Stakdiko yesterday upon the sum mit o Coxcomb lull, looking down upon Astoria, the magnificent river which runs beside it, and seeing three largo ships at anchor in the stream, it seemed like a powerful argument for the construction of a railroad to con nect with this grand harbor, where the ships come from distant lands, laden with the valuable imports which they desire to unload here and carry hence our surplus grain and salmon. It is such a needless expense for a vessel coming here with 2,000 tons or over to be compelled to unload on a barge one-third of her cargo, tow to Port land, then take on only part of a cargo, como down here and take the balance, thus splitting both imported and ex ported cargoes in order to bo able to go up and down the river 110 miles, aud connect with a railroad. If wc had a railroad here these ships could como direct to the dock, transfer the imported goods on cars, and re ceive their cxjwrt cargo at the same wharf, a saving of several hundred dollars to each vessel, and they wonld charge one dollar per ton less freight on loth incoming and outgoing car les. Tins would make a difference of $1,000 on each vessel of 2,000 tons comiug here with a cargo and taking ont a return cargo. lu the grand march of improve ment, as Iho world aud its business moves steadily on, the time must come in the near futnrc when a railroad will connoct with vessels here. It cannot much longer be de layed. It is bound to come soon. When one railroad is hero others will soon follow, as competing lines will be compelled to build hero to secure business. Citizens of Astoria, work and work earnestly, work unit edly, bending every energy to secure one railroad here, and with a deter mination that it shall be here soon, and wo will surely see our hopes real ized in the near future. The California supremo court has lately rendered a decision in the case of Boas vs. Harrington which is of in terest to dealers in real estate by the contract system. William Harrington contracted with Joseph Eosenthal to sell to the latter a tract of land in Santa Clara county, the vendee to pay S3.000 down and the remainder of the purchase price in installments, the vendor to furnish a good title or re fund the money. Eosenthal paid the 5,000 and received an abstract which failed to show a good title. Ho de manded n return of his money, but was refused on the ground that no money was to be refunded until the entire purchase price was paid. Eos enthal assigned his claim to Boas, who brought suit against Harrington in the superior court, and judgment was rendered in his favor. Harring ton appealed the case to the supremo court, which affirmed the decision of the lower court, holding that, though it was not stipulated expressly, the vendee in such contract might demand a return of any moneys paid as soon as he discovered the title of the ven dor was defective. The latter waived any right ho might have had to re frain from showing his title until all the money was paid, by giving the abstract upon the first payment. The decision was rendered by Justice "Works, Justices Patterson and Fox concurring. Axrhixg in reference to the water supply which has any particular bear ing in tho case is of interest now, for the thorough discussion of tho ques tion in all its phases will do much toward giving the committee and tho council the opinions and desires of the people. An able gentleman of this city, well versed in such matters, suggests the practicability and ad advisability of having a reservoir con slrnclod at tho top of Coxcomb hill and having a large punip employed in forc ing salt water into the reservoir for fire purposes. It is a well known fact that one gallon of salt water is equal to three gallons of fresh water for extin guishing fires, and all that is needed here is a reservoir of sufficient capa city to bo amplo for even a large con flagration. "With snch a provision for the safety of the city, wo need not worry about any water company f ur uiahing water for extinguishing fires. With a reservoir on tho hill and a few pipe lines leading down, tho safety it would afford the city would reduce the rates of insurance. TitE man who is suspicious of every one, who always imagines that every one who has dealings with him is try ing to cheat him, must certainly have an evil or designing nature himself. The individual who delights in speak ing evil of others cannot have much natural goodness of heart, and is like a worm-eaten apple on a tree of no good value. Cultivate a cheerful dis position. Speak well of others. Try and do some good in the world by sking others happy, and the more you contribute to tho happiness of others the more pleasure will you ex periesoe in life. The sun will shine brighter for you and your way will be more joyous in proportion as you have dded to the peace and comfort of otkers. Txs following sensible remarks are teem, tie Tacoma Olobe: "The elec tiea of a United States senator does et dUfer in principle from that of any aUite of aunioipal officer. Tho man wk is seat to the upper House of OMgreM as sent as a representative of tik people to attend to the people's He is not an ornament, but a working servant of the people. He should be selected upon the same business principles which a man em ploys in his private affairs, that is, to get the man who in every particular will best fill the position and most faithfully and successfully accomplish the work to be done. This is the true principle to follow in the election of a senator." ItOBX. SIIARPSTEIN.-In Astoria. Oregon, San day, September 14, 1830, to the wife or A. P. Sharpsteln, a son. NEW TO-DAY. I. R. & N.
