HE MAXES DLBE PEEDI0TI0NS If the "Grand Old Man" Was in Amer ica He Would be a Democi-at What He Said. Special by The Uxitkd Press. Dundee, Oct. 9. Gladstone in a speech to-day, referring to tlio ATc Kinley tarifi bill, said that while be recognized the fact Ibat tbe commerce of Dundee was seriously threatened by the enactment of that measure into a law, ho would not bring railing ac cusations against the people of the United States. "While the enforcement by Americans of a protection policy might cause incidental injury to the trade and commerce of other countries it would eventually indict greater in jur' on the material interests of the country adopting it No tariff could anywhere seriously interfere with or jeopardize British prosperity. Tho effect of tho tariff bill would be to raise prices generally in the United States, thus diminishing tho national power of exportation. , London, Oct. 29. Gladstone's allusions to America in his address at Dundee to-day were most fatherly and friendly words. "England," he said, "did not deal with nations, but with mankind and in a fraternal spirit." "It is mankind," he said, "that Anil sum up opinion on the McKinley bill and pass judgment thereon. The effect of tho measure could not fail to bo more damaging to America than to any of the countries discriminated against and he hoped that the people ot that country would realize their mistake before it had time lo work irreparable injury to their institutions, which was inevitable if the system were allowed to prevail."
