OREG02T: TUESDAY OCTOBER 14, 1S90 Suddenly and alone, -without any warning or previous sickness, and without the companionship of rela tives or friends, during tlie absence of his family, General William "Worth Belknap died in bed yesterday morn ing at his room in Washington. Ho served faithfully during the war, ris ing from major to general, and -was secretary of -war under President Grant. His death was caused by in flammation of the heart. i saessMHMHea Death has wrapped his icy mantle around the form of Chief Justice Mil ler and taken the place of the judicial ermine which has honorably rested upon him for over a quarter of a cen tury. Thus one by one are passing away the long line of men who rose to brilliancy during and prior to the dark days which brooded like a pall over our fair laud when it was almost rent in twain by internal commotion engendered by the ill passions of men. Whatever good points the naval commissioners may have found for locations on the Sound suitable for a dry dock, they are respectfully re minded that the Columbia river can offer one which is of almost para mount importance as a location for a navy yard, and that is, the fresh water here contains no teredos to de stroy piles, and no barnacles to cling to the bottom of ships, and thus im pair their efficiency or reduce their speed. Grandly heroic was the conduct of the brave engineer, who, though badly scalded and having a broken leg. was yet so faithful to duty as to crawl along the track and signal to an approaching train to avert a catastro phe. His engine's boiler had burst aud the track was obstructed. Add to the names of the brave men around whom history will ever encircle the laurel wreath of fame, the name of Engineer Edward Murphy, of the Chi cago & Erie railroad. In 1892, when the resounding roar of the vast machinery of the Columbian Exposi tion is echoing and re-echoing all over the civilized land until its stupendous melody is heard on the most distant isles of the sea, listened to in the wilds of Africa and the jungles of India; when the representative millions of earth's broad domains are gazing in wonder at the gorgeous spectacle pre sented in the city on the great lake, shall Oregou be there in place, or will we dishonor our American manhood, ignore the grand opportunity and be relegated to the obscurity synonymous with the ignorance and barbarity of the dark ages. This is an eventful day for the As toria & South Coast railroad, and upon the wisdom and good judgment of the stockholders depends not only the success of the road, but in a great measure the success and prosperity of the city. Some of the most deliber ative and best informed men who are large stockholders of the company, are convinced that the very best thing to be done now is to hold the annual election of directors to-day as per call in accordance with the regulations, feeling assured that it will not in any measure interrupt any work now in progress in reference to the visit of the English engineer or the ultimate sale of the bonds. They believe that if the regular election is held to-day that it would look far more straight and satisfactory to the prospective purchasers of the bonds, than if the election of the directory was post poned for a month or more. They rea son that no good coidd possibly be gained by a postponement, and it might result in harm. There is as much propriety in continuing the present board for another year, or even anul the entire road is finished as there is that they should hold an other month, until there shall be time enough to have the survey, plans and line examined, approved, and the work of construction resumed. The annual report of Commissioner Groff, of the general land office, shows the number of agricultural patents issued during the fiscal year ended June 30, was 117,247, embracing 18, 759,520 acres, as against 70,141 issued in 1889, with aggregate area of 11, 220,560 acres. Of mineral and mill site patents 1407 were issued, showing an increase in the year of 494. Of coal patents 224 were issued (increase G9 patents), representing 15,376 acres. State school selections aggregate 539, 779 acres; selections for previous year aggregated only 132,350 acres. Acre age of swamp lands patented to tho several states during the past year was 103.35L There were patented or certi fied under law for the benefi t of railroad companies, during the year, 363,862 acres. This is a decrease for the year of 61,183 acres. Total cash Bales dur ing fiscal year, 3,302,846 acres. Orig inal homesteads, timber culture, state selections, school and swamp, railroad selections, and others of miscellaneous character, 9,362,685 acres. Indian lands disposed of aggregate 133,305 acres, making a grand total of 12,798, 837 acres. Total cash receipts of of fice from various sources during the fiscal year were S7,780,517. Of this amount, 6,349,174, were received from cash sales. Un June 30, IbaiJ, tnere were 276,751 final entries of all kinds pending, and at the close of the fiscal year, 1890, there were 208,2C9 pending, showing a decrease as com pared with the previous year of 68,657 entries. Bailroad selections amount ing to 29,776,955 acres were pending at the close of the year, an increase over the previous year of 332,704 acres. There were also Oregon wagon road selections pending to the amount of 304,912 acres. Ex 'parte mineral entries are in arrears about two and a half years. Contest cases, quasi con tests and ex parte coal entries are up to date. Mileage of laud grant rail roads actually constructed up to the close of the last fiscal year was 18,070 miles. Surveys have been accepted after examination in the field of 4,462, acres, including: Acres Acres Utah.- -570.523 Arizona 597,718 Washington 180.125 California IG2.031 Florida 2,519 Colorado 473.457 Idaho 22,148 Dakota. 929.902 Minnesota 144.855 Montana C20,1GI Nebraska 23,039 Nevada 403,857 Oregon.... 84,lo0jNew Mexico .237,131 Upon the subject of the forests of the public domain, the commissioner finds the most valuable timber on public lands being rapidly exhausted, and the laws relating to the subject utterly inadequate to properly protect either the public forests from the un lawful appropriation or the interests of settlers. Over $83,000 were re ceived last year from timber depreda tions. A provision should bo made for the legitimate procuring of timber from public lands by millmen and lumber manufacturers for sale to an extent necessary to sup ply the community in the location in which they operate with lumber and other timber products needed in the settlement thereof, but exportation of public timber should bo prohibited, as also should the removal of timber from any of the reserved lauds, and from mountainous regions and other woodlands at or in tho vicinity of the head-wnters or sources of streams, which for climatic, economic or public reasons should be held permanently as forest reserves, an exception being made in favor of settlers or miners for their personal necessities.
