San Antonio, Tex., Sept. 13. The
twenty-fonr foot rise in the Bio Grande
struck the lower part of the river last
night As it came without warning,
many Mexicans living on the bottom
lands were carried off in the torrent
and drowned.
At Laredo to-day, a many as a
dozen bodies were seen floating past
but not many are known to have been
recovered.
The great flood is produced mainly
by the Bio Escondio, which has its
rise in the mountains fifty miles above
Eagle Pass. This stream, by reason
of a perfect deluge of rain along its
course during the past few days, has
leen converted into a raging torrent,
and ita volume added to that of the
Bio Grande has played sad havoc.

rain which has fallen in torrents
almost continuously for five days past
has swollen every stream in this sec
tion to a spring freshet height To-day
tho effects are seriously felt here
abouts by the almost complete tying
up of the Borne, Watertown & Ogdens
burg railroad and its branches, the
distraction of a mill and other damage
to manufacturing and farm property.
In Lewis county many acres of good
farm land are under water. The
water rose to such a height that the
cattle took refnge on the knolls and
highlands, and they were made to
swim through the flood at milking
time.
The Black river is raging, being
within four inches of the unusually
high point which it reached last
spring, and with the frequent showers
still coming, and the water still flow
ing into the valley from yesterday's
rains, there is a probability that it fill
pass that high water mark and bo
come more dangerous.
OPPOSED TO FOREIGNERS.

the Coming Campaign.

It will be news to a good many peo
ple, especially political members, to
learn that the organizations opposed to
foreigners and Bomau Catholics in
politics, intend to tako political action
this fall
Monday night they completed their
organization and a committeo of 100,
which i3 to have control of their po
litical operations, is to be selected.
This movement is of considerable im
portance, m-as-much as tho allied
orders claim to have a membership of
18,000 in Cook county.
The alliance is made up of tho pa
trio tic "order of tho Sons of America,
the United Protestants' association,
the Junior Order of Aroflrifinn "Me
chanics, tho British American asso-
umuuu, iub uimuu wronge Boojues,
and tho American League. They
claim this is a rioe time for their or
ganization to tako political action in
ueiense or tlie public school system in
opposition to tho growing position
and power ot tho Boman Catholic
church.
They also view with suspicious eye
and amalgamation of all German,
Turner and Liberal Krwiotip.q in th
personal rights league which, they
claim largely represents the German
socialistic ideas and also menaces the
public school system.

Thompson, of Ohio, in speaking to

House the other day, giving the right
to an anneal from the district eonrt nf
Alaska to the supreme court of the
united states, it being identical with
the bill of Senator Ingalls, "which was
put in the same day, said : You know
that the cases arisincr out of the t&kp1
seizures, growing out of the Behring
sea difficulties, were tried in the terri
torial district court There was no
appeal to the supreme court Now if
tne questions involved in the negotia
tions between Great Britain and tho
United States were referred to the
United States supreme court the
merits or tne case would be dscided
by the highest tribunal on our land,
and whether or not Great Britain
would be willing to accept the finding
as a settlement or tne controversy, it
would be binding on tho United States
at anv rate, and would define onr
duty. If Great Britain would accept
tue decision ol tne court there would
be an amicable way out of the diffi
culty.

route has been established between
Banier and Apeary, Columbia county,
uregon, at tne request ot .Kepresenta
Hermann. Postmasters at the termi
nal points have been instructed to re
ceive bids for each mail service.
Mr. Hermann also presented a peti
tion from Coauello river citizens, re
questing better mail facilities on the
Eckley route, between Myable Point
and Point Oxford.

tendent Porter, of the census office,
has announced tho recount ot Minne
opolis. It shows tho population to be
184,780, an increase of 251 per cent,
since 1880.
Raging Rivers.

Pittsburg, Sept 13. The rain in
this section has caused the rivers to
run high. They are now rising at the
headwaters, but no more damage has
been reported.
A cloud burst occurred last night at
Irondale, and in a few minutes the
people living in the lower portion of
the town were compelled to flee to
higher ground. Several narrowly es
caped death.

Sloss to-day confirmed a statement
published a few days njjo to tlie effect
that there were several places in tho
Uuiled States where seal skios were
prepared for tho market as dexter
ously as in England or France.
Private advices have been received
that a number of prominent eastern
furriers have organized themselves
into a corporation having some of the
essential features of a trust The
capital Btock is S1,000,000, all sub
scribed, and the avowed object is to
free tho American public from the
tyranny of the French and English
seal skin dyers.
Among the prominent members of
the new company is the house ot
Treadwell & Co., of Albany, which
claims to have inherited from its ex
senior member the subtile secret of
the French dying process. This com
pany intends to handle an immense
quantity of Siberian seal skins and the
big margins, caused by sending the
skins to Europe to be dressed, will
thus be avoided.
Speaking of the renewal of the Bus
sian contract, Mr. Sloss said that his
compact had not yet been extended.
His company, however, is confident of
its being accepted by the Bussian gov
ernment The contract will run for
ten years. The Alaska Commercial
Company is wrong about extending it
further, because it is calculated that
the depredations of poachers in the
next few years will have as disastrous
an effect on the Siberian rookeries as
they have had in those of Behring sea.
A THRILLING EXPERIMENT.
Narrow Escape of a Man and a
Bey With a Fire Escape.

