OCTOBER 12, 1890 AxiIiVDing io the probability of the railroad bonds having been placed, and the natural supposition that if so the road -would be constructed, the Orrgonian yesterday kindly added: "This is good news for Astoria, for Portland, and for the whole country lying between.M Tire AsToniAX suggests that the city council at its session next Tues day evening should take some action in reference to the sea wall project A resolution should bo passed in structing the proper committee to take measures to ascertain the cost of a seawall, together Tvith the kind of structure best suited to our needs and a detailed estimate of the cost thereof and to report as soon as practicable to the council ExcEtiijEST in every particular is the beautiful pamphlet of 5G pages with enameled cover, which has been received at this office. The book is entitled: "Spokane Falls and its Ex position," contains about 250 illustra tions, and is printed on heavy, tinted paper. The pictures are of the Expo sition, public buildings, banks, business blocks, hotels and private residences; landscapes of the surrounding country; prominent citizens and various other scenes suggestive of tho locality. As a work of art, it is a magnificent pro duction. As a sample of the energy and perseverance of so small a city to issue such a costly work, it is a high encomium. Spokane Falls and her active citizens arc entitled to great credit for sending out such a fine pro duction io advertise her resources. OxiiY two days will elapse before the gentlemen of the naval com mission "will be here. Every one ivlio bas any kind of land to offer tbo United States for tbo purpose of a dry dock sbould bo interested in hav ing the place visited by the com mission and examined by them. They have been specially selected by Presi dent Harrison for the "work, and should be most cordially received and entertained. The location of a dry dock near here eventually means the establishment of a navy yard, and is a subject of paramount importance. If the place is selected, the government pays all the bills and conducts the business, in which there is a vast differ ence from all the other good things "which propose to como here if liberal subsidies are raised. ELEGANT OCEAN STEADIER. The United States Will Suffer From Such Competition. The Empress of India, the fine new twin screw steamship launched recently at Barrow, England, for the Pacific ocean service of tho Canadian Pacific railway, is the first of a fleet of three to trade between Vancouver, 33. CL, and China and Japan. Tho vessel is constructed to carry troops and guns, the builders guaranteeing a speed of eighteen knots an hours on the measured mile, and sixteen and one-half knots on a 500 mile sea trip. Engines will indicate ten thousand horsepower. This vessel is 4S5 feet long, 51 feet breadth, 3G feet depth, 5,700 tons gross. The arrangements and fittings for passengers are of a luxurious land. The steamship is built under the admiralty specifica tions and an armament will be provided by the admiralty which Trill bo always at hand for use on tho ships. The armament will consist of the latest type of four seven-inch guns, so that in case of emergency tho ship can be fully equipped for duty as a cruiser. Commenting on this Mr. Choate called attention to the suggestion of the Jlarine Record, to the effect that with three vessels of the above description the commerce of the Northern Pacific will be wrest ed from the citizens of the United States unless strenuous efforts are made to offset tho prestige already gained by placing a superior fleet under the stars and stripes to com pete with the venture of the Canadian Pacific railroad company.
