reached in the negotiations between
this government and Great Britain,
with regard to the Real fisheries in
Behring sea.
It is learned from a reliable source
that Blaine intends to send to con
gress, within a few days, a special re
port on the subject which will declare
another failuro to agree, even upon
the mode of proceedings to effect a
final agreement. Both sides, it ap
pears, are willing to leave to arbitra
tions tho question of sovereignty of
the waters of Behring sea and con
sequently the right of United States
revenue cutters to seize or interfere
with Canadian sealing vessels outside
of the three miles limit but they cannot
agree upon a method of getting at this
arbitration and they cannot agree
upon a temporary regulation to bo
applied during the time which much
elapse before the result of arbitration
can be known.
The British minister proposes that
for a temporary period it shall be
understood tnac all seal Hunting in
any part of Behring sea shall be en
tirely prohibited during Itfay and Juno
and from October to December, and
that during July, August and Septem
ber no . maurauders shall bo per
mitted to land on the Seal islands
and no sealing vessels shall be per
mitted to approach within ten miles
of the islands. Blaine is utterly dis
satisfied with this proposition. July
to September is regarded as the very
best poaching season.

viewed Delegate Caine of Utah, who
says:
"There will be no resistance among
the polygamists under new order of
things. Plural wives will continue to
be supported by their husbands to
whom they .were sealed though, they
will not live together. The children
born before the federal law went into
effect have been legitamized and there
have been no plural marriages since.
"My predecessor, Mr. Cannon, has
surrendered since the law went into
effect. It was n serious hardship in
his case. He could not venture to
visit one of his plural wives at whose
house his child was dangerously ill. I
have known men to be terrorized out
of attending the funerals of their own
children on account of surveillance
which extends even to those Mormons
who never practiced polygamy.
"I have suffered from it myself but
tho grossest injustice is to charge the
Mountain Meadow massacre to the
Mormon church. It was really the
work of the Indians. "We will enter
gladly into statehood but are done
with begging for our manifest rights."
