The United States government is not in the business of booming real estate for Seattle speculators. The navy yard will bo located where it will be accessible for ship?, and where at the same time it may bo defended in case of foreign war. Just so. brother, and the very place for that is inside the mouth of the Co lnmbia river, near Astoria. Contoacts wero yesterday awarded to Cramp & Sous, of Philadelphia, for the construction of two coast line of battle ships for 3,020,000 each, by the Secretary of the Navy. The offer has also been made to the Union Iron "works, of San Francisco for the con struction of one of the battle ships at $3,190,000, which is allowing 6170,000 for transportation expenses over raid above the price given to the Philadelphia firm. Tho Union Iron works will probably accept tho offer, though it is 00,000 less than their bid. The construction of this fine ship in San Francisco will be an im mense work. Uncle Sam will have a navy after awhile, if the same rate of progress continues for a few years more as lias been made during the last five years in the building of naval vessels. Seldox is a more horrible case of cruelty reported than was borne over the wire last night from the land of the czar of all the Eussias, which is given in our telegraphic, columns this morning. The very idea of profes sional beggars cutting off tho leg of a little girl, catting out tho tongues of children and disfiguring the faces of others, so as to make them objects of pity, is revolting to humanity. The direst punishment provided by law, should be meted out to these fiends in human shape. No punishment is too severe for such incarnate devils. Axonnsn tragedy over a 13-year-old girl was reported by telegraph last night from Cheyenne. A rancher fell desperately in love with a miss of 13, and though he ardently pressed his suit, she declined his offers of heart and hand, and the shallow-pated ninny went off and hanged himself.
