Those who doubt the expediency of Astoria owning and operating her own water works should read the following from the San Francisco Commercial iltarcs, which voices the opinion of some of the best business talent in the California metropolis: Astoria is an enterprising city, and its leading men are far-sighted." At a recent meeting, called to discuss a proposition granting a franchise to a water company, the meetingwas almost unanimously in favor of the city own ing its own water works. San Fran cisco has the unenviable fame of being the only city in the United States hav ing more than 50,000 inhabitants that depends on a private corporation to supply it with water, and as Astoria is rapidly growing, it cannot afford to enslave itself, as this city did, in its in fancy. It would pay San Francisco to-day to buy up Spring Valley stock and bonds, which are about as well watered as its reservoirs, and even at thai exorbitant price own its own waterworks. As it now stands, San Francisco, situated on a sandy pen insula over which the winds blow for six months and no rain falls, needs water for sprinkling streets and yards wore than any other city in the land. Elsewhere during the summer season, local authorities compel the citizen to sprinkle in front of his premises. Here, where it is most necessary, Spring Valley fines him for so doing. "Water to supply an ordinary family in Sau Francisco, costs more than bread, more than the beer a moderately tem perate family could consume. In fact water is a luxury, iu a city where it should be the business of the local authorities to make it the cheapest and most plentiful article to be had. The clay is not far distant when this question will have to be settled by Sau Francisco at an enormous expense, and Astorians show their wisdom in keeping their city free from the incu bus of private ownership in its water supply.. The jfcir takes a sound view of the matter. It expresses the opinion of a community that is suffering an expe rience which we should avoid while we can. It is argued by some that: First, the city is not able to support a debt of the magnitude required to build water works adequate to the city's need, because the load of bond inter est would be loo oppressive on the I taxpayers who already have heavy burdens to bear. The answer to that objection is Ibis: We all of us most all of us driukwator. Every one that has a hydrant iu the house from the water works pas the water company two dollars a month for water, and those that have two hydrants pay four dol lars per month. There are other places using larger quantities of water that have to pay more. This money is paid to the water company' and repre sents the interest on the amount of capital they have invested in water works. Whether they are getting a remunerative rate of interest or not may be a debatable question. It is generally believed, though, that the company gets a good rale of interest on the capital they have in vested. If these water tolls pay the interest on the company's borrowed capital they will likewise pay the in terest on the city's borrowed capital, and the taxpayers of the city would have no more taxes to pay than thoy do now, because the water works wouldibe self-supporting. It is even believed that in many cities the prof fits from the water tolls are so great as to not only make the company rich ; but also furnish a curruption fund with ' which the city officials are bribed to sustain the water company in a system i of extortion in water tolls from which no family in the city can escape, ex cept by emigration or death. Second, they say that it would throw the principal burden on the property holders who are already taxed, while those who do business in tlie city, and have no taxable property of conseqnence would escape. Every person who rents a room or a house that is supplied from the water works would be compelled to help pay the interest on the city's water bonds. Every Chinese wash house that has not twenty-five dollars worth of taxa ble property would be compelled to contribute liberally to the in terest charge on the bonds. The transient, floating population, that could not be made to contribute anything in any other way, must pat rouizo restaurants, " hotels and wash houses and thus they would contrib ute their share by paying for the accommodation of water. Thus it is seen thatuo other scheme could be devised which would com mand such universal assistance in bearing the cost of what would bo a public blessing. As soon as tho city had invested $200,000 iu waterworks, it would be worth at least S200,000 more, and if it wished to raise money for other enter prises and public improvements, it could do so much easier. Clxtsop county inhabitants appear tb be no more exempt from matri monial infelicities than other sections of Uncle Sam's ranch, judging by the BHBaerous suits for divorce in the calendar of cases coming before the circuit court next Monday. Most of the parties therein would doubtless give an affirmative answer to the ques tion, "Is Marriage a Failure?" if they soke from personal experience. It will be seen by reference to an article on the local page that the man agers of the electric railroad scheme iTe decided that it is more practi cable io climb the hill with a cable read Own by electric motor cars. Astoriak, in commenting on the -cteetric railroad scheme when it was si proposed, expressed the opinion 4at tbe cable system was the most practical method of overcoming the steep grades in this city, and those who ridiculed The Astobian's opinion at that time are now compelled to ad mit the correctness of its position by announcing that the cable scheme has been adopted because the other is too expensive on the steep grades. Whoevek has land to spare is in vited to read the request of the Cham ber of Commerce, and offer sites for the Willamette University. These curing of that institution of learning for this city or vicinity would be of immense value to the entire communi ty, and it must be had here if possible Fkom a returned seal hunter the telegraphic dispatches on the pfirst page give a report of danger, priva tions and hardships experienced by a crew of seal hunters, which, if true, shows that they had a hard time in those northern waters.
