There are sixteen banking institu tions in Seattlo having an aggregate capital of over 7,500,000. That's two or three ahead of Astoria. . It was very squally at tho mouth of tho river Tuesday night, and the Bignal observer reported a series of hail squalls. Yesterday the weather was clear, but a brisk wind from the yrth anl west made the bar lumpy. Yesterday "Win. Niles E. Tidslevold, a native of Norway, Delia O'Neil who claimed Groat Britain as his birthplace and John Lunkiuen, a subject of tho Czar of Russia, wero given first citizenship Sipers by Deputy County- Clerk ickinson yesterday. A. P. Sharpstein returned from Portland yesterday and announced that everything is now in readines3 to begin work on the electric motor line. Tho grade stakes have been set, and the work of grading will commence within the next few davs. Tho Grimes' estate matter, which was set forbearing on application for the re moval of the administrator, yesterday, was not called, and it ia probable the case will now have to go over until next mouth, although it is understood that the matter may be referred to a com missioner to take testimony. The lady who has tho management of tho homo for destitute women and girls, SOT Second street, Portland, writes to a friend in this city that the institution is doing a good work, with tho county hospital as an auxiliary. Contributions of clothing and bed clotliing will be thankfully received from those who havo such to spare. This morning Arndt & Ferchen will start on repairing tho stern wheel steamer Enterprise, which is high and dry up the river, some six miles below Columbia City. J. F. Ferchen goes up the river this morning with several men, and will caulk up the steamer enough so sho will float, and then have her towed down hero to complete repairs. The eastern end of tho Astoria street railway is being slowly ex tended, tho track being laid to tho office of the box company. As the street is narrow there, scarcely inoro than a lane, tho bank on the oast and south or tho streot, on tho turn or curve, is cut away to mako roo m for the rails. Only n few more rails are on hand but as soon as oth ers arrivo, which are on the way, work of laying them will bo pushed rapidly. Dr. O. B. Estes, quarantine officer of this port, has forwarded his report for tho quarter ending September 30th to Governor Pcnnoyor. During tho thrco months 12G deep-water Yes pels entered at this port All had clean bills of health and, tho quaran tine officer sas that tho sanitary con dition of the vessels was exceptionally good. Only two vessels arrived from infected ports; these wero lea ships from Japan, but they had cloanills and were passed. THE TILOT SCHOONER. OenmteieBcr Weeks Goes to Su Francisco To-Day to Make a Purchase. Thore was a full board present at o meeting of tho Pilot Commissioners yesterday, there being present A. 3ontgomery, president; CapL J. A. Brown, P. W. Weeks, and Walter Robb, secretary. P. W. Weeks was authorized to go to San Francisco, as agent of the board, to purchase a new pilot schooner for immediate uso on the bar, tho vessel to be delivered at this city. Tho president and secretary of the board went to Portland last evening to receive tho insurance money from Henry Hewitt. & Co., agents of the Firemen's Fund Insurance company. The commissioners expect to have a schooner on tho bar in about fifteen days. The board deserve oommendation for their promptness in making ar rangements to have the pilot service oa the bar resumed at as early a date possible. Coming From California. The county court concluded tho consideration of tho lax roll yesterday and it was returned to the assessor for correction. The board refused to al low W. E. Warren a reduction of 810, 000 for debt and the same ruling was made in the application of the street railroad company which wanted its assessment reduced to a similar ex tent, also on account of indebtedness. County Commissioner Nurnbcrg took the breath away from tho asses sor and tho court by asking that his assessment be increased $4,000, money and accounts. His request was com plied with. Mrs. W. W. Parker was allowed a credit of 834300 on a mortgage and Van Dusen & Co. were credited with 1,300 also for a mortgage. Just after the roll had been turned over to the assessor, M. J. Kinney rushed breathlessly into the court and presented a statement asking n re duction of 835,000 for indebtedness. He was too late, and tho court refused to consider his application. A bill of Assessor Lindell for 8670.50 