OAT EXCEPTION.
The Times-Mountaineer thinks "it
is very important that a movement
should be made to put public im-
iuiauuuia uuuer me control oi pri
vate contractors, and not the war de
partment The locks "would have
been completed before now if this
plan had been adopted. It is yet
time to have a change made in this
regard, and united sentiment on the
part of the northwest would accom
plish this result. The jetty at the
mouth of the Columbia would pro
gress much more rapidly under a new
regime, and all internal improvements
in this state. A movement in this re
gard should have been made years
ago, and more effective work would
have been done; but it is not too late
to mend matters. Work under con
tract is much more expeditious than
under control of the war department,
and the great necessity of the pro
ducers of tho northwest is an open
river from the highest navigable
waters to seaboard."
The jetty at tho mouth of the Co
lumbia is an exception to the general
rule. It is n work that has been
faithfully prosecuted by those in
charge, and it is doubtful if a privato
contractor would have accomplished
better results with the same means at
his disposal. The systematic manner,
thoroughness and speed with which
tho work has been pushed has called
forth the approval and admiration of
all who have examined it.

sire to have that country become
connected with the United States.
One of the latest and strongest opin
ions will be found hi our telegraphic
columns this morning, coming from
Qnebec. The legislation of tho
United States militating against thorn,
and the indifference manifested by
England, is almost forcing the people
or the province to come into this
country as a means of self protection
and to bettor their financial condi

you, and you shall have a comfortable
scat in our family circle.

ident Harrison signs tho river and
harbor bill or if ho fails to sign it
within ten days after it reaches him,
it becomes a law without his signa
ture. There is no good reason to be
lieve he will veto the bill, though
some have expressed such a fear.
Any day now we are liable to hear
that it has become a law and then
work will at once be commenced by
Major Handbury's force on the jetty
extension. The Cascades and Oeo. H.
Mcndell will steam up at short notice
as soon as it is known that work is to
be resumed.

The prospective marriage of the
great Spanish Republican leader and
statesman, Emilio Oastelar, probably
the most illustrious Republican in Eu
rope, to the Princess Mario Studol-xaineBonaparte-"Wyse,known
through
out the literary and social world as
Mme. Kattazzi, will join two of the
most remarkable characters in Eu
rope. Their names are household words in
every nook and corner of the conti
nent Castelar is 59 and she must be
about the same age She is the Mme.
de Stael of her generation, and her
court, whether set up in Madrid, Paris,
Florence or London, is certain to as
semble the most brilliant and distin
guished men of the nation. In Paris
Mme. Adam is the only woman who
has attempted rivalry.
This wonderful woman is a princess
in her own right She is the child of
Letitia Bonaparte, who, after linden's
death, married Thomas Wyso, British
minister to Greece. The young
Princess Baric was born at "Water
ford, Ireland. She was placed in a
French convent every flaneur in Paris
can point it out to you on the Kue Bar
bettes and developed a remarkable
faculty for languages. At the nge of
10, it is said, she spoke every Latin
language of Europe, in addition to
the English. She was married in 1850
to Frederick de Sohms, a wealthy
Austrian, but separated from her hus
band after four years of unhappiness.
She began to publish poems and
romances about this time, and soon
became famous. Victor Hugo, in
exile later on, wrote sonnels to her.
She became a passion. After Napoleon
TIT, had established himself firmly on
the imperial throne he sent for his
beautiful "cousin," and sho at once
took rank as the most brilliant woman
of the empire.
She was also Kepublican at heart,
and more than one her sympathies en
meshed her in trouble. The Emperor
beheved in her, however, and gave her
a necklace of pearls that was in its
day the handsomest in Europe.
After a brilliant career sho mar
ried Urbane Ratfcizzi in 1863. She
liked the name because Rattazziwas
si hot-head Revolutionist He was
always "opposed to things as they
are.' Hi3 family wasn't even noble.
The marriage took place in Italy.
She returned from Italy with her
bran-new husband and divided her
time between the gay capital and
Brussels until tho opening of the
Franco-Prussian war.
She was simply incomparable in
tkosc days, and many of tho escapades
ascribed to her at that great Nijni
Kovjtorod of story-bartering, the
grand cafe, would not do for Sunday
school consumption. And yet sho was
universally respected and admired.
Ministers, artists, princes of the
best blood of Europe, and the oldest
as well tho youngest journalists of
Paris steaabled against each other in
the dark corridors leading to her loge.
Her milliners' bills were something
appaltisg, and her diamonds to say
aotksg of the Napoleonic necklnce of
jKfcrie were dazzling.
Sigor Kattazzi was seldom in the
"wy. He had only a limited income
and was addicted to baccarat and
nfcnjsltae. Finally Batt&zzi conyen-
iently died and in 1877 madame made
another plunge into matrimony.
Again an Italian the Baron de Kute.
But the grand dame -was still Mme.
BattazzL She is now again free, soon
to once more embark upon the matri
monial sea.

The Eddystone lighthouse, built on
a group of gneiss rocks in the En
glish channel, is to be removed and a
new structure built on another part
of the reef, the rocks having become
so much worn as to be deemed unsafe,
from the action of the waves.
