Tascott, has been cap tured. If so, the lucky detective ivill receive a reward of $60,000. Ixteiiestixo railroad talk, direct from President Beid, will be found in the local columns this morning. The letter of "Granger," published last Saturday morning, induced Mr. Eeid to make a personal reply, in which he gives in detail a statement of the con dition of affairs, and denies almost ev er allegation in that letter. He states plainly just what the road has coi, and if the citizens of Astoria, or the directors of the Astoria and South Coast raiiroad. wish to purchase, they can do so at the figures which he names as his price. It is a document worthy of careful consideration, and will be read with great interest by all. THE IUVER AND HARBOR I5ILL. The following is taken from the Dragoman of the 19th iust: Oregon fares better in the river and harbor bill than ever before. With Mr. Herman on the house committeo ami Mr. Dolph on the senate com mittee, the state stands third in tho list. Senator Dolph has also been made a member of the conference unmittec and it is quite likely that the senate increases will be main tained. The bill as it passed the Minute contains the following items for Uregen: Improving entrance to harbor at C-oos bay, S12o,000. Improving harbor at Yaouina bay, 8185,000. Improviug harbor at Tillamook bay, STiOQ. Improving entrance to harbor at Nchalem bay, S10,000. For the commencement of jetty construction and re-examination of Port Orford harbor, with n view to ascertain if tho amount estimated for a harbor of refuge cannot be mater ially lessened, 5,000. Improving canal at the Cascades, Columbia river, $150,000. Improving upper Columbia, includ ing Snake river, $20,000. Improving the mouth of the Colum bia nvcr, 500,000. Improviug lower "Willamette and Columbia rivers in front and below Portland, 100,000. Improviug Willamette river above Portland, 11,000, of which sum 5,000 may be used m the discretion of the Secretary of War for the improvement or the river at Clackamas rapids and lioss island. Improving the Coquille river (con tinuing improvement) 30,000. Improving the Umpqua river, 9,000. Improving the mouth of Siuslaw river, to commence construction of jetty, 50,000. Improving Young's and Klaskaniuc rivers, 1,G00. Washington state has not fared so well, but there, were no surveys which the committees could act upon, and the policy of the government has been against an appropriation where sur veys have not been made. The fol lowing are the appropriations for Washington carried in the bill: Improving Columbia river from the head of Book islaud rairids to the foot of Priest rapids, Washington, G9,000. Improving Chehalis river, 3,000. Improviug Cowlitz river, sS,000. Improving Skagit. Stillaguamish, Nooksack, Snohomish and Snoqual mie rivers, 12,000. The secretary of war is authorized to appoint a board of three oilicers of the corps of engineers of the "United States army, wl o shall select and survey the most feasible location and estimate the expense of construc tion of a ship canal to connect the waters of Lakes Union, Washington and Samamish with Paget sound and the sum of ten thousand dollars is horeby appropriated for its expenses. The following sniveys are provided for in the bill to be made of Oregon riors and harbers: Tillamook bay and bar; Alsea bay and river; Coos bay, for improving upper harbor by removal of shoals; dredging the lower Willamette and Glumbia rivers, with a view of secur ing twenty-five feet at low water, from Portland to the mouth of tho Colum bia; Willamette river, deepening chan nel on west side of Swan island; im provmcut of navigation at Clackamas rapids and Ross island .and near the city of Coryalis; lower Columbia river on south side, between Astoria and Woods' lauding, Young's bay channel from the sliip channel of the Colum bia river to the head of Young's bay, a distance of one and a half miles, with a view to improving the same by dredging so as to secure a depth of eighteen feet at low tide; Lewis and Clarke's river, for snagging; Coquille river, for deepening channel from Co quille City to Myrtle point to four feet at meau low depth; Yamhill river from mouth to McMiuville; for remov ing obstruction in the Snake river from tho Oregon line to the Seven Devils miuing district, Idaho. The following surveys are provided for Washingten: Nooksack, Skagit, Snohomish, Dwa mibh. Black, Pnyallup, Nasel, North, Gray's, Deep, Skamokawa and Crooked rivers, Gray's harbor and bar extend ing up the Chehalis river to Monto siuo; for a ship canal between Port Townscud bay, Puget sound and Oak bar; Columbia river from the interna tional boundary to Rock Island rap ids; Gray's river for snagging; Swiuo jaish slough with the view, of con structing a ship channel through the same connecting