was allowed and ordered paid. Dr. A. J. Fulton was appointed overseer of the county poor farm. A proposition to allow each house holder an exemption of 8300 was dis cussed, but on advice of Senator Ful ton, who urged that such action would be illegal, the matter was dropped. Then tho proposition to mako a re duction of twenty-five per cent all around on the tax roll, mention of which was made in Thh Astobiax a few days ago, came up and after dis cussion was passed, and the clerk and assessor were instructed to correct the roll according to tho allowances and corrections, and make copies for the state. Court then adjourned to Monday, Nov. 3d. THE WILLAMETTE UNIVERSITY. Nothing to Hinder It from Coming to This City. Rev. G. W. Grannis having heard tho statement that the ownership of the present college campus would be forfeited by the university if it was removed from Salem to any other place, wrote to Rev. 0. C. Stratton for information, and the following is a copy of the letter be received in reply. It tells its own story, and no comment is necessary. Pobtulnd, Or., 7th. '90. Dkau Bboihbb Ghankis: I received yonr letter of enquiry relative to the nature of the title- to the Willamette university property yesterday morning before leaving home, out oonld not then answer. My reply now is that tho original deed was conditional, but that tho conditions have been removed by subsequent quit claim deeds from all the heirs. These pnt the trustee' into fall control of all the real estate in Salem. 2. There is nothing in the charter or in the conditions of the different sub scriptions, so far as I con find them, and if 1 cannot find any such limitations, others with fewer facilities will not bo likely to which will bar the trustees from nntrammeled action. Rioord will leave for San Francisco on the steamship Oregon to-day to be absent tibout two weeks. "Dr. Alfred Kinney and Senator 0. W. Fulton returned from Portland yesterday morning, loaded with rail road intelligence. J. G. and A. G. Castleman, of Toronto, who are sight seeing in thk section, arrived from Gray's Harbor yesterday and are at the Occident. Deputy Prosecuting Attorney Kanaga will leave for an extended trip throughout the east next week. He will visit cities in Michigan, New York, Illinois and other states. Mrs. Badollet starts this morning up the river on a visit to her son Paul, who is attending Bishop Scott's grammar school. Charles Miohell, the slayer of Wil liam Johnson, has not yet succeeded in securing nail, but should ho obtain bondsmen, which it is reported he will do by to-day, opposition to his release on the sum of 83,000 will be made by tho attorneys for the prosecution. In tins connection it is stated that now developementa havo been made in tho case which the attorneys claim will show that Johnson was an inno cent party to tho ruin of Michell's daughter, and that in killing bim the the father of tho girl cut down the wrong mm). The attorneys for the state, Messrs. Hardesty and JKanaga, are very reticent in regard to the matter, but enough has leaked out to show that when the case comes up for trial, evidence will be introduced to show that the Michel! girl was be trayed by a well known prizefighter, who had a contest in the Athletio club rooms here a few months ago. It is said that the night before the girl disappeared, she was with the shoulder hitter and was not in the outhouse near the Court street school as she claimed. It is also said that on her trip up tho river sho was accom panied by the fighter. No one doubts but that the girl named Johnson as her betrayer in making a confession to her father, but it is claimed that she did that to shield the real culprit and the man Bhe was enamoured of. A dispatch from The Astoeian's correspondent received last evening says: 8peelal to Tiik Abtoriax.j POBTLAXD, Oct. 8. Larry Sullivan and William Scott, under arrest from Astoria for boarding the British vessel Kate F. Troop, without permission, were up before Judge Deady to-day. Their attorney filed a demurrer to this complaint, alleging insufficient grounds to constitute a crime, and that the vessel being a British craft, was not under the protection of the United States. The court cited numerous authori ties and overruled the demurrer. The trial has been set for to-morrow. MARINE XEWS AND KOTES. A stiff breeze prevailed on the river yesterday, making the water choppy and sailing an exciting pleasure. The steam schooner Alliance, CapL Peterson, arrived from Grays Harbor