Everybody knows more than any body. It is only by a full, free and fair discussion of public matters of such vital interest to the future welfare of the city that the best plan of opera tion can be decided upon. Last night's meeting demonstrated the fact that the preponderance of opinion favors the owning and con trolling of the city's water works by the city. There is this to be said against granting a franchise to supply the city with water: It is difficult, if not impossible, to so restrict the corporation that they can not to a considerable extent defy the laws that were made to control them. Those who are in favor of granting a franchise to a water company say tint the" company should be so bound and restricted that the city will not be tha victim of a greedy monopoly. The city is now suffering from re stricted water, which is quite a differ ent thing. It is believed by many that the price of water has not been sufficiently re stricted: that it comes too high, while others living on the hill, aud the chil dren at the Court street school tbiuk that it doesn't come high enough. But, really it seems as if the water was very cheap considering how scarce it is. So it appears that the first necessity is more water. The inhabitants or this city may be able to struggle through the moist season with the present inadequate supply, but the prospect of going through another summer and fall in this way is appalling. The city should own its water works. Bruimrun women arc always at a premium, but it was left for the genius or a Macon man to offer a prize for a homely woman. Ho offers 2,000 for the homeliest woman in Georgia who will ride on his display wagon or lloat during the trades display parade at the State Fair. Story ir a Three-Card 3Ionte Game on a Road Ont From London. 2fot long ago a tall,slimly-built, fair-; couiplcxioncd, brown-haired young man entered a first-class carriage on the Liondon and Southwestern rail-: way at "Waterloo station. He stuck his umbrella in the rack, opened his favorite paper and began to fill him self with information. He looked up as the door was opened by a modest looking gentleman who murmured beg pardon,' as he passed to the cud of the carriage and ensconced himself in a set near the window. The door opened again. The new-comer looked liken conutry curate. He sat him self down opposite the modest-looking gentleman and looked out of the wiudow as if he were greatly interested in the advertisements which met his eye. The door opened again. The newcomer looked like a well-to-do farmer. He sat down alongside the modest-looking gentleman. The train started. The modest-looking gentleman suggested that he had at various periods of his life and under a large variety of cir cumstances observed worse weather. As he made this observation he looked at the country curate. The latter, in a hesitating way, agreed that there must have been at various periods of England's history worse weather than he saw in liis vicinity at that particu lar time. The well-to-do fanner joined inthe conversation with a growl. It might be fine enough weather for peo ple who had nothing to do, but it was death to the crops. The modest-looking gentleman seemed surprised to hear this, and assured his audience that he was perfectly wDling to be soaked through and through if the dis comfort attached to such an expe rience would be of any value to the rural population. The conversation then became gen eral, but at the end of ten minutes ilnggod. Then the modest-looking gentleman drew from a pocket a pack of cards and amused himself by toss ing three of them about in an appar ently aimless way, talking to himself as he did so. The well-to-do farmer stood this sort of thing for a few min utes and then asked what the game was. The modest looking gentleman said it was a little invention of his own. The point was to guess the po sition of n certain one of the three cards the queen for instance. The well-to-do farmer, after noticing that it -was possible to see the faces of the cards while they wcro being manipu lated, said he could place the queen for a "quid." His offer was at once accepted. The well-to-do fanner won, apparently much to the chagrin of the modest-looking gentleman. The lat ter lost three sovereigns in quick suc cession, and tho caso with which the well-to-do fanner pocketed the same excited the curate, who finally ven tured to wager a sovereign thatlie could place tho queen also. He did so twice, td became quite hilarious as he fin gered his easily acquired gains. All this time the tallj slim young aura had been rending his paper. He kudn't once looked at the game. Finally tho well-to-do farmer nudged bim and whispered that there was a ctaficc to make a few sovereigns. The yoang man paid no attention to the advice. Then tho curate sug gested that it seemed like flying in lite face of Providence not to accept suck a chance. Still the young man proved obdurate. The modcst-look- in gentleman tlien came to the front. He had lost 5, he said, but still be bad confidence in bis invention. He was willing to -wager any reasonable amount of money that the tall, slim young man could not place the nneen.
