LiiEi:n is a meeting set for this evening, at which the common coun cil prortose to confer and discuss with interested citizens the subject of water supply for this city. Probably there is no subject of greater present importance to Astoria than that of water supply. It is one that forces itself upon the attention of every householder, and in fact every inhabitant in the city, when he, she or it, as the case may be, tries to get a drink of water after 10 or 11 o'clock at night After that hour attempts to obtain water from llie hydrants are useless and disappointing, the only re 8onso being melancholy gurglings aud spasmodic inspirations. The result of several years of this experience has been to produce a practically unanimous opinion that Astoria must have a better water sup ply, and have it immediately. "When the present water works wore granted their franchise it was the occasion of much rejoicing. It was hoped and promised that there should not only be enough water to moisten the throats of our thirsty citizens, but it was hinted that there would be sufficient water to sprinkle verdant lawns and beautiful flowers. There was also to be an elevated res ervoir of a capacity of millions of gallons for fire purposes, and hy drants at numerous and convenient points that would furnish water to quickly drown an incipient confla gration. There were other things to be per formed by both parties to the fran chise that so far have not been per formed, and the general verdict is that the contract between them could hardly have been more defective, and certainly the service should not have been much worse. The present service being so unsat isfactory, the question is, in what man ner shall it be remedied and improved? and, by whom shall it be done? These are questions the council will have to decide. It seems to be agreed that new water works should obtain water from some source which will furnish a much greater quantity than can be obtained from Lear creek so that the supply will be ample for Astoria when it has grown to many times its present size. It is suggested by some who have given the matter attention that Big Creek is accessible and ample for that purpose. The question which will probably ba most dlliicult to decide is, who ahull institute these improved water worlts? There is the influence of interested capitalists who wish to get a financial grip on the city, and make every man, womau and child pay tribute to a ' greedy corporation through succed-' every small town or city there are persons who think themselves entitled to control everything, and that oppo sition to any of their proceeding is an offense akin to a personal grievance or affront. They want to boss the com munity, newspapers included. They lack apprehension or understanding of the true functions of a newspaper in its relation to public interests, and it they could have their way the local press would be simply the organ of their private interests and aims. The Servitude of Mothers. Women have a hard time, no matter how yon look at it How would a military man like to be on dress parade from cradle to the grave? That's what a woman has to be.. A man can luxuriate in mental dressing gown and slippers half of his life, and stretch his arms and put his feet up and take fate easily, but a woman can't shake the harness off and have a good sling in any direction whatever for one moment, without paying for it for a year. If a man has ten minutes in which to keep an appointment he can jump into his clothes anyhow, run after a car, get there on time and never turn a hair. A woman's hook won't hook, her buttons won't button, she loses one glove, her hair comes out of crimp, and she can't swear at the conductor who wouldn't pull the bell-ropo till after she had walked a quarter of a block and partly dislocated her arm that brandished her umbrella. She is fifteen minutes late, and the men all speak maledictions under their breath at the woman who "never can be on time," while the fellow who took a fancy to her on a former oc casion discovers that she's a guy with her face flushed and her collar a'wry, and never looks at her again. "When things go wrong with a man he can neglect his barber for a day or two and forget the brilliantine for his mustache, and grow black and hollow around the optics, and ten to one he will simply seem in female eyes "so Byronic and interesting, you know." But a woman may have a thou sand gnawing devils at her heart strings, and she's obliged to put on just so much poudre de riz, and to pull out the gray hairs on her temple, and pinch the wrinkles out between her eyes all the same, or she's handed over to the world by her hundred most intimate friends as "such a wreck, my dear," and the jury on the case, and even her lawyer, begin to find excuses for the husband. If a man has weary nerves and a thumping headache, nothing prevents his coming home and tying a towel about his brows like a Turk, and being as grumpy as one the rest of the even ing. But a woman in the same case can only look longingly at her old wrapper, and then go and painfully bind up her Psyche knot and an agree able smile at exactly the right angle, else she will hear that "Hang it! It's enough to drive a fellow to his club to have an untidy wife lying about on the sofas!" and that "the deuce knows why a woman always manages to look pretty before marriage and never after." It is generally supposed that if a womau can onlv sit down and have a rood en' that is panacea for all her woes. But when she finds out that the indulgence makes her noso red aud swells it she has to give up that satisfaction along with the others. A man may exhibit fearlessly, upon oc casions, a carmine proboscis produced by causes far Jess conressable, but a wife is pronounced not half a wife and woman if she shrinks from on that ac count. It should be arranged to have the charter amended at the next meeting of the legislature, so that sufficient bonds may be issued by the city to enable it to establish its own water works. Theu our money will be kept at home for circulation, instead of going away to bnild up other ci ties. "Whatever is done at this meeting let it be done solely to the end of hav ing the city own its water system. The city will probably find it some what expensive to buy out the present inadequate plant, but it can be done cheaper now than it can be done ten years hence, when the franchise will have a value of millions. Of course it is not known for certain what are the exact terms tka&nay be proposed by some company seeking a franchise, but if the propositions made in the past may bo taken as an indi cation of those to come, the city could own its water works and estab lish a lighter tariff for consumers that would not only pay for the oper ating expenses, but furnish a hand some revenue besides to lighten the burden of city- taxation. Let us have public water works. Keep our money at home. Let us have free water for fire pur poses and cheap water for families. Let us have abundant water for all , purposes. The business men of Astoria demand this.