yesterday afternoon and left up the river. Tho steamer Gen. Miles sailed for Shoalwater bay early yesterday morn ing, carrying a general freight and several passengers. . Tho British ship Annesley, Capt. W. Ewart, which has lightered down sufficiently to expose most of her hull, will leave up tho river for Portland to-day. Tho steamship Oregon, Capt. E. Pohlmann, is duo to arrivo from Port land this morning and sail for San Francisco. She has a very heavy cargo to take on board here, as 2,500 cases of salmon and other freight left by the State of California will bo taken by her. Tho American ship Eclipse: com pleted tho work of lightering cargo hero yesterday and left up tho river lato in tho afternoon. Sho lightered 12,102 cases of tea and 124 rolls of matting, which is tho greater part of tho cargo sho brought to this port, and sho drew only seventeen feet aft when she left. Tho steamer Ordway wont ashore Tuesday night just above Kalamn. Theii. Ji. Thompson was near at hand and put a lino aboard tho vessel, and for three-quarters of nn hour tried to pull her off, but tho line parted, and another vessel coming up, tho Thomp son left The Ordtoay was subso quently hauled off, and was only slightly damaged. SOME OF THE 2L.LXY CHANGES Mayor Crosby, City Attorney Curb's and Senator Fulton, of tho committee appointed to draft a new charter for tho city, met in tho council chamber last evening. The mayor was elected chairman and City Attorney Curtis clerk. A draft of a charter prepared by the citjr attorney was considered by the committee, its provisions being taken up seriatim. As nearly all the new matter was in the shape of amendments to the old charter, Sen ator Fulton suggested that it might be just as well to put the matter be fore the legislature in the shape of amendments. Mr. Curtis thought the best idea would bo to repeal the old charter and enact a new one, and this course was decided upon. Tho proposed now charter makes many changes. Among those was one providing for tho office of police judge and assessor, and making the office of city clerk and auditor a separate one. " It was decided to add the duties of assessor to that of the auditor and police judge, and if the duties become too laborious for that official he can employ a deputy. Tho chapter providing for elections is unchanged. Tho powers of the City Council will, under the new charter, be increased. The Council will havo the power to levy special taxes, etc.; to regulate for tho purpose of preventing the intro duction of contagious diseases; to abate nuisances and to define and de clare what constitutes a nuisance; to provide for tho construction and op eration of city waterworks; to Six fire limits, regulate the repair and build ing of houses within the same; to reg ulate and fix the number of day and night police. In this connection Sen ator Fulton suggested that it might be well to havo a police commission, but the matter was passed for further consideration. Street matters and other affairs pertaining to the city government were discussed and the committee ad journed to resume the work at tho call of the chairman. SCHOOL REPORT. Captain James Anderson, head light keeper nt Fort Canby was in the oity yesterday, and exhibited n letter that been returned to him through tho dead letter office after twenty-one years. The missive was yellow with age and where it has been all the long years since it was deposited in the post office in this city, is a mys tery which will probably never be solved. The letter was addressed to Nils Anderson, a brother lightkeeper, in care of the Danish consul in New York City. Nils was, way back in 1869, preparing to join Ids brother here, and the letter contained direc tions for the brother to reach this coast. Whether the immigrant ever went to the consulate for the letter is not known, as Mr. Anderson has not seen him since the missive returned. The brothers ore now both residents of Pacific county, NiU living nt Oysterville and the other at tho light station at Fort Canby. The latter has married twice since writing the letter and has grown up children. Tho brother, for whom the letter was in tended, has also married twice and raised two families, and all during the time tho letter was laying away in some mysterious place. Just where tho letter has been all this time is not known, but it is proba blo that it was in tho consul's office until within a few months when it was put into the dead letter oflico and found its wny back to the original sender.
