Eppia ger, a yonng man vflio was partinlly raised in this city, but a resident of San Francisco for the past few years, arrived here from the Sound a week ago and is now confined in the city jail on a charge of larceny. The complaining witness is R. D. Freeborn, a wall paper dealer. Mr. Freeborn stated to a reporter that during his absence from the store on Monday last, Eppinger called and rep resented to an employe that Freeborn had authorized him to borrow S20. The money was given him, but when Freeborn heard of the transaction he caused Eppinger's arrest on a charge of larceny. His case is set for hearing to-morrow in the police court. Since Eppinger's arrest very ugly stories have reached this city regard ing his operations in Seattle, where he had been arrested on criminal charge, but allowed to go on his own recognizance. A letter from Seattle received by Mr. Freeborn, which is now in posession of Deputy District Attorney Hnme, relates Eppinger's alleged confidence operations in that i city. In the House Cummiugs, of New York, rising to a question of privilege, protested against his blacklisting by the famous Cannon resolution. The gentlemen who of fered the resolution made uujnst im putations, and in making these impu tations falsified the record and black listed himself. He then proceeded to make an attack upon Cannon, com paring him to the noted Foquier Lin vill, of tho French revolution. He then proceeded to arraign tho Speaker and the majority of the committee on rules. Cnmmings was frequently in terrupted with points of order. Cummings then proceeded with the arrangement of tho speaker, but after frequent interruptions asked the unanimous consent to print tho re mainder of his remarks in the Jlecord Consent was refused by Kerr and Bunnell. Cmmmngfl then proceeded with his speech, and at the end of tho hour was stopped by tho gavel of the speaker pro lent., (Burrows). Bland, of Missouri, made tho point that in speaking to a point of privil ege tho gentleman was not governed by the hour-rule. Tho speaker pro tern, overruled the point and Bland apjealcd. Cannon moved to lay the appeal on the table, and on this motion de manded the previous question, but Bland protested that ho was entitled to the lloor. Amid applause on tho Democratic side, the speaker pro tern recognized Bland's right to tho floor. Bland yielded to Cummings, and notwith standing a protest from Jerr, the speaker pro tern recognized the gentle man from New York, who proceeded with his speech. He was called to or der by the speaker pro tern as not speaking to the point of order. Cum mings said: "1 may be muzzled tem porarily, but all the machinery of the House, cannot muzzle me eternally." "Whitehead, W. S. Chance and T. B. Simonton, who were appointed to investigate certain charges preferred against United States Shipping Commissioner Beed, of New York, alleging incompetency and unfitness for office, have made their report to the secretary of the commission. It is a long and carefully prepared report. The commission reach the conclusion that the charges are not sustained, and express the opinion that Mr. Beed has conscientiously and faithfully administered the laws for the protection of seamen, and that no public interest will be subserved by his removaL ;OIN; TO THE MOUNTAINS. Tho steam schooner Aurusta, Cap tiinPaul Schrader, sailed for Tilla mook yesterday afternoon. The steamer Alliance, Captain Peterson, will sail for Gray's harbor this morning with about 35 passcgers. a large lot of hogs nnd a general cargo of freight The accident to the steamer Tele phone was repaird, and yesterday she came down on her regular rnn, but was two hours late, owing to the late ness of the arrival of the Jionita at Portland yesterday morning. The ship Patrician, Captain Ster ling, will be brought alongside the dock to-day, and work will commence transferring part of her cargo to barges, so she can go up the river. Mt Bogosloy, Alaska, is reported in a slate of eruption. This sight is grand and mariners hope the activity will continue as it serves as a light house in guiding vessels through Ounamak Pass. The pilot schooner Goo. Moody having been thoroughly overhauled and repaired, under the supervision of Pilot Commissioner Captain J. A. Brown, at an expense of over S500, is now ready for sea, and it is expected will sail to-day with a full crew for a a cruise off the bar in charge of Captain Peter C. Coidiner, master. This trip she will take ont Pilots Woods and Gresham. The steamship Columbia, Capt F. Bolles, arrived from San Francisco about 7 o'clock last evening after an eventful voyage from San Francisco. "The ship was out of luck from the start" was the way one of the officers put it Heavy fog was en countered on leaving San Francisco and a slight collision occurred be tween the Columbia and the steamer Yaquina, the latter losing a plonk or two from her port quarter, and tho Columbia nibbing some paint off her stem. The blow the Yaquina re ceived was a glancing one, else there might have been a similar disaster to that when the steamers City of Ches ter and tho Oceanic were in a collis sion a few years ago. The passengers on tho Columbia were panic stricken for a few moments and manj belted on life preservers. Then the machin ery got out of order by the journals heating, as has been related in the tel egraphic columns of The Astorian. This necessitated the vessel slowing down ever' fow hours. Tho Colum bia discharged fifty-eight tons of freight hero and left tip the river at four o'clock thiB morning. Fording Chickens by Clockwork. F. Leach , of Ansonia, Conn., has some fine poultry, and ho believes in feed ing them as regularly as ho cats his own meals. Ho is unable to be at home at night before the chickens go to roost, and in order that they may be fed without fail he has rigged up an apparatus which works like a charm.
