Armstrong and Kelly, the two wit nesses against "Bunko" Kelly, charged with shanghaing, were taken to Portland last evening by City At torney Curtis. The case of "Bunko" wfll come np in the federal court in Portland to-day. To-morrow afternoon between 2 and 4. o'clock, Annie Firmin will hold a re ception at the parlors of the Occident hotel, where she will bo glad to see her lady fnendsof olden time, and welcome all new friends who may bo pleased to call. Capt. Jack and his company 'have offered to give a benefit for Columbia Engine Company No. 3, to enable them to furnish their new hall, as the city makes no provision for anything of that kind, and it tho boys want their rooms furnished they must look out for it themselves. " From what every ierson is remark ing la reference to the coming enter tainment on Saturday night, it would appear as it Captain Jack and his tal ented wife would be greeted by a full bouse on that occasion. Iltnnphrey. to examine in the vieimty of Gray's river and .'Deep nvcr, with a view of recom mending government improvements for those waters. Tho work was not completed and the major goes over again tolay, to finish inspecting tho locality- Sam Freeman has just turned out a handsome new tender cart for Colum bia Engine Company No. 3. The painting was done by Allen & Simp sera, and on one side is a painting of Mount Hood and on the other a painting of Tongue Point, in all it is a handsome piece of work, and great credit is due the Astoria mechanics nd artist'. TEACHER'S INSTITUTE. First Session Ever Held In Clatsop County. .ri:nr jxterestjxg meetixg. One ot the most wonderful inde pendent slate writers of the country, who attracted the attention in Lcs Angeles, not only of spiritualists but of thoscwhohadno faitliin it, was Maud Jones, who has recently been m Portland. Yesterday she arrived here and is stopping at tho Parker house, as will be seen by reference to her advertisement. Dr. O. B. Estes, quarantine officer at this port, received a parchment sbcet jesicrday, appointing him as sistant surgeon, with the rank of cap tain, in the 1st Regiment, Knights of Pythias. This appointment gives four rtaff officers to this city, namely: Jay Tattle, lieutenant colonel; Alex Campbell, quartermaster, aud A. A. Cleveland, chaplain. Tuesdav morning while -Miller & Camxthers' man was driving a team to a wagon loaded with gram near David Hanson's place, a little this side of Smith's point, the wheels ot the vehicle struck the motor line track, capsiring it, and throwing bonpes and wagon iuto the ravine be low. The driver and horses came out all O. K-, but the wagon was consider ably damaged. Engineers are now engaged in sur Teviacdown the north bank of the Columbia, and have already gone over tfee lme between the Cowlitz river and Osk point. It is supposed that they are coming down by Knappton and FraWorL As some of them are kvown to have been in the employ of tbe Union Pacific, it is reasonably supposed that the survey is being lortn&t corporauon, evidently 1 with a view to the construction of a nflroad down the river on the north fcaak. The institute convened at tho Court street school yesterday at 130 p. ii.f there being a good attendance. There were opening remarks by Superintendent Shively, followed by an address by Hon. E. B. McElroy, state superintendent public instruction containing some excellent advice to teachers on "Details in School "Work." A discussion arose in regard to the justice of detaining pupils after school as a mode of punishment; a substitute was asked for to which Prof. McElroy responded. Prof. C. C. Brower said that it is a law in our social system that whenever, a person violates a law either moral or physical he or she forfeits, to a certain extent, their privileges, and that this law holds good in school work as in other affairs of life. Individual cases were cited on both sides in order to sustain different opinions. Much benefit may be ob tained from such discussions, but the result must rest with the individual teachers. Rev. G. C. Hall, an old and ex perienced educator, made some ex cellent remarks on discipline in general. The discussion was closed by Prof. McElroy. A paper by Mrs. Jennie Rusey, "Phonics in the Primary" with black board illustrations, was next read, this paper wus short, concise and to tho point. Explanations followed on the Pollard system of phonics. A discussion arose in regard to the word method vs. tho phonic. A blackboard illustration was given by Miss Dora Badollet A paper entitled ''Silent Forces" was read by Miss Sophia Gronnel this paper was also short, but showed much thought. After which a recess of 15 minutes was taken for the object of getting acquainted. Appropriate remarks on what should bo taught in our schools were made by Major E. A. Weed. Rescue hall was crowded last even ing with an intelligent audience ot teachers and friends of education, as sembled to listen to the literar' exer cises of ihe institute. Introductory remarks wero offered by 0. W. Shively, county superintendent, fol lowed by Mrs. K. Osborn with a piano solo. Hon. E. B. McElroy, state superin tendent, delivered an able address, full of good advice and practical sug gestions for teachere, and was then obliged to hasten away to catch the night boat for Portland. A vocal solo was excellently rend ered by Master Torry McKean, an in strumental solo by Mrs. K. Osborn, and two recitations by Mfss Kate Shively, all of which were well re ceived. Prof. H. L. Pratt, principal of the Court street school, made a good speech on the "Mission of the Public Schools," giving some useful and. ap propriate hints lot teachers. The exercises of the evening closed with a vocal solo by Mrs J. T. Ross, given in an artistic manner, and was received with much applause. Thi3 afternoon at 130, there will be another session of the institute at the Court street school, and literary exer cises at Rescue hall at 7 30 p. m., will terminate the institute for this year. PERSONAL MENTION. CapL Fred Sherman is spending a few days in the city. E. H. Palmer, of Palmer & Rey, Portland, was in tho city yesterday. Thomas H. Lynch, a representative of the Herald.ot Sheboygan, Wiscon sin, called at the office of The As toman yesterday. He is on his way home from a visit to this coast, and leaves with reluctance, as ho has been very favorably impressed with this part of Uncle Sam's broad do main in the few weeks ho has spent on this western shore. Hon. E. B. McElroy, state superin tendent of public instruction, of Salem, arrived hero yesterday morn ing and attended the session of the teachers' county institute at the Court street school in the afternoon, and was present at the opening of tho literary exercises in the evening at Rescue hall, but could remain but a few minutes as he was obliged to return on the evening boat, to fulfill other engagements in another part of the state. MARINE NEWS AND NOTES. The steamship Mongkut arrived in last evening from Victoria and Sound ports. Tho steamship Qeorgc W. Elder arrived from the Sound yesterday morning, with 1,000 tons of coal for Portland. Tho British ship Lonsdale, G. Buckingham, master, cleared at tho custom house yesterday for Falmouth or Cork for orders. The Lonsdale takes from hero 11,865 sackof wheat valued at S20.300, and at Portland tho vessel loaded 33,772 sacks of wheat valued at 856,406, making in all 45,637 sacks of wheat, valued at 876,706. As announced in yesterday's As TOMAN the new fire engine arrived on tho steamer Thompson. It was at once taken to Engine Company No. 2's house and fired np. Cold water was put into the boiler and inside of three minutes five pounds of steam were raised. In the afternoon the steamer was taken to Flavel's wharf and tested for pumping. Ono stream was thrown ab first and then a second lino of hose was attached and two streams of water thrown into tho air. "So far a3 1 have tested the steamer,' said Chief Stock ten last evening, "sho works satis factorily, but I don't care to report on her nntil to-morrow."