Saratoga passage a&d Skagit bay with Podilla bay and to report the most suitable and fcasi b'e plan for such improvements with the cost of the same; Shoalwater bay from and including the entrance to Scmtli Bend, about two miles up tho Willapa river and from South Bend about ten miles up said river to Wood ward's landing with a view to improv ing the same for navigation; Olympia lrlxr from deep water in Budd's inlet to Fourth street bridge in the 4y of Olympia and separately from sm4 bridge to the mouth of the Des ehwtec river at Tumwater and to re port b to the most practical and con ynitnt channel and the most feasible, eeoBoeucal and suitable plan for im ytvovmg tho samo for navigation by the okes of vessels employed on Paget sotd; aad also to cause to be made mi oofeuwntc of the cost of each of such kaprovetneafe; Columbia river from the M6H& of Willamette river to the MMc Haaits of the city of Vancouver vmk a view of establishing a shin Tfct Howe has non-concurred in As Laid Out by h. ROBB & PARKER, General Agents, several of the amendments to the bill, but the conference committee will be quite likely to retain everything for Oregon and Washington. KEHULER'S BODY. What the Autopsy on the Elcctricizcd Assassin IiscIod. Buffalo, N. Ym Aug. 1L Dr. C. M. Daniels, who "performed the autopsy on murderer Ivemmler, with tho assist ance of Deputy Coronor Jennings, of New York, says that ho has several fragments of the body of the first vic tim of electro-cremation, and tells an interesting story about the division of tho malefactor's remains. Said he: " Several of tho doctors present at tho execution and autopsy took away sec tions of his anatomy for examination. It will be of interest, not only to tho medical profession but to tho public at large, to know what are tho pecu liarities of death as evinced upon tho body of the first man deliberately killed by the electric current" Dr. Fell had a jar full of the pickled matter, but somebody stole it from him in Auburn. Dr. Daniels has pickled his portions of Kcmmler's anatomy in four large bottles, and has a quarter of the skull. This was sawn so it looked like a pieco of melon rind. It is a thy-d of an inch thick. "This," said the doctor, tapping it familiarly with his knuckles, is part of Kemmler's skull. It was cut in four parts and di vided among the physicians at tho au topsy, this being one of tho quarters and showing part of tho effect of the electrode. Sec this faint circular line? That is where the electrode came iu contact with tho sknlL You will observe that the blood channels within this circlo are all colored a dark blue, while outside of it they are red. The blood vessels lie between a thin membrane, which has been removed, and the skull, and when we sawed the skull open wo found that the blood within the circle of the electrode was like charcoal. The application of the current had ab'orbed all tho waters of tho blood. Between the two layers of bone, which compose tho skull, is a spongy substance called tho diploe, which, acting as a cushion, protects the brain against blows on the head. Within the compass of the electrode this disappeared, being dried up by tho electricity." Taking up two long, narrow vials, the doctor centinued: "The blood in this bottle was taken from the right side of Kemmler's heart. It is some what darker and a littlo thicker than that taken from the left side, 'which is contained in the other bottle. It is natural that it should be. The great est peculiarity of the blood, is that it remains in the same liquid state as when taken from the heart. This has been noted in persons who havo met an electrical death, and is called elec trosis. The bloo 1 of persons who die an electrical death quickly coagulates, and when placed in a dish tho serum rises to the surface, while the fibrine forms a substance of the consistency or liver on the bottom of the dish. In operating on bodies 3 frequently find it necessary to wash my hands, because it becomes sticky, but while perform ing the autopsy on Kemmler, I found that the blood acted like water." "What is the reason for the differ ence?" "Theoretically it is because the electrical current has destroyed the fibrine. The examination of the blood may reveal whether this is the real cause, or it may give us no light on the question. I have given the nualyzation of the blood to a chemist, for I havo neither the time nor the apparatus for doiug it In this large bottle is a piece of tho brain taken from beneath tho electrode, where it has something of u bnff color. Here, al?o, is a piece of the cerebellum in tho back of the head, and tho first section of the spinal cord, beginning at the base of tho brain. There is enough material in that small bottle, if properly handled, to make 10,000 microscopic slides.
