The red holiday flag of the Chinese
was floated from the flagstaff on the
headquarters of the six companies on
Second street yesterday, indicating
that the Chinese New Year is approach
ing. Suit was brought late lntt evening
in the circuit court by B. Sloop
against A. S. Kuapp to recover
$31)3.15 claimed to be due for limber
nod services. The complaint recites
that 130 of Iho amount is owing for

When good company visits at a
f neud's house, it is a welcome event,
and "when a long-expected arrival ap
pears it is still more pleasant, but es
pecially joyous is tho arrival of one of
tho very kind of permanent guests
most wanted, and that is the case at
the house of John Riley, where a ten
pound daughter arrived on Monday.
The board of pilot commissioners
met yesterday and considered tho mat
ter of appointing additional pilots for
the bar. After home discussion it "was
decided net to appoint any pilots for
the schooner until tho vessel arrives.
y Staples, was, however, appointed
a pdot in the tug boat service. It is
exiectcd that the schooner will ar
rive hero in a few days and then sev
eral pilots will be named by the board.
The West Shore Publishing Com
pany have concluded the purchase of
a site for their proposed building, at
Columbia aud Wator streets, Port
land, and have let Tho contract
for erecting two stories to John
B. Bridges. "Work will bo begun
at once, as the company desire to
have their plant moved into the new
building by January 1. The structure
will be of Oregon pressed brick, aud
fitted and finished as far as practicable
with Oregon material. Massive con
crete foundations will be put in for
the presses, which will bo on the
ground floor. The building -will be
plain but neat aud will eventually be
run up to probably six stories.

np from San Francisco to settle with

Carl Boentjeu brought a marine
curiosity to this office last evening.
It consists of an ordinary seaweed
some twenty feet in length and at the
lower end the cluster of roots have a
firm hold of an aggregation of marine
shells several pounds in weight.
These shells are occupied by a curious
inhabitant that has a beak that re
sembles a chicken's, only it is divided f
perpendicularly instead of horizon
tally. Several persons inspected the
curious formation but had never seen
anything like it Mr. Boontjon will
pickle the whole outfit and place it on
exhibition.

Sandy's Next Trial.
Papers from the clerk of tho state
supreme court containing the recent
decision of that body, have been at
tho courthouse for two or three days.
He will probably be arraigned for anew
trial either to day or to-morrow. It
is expected that a change of venue will
be granted him for his next trial. It
is thought at tho courthouse that he
will not be tried at Astoria, but at
either Oregon City orHillsboro. Oic

French lady who had the misfortune
to be born deaf and dumb, has never
theless passed with honor all tho ex
aminations of the Ecolo des Beaux
Artis at Paris, receiving not only her
diploma, but an appointment as
teacher. She has been taught by the

ami to speak, so that her infirmity is
hardlv noticeable.

The regular semi-monthly meeting
of the chamber was held last evening,
and in the absence of President
Bowlby, Vice-President Halloran oc
cupied the chair. The minutes of the
last session were read and approved.
Tlie committee on membership pro
posed F. W. Newell and M. M.
Ivetchuni, who were duly elected.
Delegates Case, "Wingate and Han
thorn presented a written report of
their attendance at tho Pacific Coast
Chamber of Commerce held in San
Francisco, September 17th, 18th and
19th, giving the principal items of
business transacted. The report was
received and placed on file.
A communication was received from
T. F. Osborn, president of tho Port
land Chamber of Commerce, asking
amount of shipping and imports from
September 1, 1889 to August 31, 1890.
It was referred to the president and
secretary to secure and forward the
desired information. It is wanted for
the naval commission. -
A communication was received from
the secretary of the Columbia Water
way Association inviting election of
delegates to attend the session on the
22d. The communication was accepted
and tho acting president, J. F. Hallo
ran was authorized to appoint five
delegates. Ho appointed Judge J. Q.
A. Bowlby, C. W. Fulton, G. Wingate,
E. A. Weed aud J. O. Haulhorn.
A letter was read from Senator
Dolphin reference to the establish
ment of another railway postal divi
sion on the Pacific coast.
A letter was read from a parly in
Pennsylvania who desires to come here
and start a store. It was referred to
Capt Gray.
A communication was received, in
viting Astoria to be represented in a
pamphlet, of which 200,000 copies will
bo issued, aud tho pries is $150 per
page of reading matter, and 170 per
page of illustration. It came from the
Oregon Immigration board. It was
referred to a committee to consider,
adopting some plan it possible. The
chair appointed Messrs. B. VanDusen,
J. H. Mansell, A. W. Cyrus and Fred
W. Keen.
The motion adopted at the previous
meeting to raise the dues from 50
cents to 1 per month, was reconsid
ered. After considerable discussion
the motion to make the dues 1 per
month after November 1 was passed
without a dissenting voice.
The secretary was instructed to no
tify all members in arrears that if, by
tho 1st of November, they do not pay
all arrears of dues up to October 1st,
they will be expelled.
It was voted that a committne of
three be appointed to revise tho by
laws and recommend some amendment
providing for expulsion of members
when delinquent for dues. Messrs.
Weed, Barker and Case were ap
pointed as such committee.
It was voted that a committee of
three bo appointed to confer with the
transportation companies and endeavor
to have a boat from here to Portland
and return every night Messrs. Gray,
Thatcher and Mansell were appointed
as such committee.
Mr. Nickerson asked permission to
have the chamber verbally indorse the
efforts of the Columbian in getting
up their souvenir edition. Tho mat
ter was referred to the advertising
committee "for their investigation.
This committee consists of Messrs.
Gray, Weed and Cyrus.
A hill of 18.50 from the Occident
hotel, for the entertainment of the
naval commission, was presented and
ordered paid.
The secretary teportedthat since the
last meeting he had received for dues
56.50, and that Mr. Xeen had collec
ted for dues 145, and this evening,
for admission fees, SlSwaB paid, mak
ing the receipts the evening S216.50,
a very creditable amount

