od results havo uniformly failed to follow, or become apparent. It is results that are needed to satisfy our people wltose property interests are Brectty concerned. Although Mr. Raid may have abundant reasons and eyewear,, that are entirely satisfactory to Mat. for not having our railroad af faire in a progressive- condition, they hmvc become tiresome mid monoto- to Astorians, who want to hear less of promises and more of locomo tive whistling. Exactly what the board will do, wwtid of course be unwise to predict, bt it is believed that arrangements wiM be made to buy in the claim of J. IL Smith, to morrow, and bo secure caa&ro! of the bonds that are held as wearily for the same, as a preliminary t further action. The railroad situation is at that point where inactivity and Micawber lfln?waiting for something to turn up can not be tolerated. Ub doubt the old board of directors did the best thing they knew how under the circumstances by doing mostly nothing but wait, but that policy has ran its course, and must be sieii5oded by one more practical and ngcressive in its nature. It ie to be hoped, and it is believed, tlwt iho gentlemen composing the new board mnj be able to harmonizo tkotr interests to such an extent as to co-opontle m some plan that will in sure active railroad construction a,t an cartj date. In their efforts to do this tW board phould have the influence MMitiic willing assistance of everv plerty holder in this city. Without a railroad, the people of tWs atv are, figuratively speakiug, in a hole and the man who would not umfee n effort to lift himself out dc servos to be hooted out Tub new fire boat Snogualmie was 7cticalh tested yesterday," says the Seatile Pot-lntclligencer, "and it was demonstrated that she was a com plete success. She threw four large ols of water simultaneously upwards of two hundred feet easily and with out a strain. All who witnessed the tcs4 wore highly pleased, none more so than the agents of the underwriters. Oaacorning the charges that the boat hoc cost too much, we are not able to speak, but there can be no doubt that the boat ie a complete practical suc cess. Wc have the authority of the xaaiiayor of the iusnrance compact for sayiag tlmt there will be an immedi ate reduction of insurance rates within the district projected by this boat" A fire boat is one of the things that i&okH be added to the Astoria fire dojmruaeat some day. In case of a Soe along the city front, the facility whh which a vessel of that land could bo stationed at the most effective point, for deluging it with water, might pay for the boat with a single sorvice. Tun bill which passed the senate yostorday, giving homesteaders who have settled opposite unsurveyed Isumis the right to extend their hold ings so as to give them 1G0 acres, is a good bill. There are several instances whore the bill will relieve settlers on the government land in this county. Bttrlilcn's Arnica Salve.