Sax Fbakosco, Sept 13. "While
trying the mutual patent fire escape
about 6 o'clock this evening on the
new Chronicle building, Captain Mc
Laughlin of the Now York firo depart
ment and James Lucas, a 12-year-old
boy ho held in his arms, had a most
miraculous escape from instant death.
Captain McLaughlin slid from the
tower, 170 feet from the ground, to
the fourth story, and there he took
the boy in his arms. They had not
slid more than ten feet when the belt
which supported the captain gavo
way and both came down at lightning
speed. McLaughlin grasped tho line
with both hands while the boy held on
to him like grim death.
McLaughlin landed feet first and
then fell over on the boy. Tho lad
escaped with a slight injury to his
hand and the captain drove his ankle
bono into his right foot Tho exhi
bition was witnessed by thousands.

Felony.

San Fkaxotsco, Sept 13. Jack Mc
Auliffe, a brother of Joe McAuliffe,
who plead guilty to grand larceny, -was
sentenced this morning to ten years in
tho state prison.
John Corbett, a brother of Jim
Corbett was arraigned for forgery to
day and pleaded guilty. Ho forged
his father's name to an order on a tailor
several weeks ago. Ho will bo sen
tenced next Saturday.
Trouble about Coal.

of coal is still limited. Every steamer
that arrives from Nanaimo is besieged
with coal carts. Tho federal trades
are threatening to boycottB. D. Chand
ler, because ho had been supplying
some of theDunsmuirs'cnstomers.
Chandler retaliates by saying he
will make ono of a com
bination to closo every coal
mine in tho place. Tho trouble arose
in this way. The Dunsmuirs have
contracted to supply the United
States buildings, the fortifications and
some of the men of war,' but
owing to the strike in their mine they
have been unable to get out any coal.
In consequence two army officers and
one of Dunsmuirs clerks called upon
Chandler and asked whether he would
supply tho coaL Chandler agreed to
do so hence the trouble.
Justice Field in Europe.

New York, Sept 13. A special ca
ble from Paris to Dunlap's agency
says: Justice Stephen J. fcield is
here. After staying in Paris one
month he went to Ayr Les Baines,
thence to Switzerland. The result
seems to have been emminently beni
ficial. He is looking remarkably wall
and he says he has almost recovered
and intends to leave for home in a few
days to be present at the opening of
the Supreme Court in Washington
next month.
Death of a. Banker.

CATSKnai, N. Y., Sept 13. Bufus
H. King, superintendent of the Cat
skill Savings Bank, died suddenly this
morning, aged 70. He was a member
of the Forty-third Congress, and in
1880 he was one of the 306 supporters
of Graut in the Bepublican National
Convention.

of Loring B. Loomis, a young stock
broker who has disappeared and it

States engineer, who has been down
to the mouth of the river to make ar
rangements for resuming work on the
jetty as soon as tlie president signs
tho-river and harbor bill, came up on

dell. He has decided to get out stone
for the jetty, for the present at least

came up to take down a quarter boat,
to bo stationed there for the accom
modation of the men employed. The
rock at Bugby's hole is not so good as
that wliich was being furnished by Mr.
Hinkle from the quarry above Wash
ougal, but it will do verv well for the
lower part of the jetty, and it will
cost much less than tho price to which
Mr. Hinkle has advanced rock. As
soon as practicable Major Handbury
will advertise for proposals for furnish
ing rock for fhe jetty, but as this will
take some two or three months he
will quarry his own rock in the mean
time. He expects to get about 1,500
feet of the jetty built this season and
to complete it by the end of Juno
next It will take a year or two to
get all the stone on tho jetty, as it is
intended to put lots of it on and make
a job that will last as long as the
Columbia rolls down to the sea.

The steam schooner Louis Olsen,
Capt Johnson, started yesterday for
Tillamook, with a full cargo.
The British ship Angerona did not
cross in yesterday on account of the
heavy fog prevailing on the bar.
Tho British ship Slieve Bonard,
flour-laden for the United Kingdom,
is lying in the stream and will sail in
a few days.
Tho Oen. Can by brought up yester
day 3GS cases of salmon from the
Aberdeen Canning company to be
shipped east She also bronght forty
barrels of cranberries and 226 sacks of
oysters for San Francisco and twenty
four barrels of cranberries for Port
land. The winter schedule for the river
steamers goes into effect to-day so far
as the stoamer Thompson is con
cerned. Beginning this evening she
will make tri-weekly trips from here
leaving Sunday, "Wednesday and Fri
day eyenings, and returning leave
Portland Tuesday, Thursday and
Saturday evenings. Mr. Donahue,
agent of the Telephone, has received
no instructions yet, but tho steamer
will doubtless take tho alternate days,
leaving this city Tuesday, Thursday
and Saturday mornings.
Arrival of the uEldcr."
The steamship Oeorge W. Elder,
Captain Patterson, arrived yesterday
morning from Alaska via Seattle. She
has 7,000 cases of salmon and 300 tons
of coal for this city. This is tho last
trip of tho Elder on tho Alaska run
for some time. She will go to San
Francisco in a few days and then
bo thoroughly overhauled and re
paired. Tho old steamer Jfexico
which has been engaged in the south
ern coast trado will toko her place on
the northern run.
Speaking of tho mishap to tho
Elder in Bristol bay, on her voyago
down, nn account of which was
published in the telegraph columns of
The Astokian, Captain Patterson
said tho accident was much ex
aggerated. His ship struck a chunk
of ico and had a small nolo punched
in her side, but it cansed no serious
trouble. The wator was smooth and
he put her on the beach and when tho
tide went out made what slight repairs
were necessary and continued on his
voyage, which except for tho incident
mentioned was nneventful.