SOPHIA MATTSON DROWNED.
She Fell Through Net Backs Last Sunday
Afternoon.
Sunday afternoon, about 2-20, J. H.
Mattson and a son of Mrs. Henry
Mattson were fishing from the net
racks at Elmore's cannery, when two
little daughters of Mrs. Mattson ran
out on tho net rack to where tho two
were fishing. Mr. Mattson, who is tho
uncle of the children, told the little
girls to go back to the house, and
started towards them as if to enforce
his command. They started back and
he gave his attention to his fishing;
when ho looked np tho eldest of the
girls was not insight, but he suspected
nothing wrong. Tho youngest girl
went to tho house and. told some other
children that her sister Sophia had
fallen overboard, and they came down
to look for her and told her nncle,
who made unsuccessful search for her.
He thinks the little girl, who was only
6 years of age, must have been walk
ing backwards while looking to see if
he was following, and that she stepped
into one of the Jioles in the racks
through which tho nets are hauled up.
The body has not yet been found.
The little girl's father was drowned
while fishing about two years ago. ,

The steamer Gen. Miles, Capt L.
A. Bailey, arrived from Shoalwater
bay yesterday.
The barkentine Catherine Sudden,
lumber laden from Gray's harbor, for
Peru, cleared at the custom house
3 esterday.
The steamship Columbia is due to
arrive from San Francisco this moni
and the steamship Oregon is bulletined
to sail for that port.
Tho steamship George W. Ehhr
left yesterday afternoon with a cargo
of wheat for San Francisco. She will
return with combustibles and general
cargo.
Tho steam schooner Michigan
sailed for the Sound and Victoria late
yesterday afternoon. Sho has a cargo
composed principally of flour for
China.

were out last night searchiug for A.
T. Brakke, who of late has been doing
a land office business in selling foreign
steamship tickets. Tho charge against
Brakko i3 embezzlement, is being al
leged that he appropriated 114.75 in
money intrusted to him by Peter Mol
ler, a Nehalem rancher.
Mr. Moller settled in tho forests
some time ago and having proved up
on a homestead he builded himself a
home. Then he bethought him of
the wife ho left back in Denmark,
Copenhagen was the place. To get
his spouse here was tho next ques
tion, and ho saw Brakke, who repre
sented himself as an agent for trans
atlantic steamship and transcontin
ental railroad lines. The result was
that Moller gave to Brakke on Octo
ber 3d, 114.75, Brakko giving to
Moller a big piece of printed paper
which reads that Mrs. Moller is en
titled to a passage via steamship and
rail from Copenhagen to Portland,
Oregon.
Telegrams were supposed to have
been sent to the Old Country, giving
Mrs. Moller passage, but sho never
got the transportation, and Moller de
cided to have Brakko arrested.
Up to a late hour tho constable had
not found Brakke.
This morning, just after midnight,
Mr. Brakke called at this office and
stated that he had settled with Mr.
Moller and given him back the
amount received, and he still main
tains that he has sent the ticket to
Copenhagen, as he agreed to.

THE TROUBLE WITH OUR MAIL,
Tie Unsatisfactory State of Affairs
in tie Astoria Postoice.

