THOS.S.JEWETT, Auditor and Police Judge. 3IABINE NEWS AND NOTES. The steamship Oregon sails for San Francisco to-day. The steamer Alliance, Oapt. Peter son, is due from Portland this morn ing. The schooner Dare is loading lum ber at the Knappton mills for San Francisco. The steamship City of To-peTta ar rived from Portland at midnight, and will sail for Alaska to-day. The steamship Columbia left San Francisco one day behind time, and consequently will not nrrive here nntil to-morrow. The steam tender -Maitzanita has been at work replacing buoys in the river, but will come down from Port land to-day. The steamer T. J. Potter makes her last trip here on Saturday next and goes up for the last time on Sun day. After that she eoea around to the Sound for service there. The barkentine Tarn O'Shantcr, Capt A. J. Hatch, arrived in ballast yesterday from Bedondo Beach, hav iug sailed from here July 21st She will load lumber at Knappton for San Francisco. The American ship Patrician, Capt. E. B. Sterling, arrived yester day afternoon after a stormy passage of 178 days from New York. She has a general cargo, all of which is des tined for Portland. The vessel crossed the bar drawing 22 feet of water, and will have to lighter a large portion of the cargo before going up the river. Captain Sterling reports heavy weather during portions of the trip, and during a gale a sailor had one of his arms broken. The in jury was improperly attended to and in all probability the arm will have to be broken again and set properly. A sad incident occurred on board as ihc vessel neared this port, and .is the Patrician came into harbor her en sign was half-masted. Six days ago the wife of the captain, who travels with him, gave birth to a child. The little one lived only three days. The body was embalmed and it will be buried at Hillside cemetery to-dav. Notice is hereby given that the El liott's landing range lights, Columbia river, have been discontinued. Martin's island, Columbia river. Bange lights have been established on Martin's island. Sailing directions. In going down tho river run with the Columbia City range lights on, nntil the light at Hofmann's landing opens; then steer for this light until Martin's island range lights come on; keep this course nntil past buoy No. 2; then haul down tho snore on the old course. By order of the lighthouse board. W. W. BnoADES, Inspector 13th Lighthouse Dist. The coming encampment of the Na tional Guard in October next, bids fair to bo a success. Colonel Beebo's idea is to bring the Second nnd Third regiments to the encampment witli the First regiment to which Company "H" of this city belongs. The colonel has written the various captains to ascer tain the number of men who would bo able to turn out, and the matter will be settled at the coming meeting of the board of officers to be held Septem ber 8. . News was received yesterday of the recent death of Mrs. Manning, daughter of John Proebstel, of Vancouver, "Wash. Also Mrs. M. L. Lambert, the mother of Mrs. Proebstel. Both were taken away after a sudden attack of diphtheria. Mrs. Manning was well known in this community, and her death will be mourned by a host of friends. Travel to the Seaside is onthewnne, the steamer Potter, from Portland yesterday, had very few passengers for the beach. Unjust nnd Unfortunate. On Mr. "Webb's theory of action ar bitration must be impossible at any stage of the controversy. This is, to say the least of it, an unfortunate posi tion for any great employer of labor to assume. The New York Central rail road may be able to maintain it now at an enormous cost and at a great sacrifice of public convenience, but considering the steadfast tendency to wards closer organization in the ranks of labor, it is only a question of time when it will have to be aban doned. There are very few great newspapers in the country which could afford to adopt the rule of action formulated by Mr. "Webb in dealing with their compositors and pressman. The organizations of skilled artisans in all departments of industry have long been accustomed to take cogni zance of the reasons which instigated the discharge of any of their fellows. "We doubt if Mr. Webb's company could afford to apply to its engineers the same rnle as it has adopted in dealing with its switchmen. But, be that as it may, it is a rule that will not work in these days, and its announce ment can only be a source of perma nent irritation. The labor organiza tions have come to stay, and without necessarily accepting their dictation employers must learn to deal with them as co-ordinate powers in tho strife of industry. The Epoch. The old war veterans kept their wifs about them, and fought the cowards away, while I as quickly as possible they strapped as many as they could ' find to the women nnd children. There were not half enough to go around. , The boat in the meantime had turned entirely around, aud was now going down the rapids stem first Suddenly , there was a terrible jar; she had struck ! a rock. She slowly began to turn ' round again, and then came another shock, followed by another, eacli heavier than the first Another shock . came and the steamer gave a mighty j heave and plnnge, as if she were uoing I down head first, and then slowly turned J her head to the rapids. The shock was another rock. She touched an-1 other and then gave a plunge. It was the last jump through the rapids out into tho open and still water. The captain yelled, "We are all right now."
