The question that tlio courts of
Pennsylvania havo still before them
for final settlement whether or not
electric corrxjrations are manufactur
ing companies id beginning to ba a
problem also in certain western cities
and provincial towns where, as in
Pennsylvania, manufacturing com
panies are conditionally exempt from
taxation. There are already a num
ber of court decisions holding- that
electric light companies do not manu
facture anything, for tho reason
that electricity is not a manu
factured product at all hence they
do not manufacture light. This
puts the electric companies
at a disadvantage in competition with
gas companies where the latter are ac
corded exemption from taxation, and
the question will probably bo carried
to the United State supreme court
for ultimate settlement In the mean
time, it is coniended that as manu
facturing consists of increasing the
value of raw material, electric light
compauiw do not come within the
meaning of manufacturing. How-
, ever, many cities tax electric light
! machinery under the manufacturing
clause of the tax schedule., and a de-