For a city of over 7,000 inhabitants,
according to the lato census enumera
tion, Astoria is not provided with as
efficient mail service as she should he.
The city itself is rapidly growing
and the country round about it is
fast filling up with a permanent pop
Tilation that demands the establish
ment of new rostofiices, the mail for
which passes through the Astoria
office.
Mails arrive at the Astoria post
office early in the morning and late in
the evening.
Mails leave the Astoria office early
in the morning and in the evening
also.
The office is doing a large money
order and registered letter business
which fakes time and care to properly
attend to.
Besides the large letter mail that
must be taken care of in tho post
office of a city of the size, and doing
the large business that Astoria does,
there is the large bulk of business re
sulting fromihe publication of seven
newspapers in the city four weekly
papers, and three daily papers; two of
them morning publications and one
an evening.
To- handle all this mail, and do it
promptly, and properly, requires the
employes in the office to give the
work their attention from halfpast
four in the morning until ten o'clock
at night
Postmaster Haro is only allowed
pay for two assistants. One of them
comes to tho office at halfpast four in
the morning to make up tlie mail that
goes to Portland and tho various
points tributary to Astoria, the mails
for which are sent iu the morning.
About 8 o'clock Postmaster Haro
and his assistant who has charge of
the money order aud registered let
ter department como to the office and
attend to their respective duties,
while the assistant who mado up the
morning mail returns from breakfast
and attends to the distribution of the
wagonload of newspaper mail that
came tho night before which was not
distributed immediately upon its ar
rival from Portland, by the afternoon
boat which arrives here all the way
from 430 to G o'clock in tho evening.
The assistant who iiesnt450 in
the morning to send off tho early
morning mail cotdd not in reason be
asked to remain in the office until lato
at night to distribute tho late after
noon mail.
Postmaster Haro and his assistant
who come to tho office and are em
ployed about the delivery window and
their various clerical duties could not
be expected to return to the office
after supper and stay until the work
was all cleared up.
Tho people of Astoria are justly in
dignant when they go to the postoffice
in the evening and find that they can
not get their mail which has come
down on the afternoon boat.
When the situation is explained, no
one blames Postmaster Hare or his
assistants who are as attentive and
accommodating as any one could ask.
But the people of this city who pay
taxes to support this government and
its postal service do blame the au
thorities of the postoffice department
for not allowing Postmaster Hare a
sufficient allowance to pay for the as
sistance that is required to deliver
them their "mail promptly without
waiting for it from twelve lo sixteen
hours.
With a newspaper it works a great
hardship.
The Astoriak has a large and valu
able list of exchanges coming from all
parts of the country. They often con
tain bits of news that are valuable for
publication in this paper if they can
bo had on the evening they arrive in
this city, so that they can be presented
to readers in the morning. But they
lose value as news when carried over
to another day.
The Astokiajc, iu common with the
other newspapers of this city, demands
that there be sufficient help furnished
our postmaster to enable him to send
and deliver our mails promptly every
day.
What is the use of having daily
mails, morning mails and evening
mails, pouring into tho postoffice,
and our people fail to receive the
full benefit of them, simply because
the postal authorities are too care
less or too parsimonious to provide
the office with the help required to
place the mail in the boxes where peo
ple can get it the same day it arrives,
instead of being compelled to wait till
tho next day, when it may be rendered
almost worthless by a flood of later
news that demands attention.
The rush and hurry of these times is
too great for people to enduro un
necessary delay or spend their lime
poking over stale news.
We want to read tho letters and pa
pers that come on the evening mail
that evening, and not be compelled to
wait until the next morning for thenv
The postoffice department is sup
posed to bo for the accommodation of
the people, and not for tho purpose of
trying their patience and aggravating
them.
The postoffice department should
"get a move on" and allow Postmaster

The CIojkLj Clearing Away From the
Railroad Situation.
On a suit brought by Gordon Eager
& Co. in the circuit court yesterdaj-,
the bonds of the Astoria & South
Coast Bailroad Company, in the vaults
of the Case Banking Co., were yester
day attached by Sheriff Smith. The
amount sued for is 8,599, balance due
for work of construction on the Sea
side division of the line. A sunnle-
mental garnishment was also placed
on tlie bonds under a writ of execution
issued under judgment in tho case of
Thompson fc Boss against the con
struction company for 7,828.60. The
garnishment will in no wise affect the
pending negotiations for the sale of
the bonds, and were made simply to
protect tho creditors and give their
claims a preferred place.
It is understood in this connection
and the authority is a director in the
South Coast road that President Beid
has forwarded the necessary 5,000,
for the engineer of the English syndi
cate to visit this city and check up
the survey. Also that J. H. Smith
has signed or will within a day or two
sign the papers to conclude the deal
with the British capitalists.

In speaking of the storm the signal
officer said he did not think it would
be felt here. The center of the storm
will be out at sea and north of the
month of the river, being between this
place and Cape Flatter-.
Coasters between hero and San
Francisco will escape tho storm, bui
will have heavy seas to encounter.
