I have sold my interest in The Daily akd "Weekly Astoriax to my friend and former partner, Mr. P. W. Parker, who is now sole proprietor and owner of this newspaper. Ho and I have been together eleven years, and to his integrity, ability and patient toil, much of the success of The Astobzax is due. It will be nine years on the 30th of next month since I took charge as ed itor and business manager, and through these nine busy years it has been my solo aim and ambition to issue a news paper that would be a worthy expon ent of the city of Astoria, imbued sole ly with a desire to fittingly discharge the responsibilities of so important a position. And now, as I write in this column for the last time, the memories of those busy years impel me to extend a fra ternal farewell to the thousands with whom I have been brought in daily contact, and to assure them that not the least of the pleasant recollections of my editorial life is the memory of the aid and co-operation 1 have re ceived from the Astoria public, and their generous appreciation of my in dividual efforts. Two years ago I found that the toil incident to the issuance of a daily newspaper where the entire office work devolved upon me, was destruc tive to my general health, and I felt that success purchased at such a price would be too dearly bought Since then I have gradually eman cipated myself from much of the work of the office, and now that I have completely disposed of my entire in terest in the paper, I hope to regain much of my former elasticity of mind and body. To the faithful workers in other newspaper offices throughout the northwest, I also extend a fraternal farewell. For the gentleman who now takes charge, and whoso friendly aid has been a source of constant comfort dur ing our business partnership, I be speak the same geuerons meed of ap preciation and support that was so freely accorded to me. All my business interests are in As toria and will remain here. The ten dercst associations of my existence are bound up with my life in Astoria which is my permanenthome, and at the close of this chapter it is with pleasure above all price that I feel that during all this trying period I have by no word or deed of mine deservedly for feited the esteem and good will of the people of Astoria. During all these years of chron icling the history of the city I have never obtruded my personality in The AsToniAK, and now, for the first time, I refer to my personal affairs purely as a matter of news to all with whom I have talked so long. During that time I believe I have become suffi ciently acquainted and identified with the business interests of the city to enable me to work intelligently for their advancement My business and all other interests are centered here among you, and it will be my highest ambition to con tinue Tiie Astoriax as a truthful. earnest and able champion of Astoria, so that it shall merit and retain in the future, as in the past, the respect and generous support of the people of this city and section. P. "V. Parker. TIIE SEIZED VESSEL. VitoroRs Attempt Being Made to Settle the Matter. Port Towxse?o, Aug. 12. "From a government officer who arrived on tho steamer Qxicen from Alaska, the cor respondent learned that a vigorous attempt is being made by the author ities to square the seizure of the seal ing schooner Mattie U. Dyer. It will bo remembered when the schooner was seized captain Mockler, of the schooner, made the claim that his ves sel was guilty of no offense against the government and that deputy col lector Edmunds far exceeded his au thority when ho seized tho vessel at Ounai&ska. His story was verified by the crew and the only ground Ed munds had to set up in justification for the act was that the vessel had sealsldns aboard. The vessel was sent from Ounalaska to Sitka and is tliere now. Collector Pracht and dis trict attorney Johnson have been in vestigating the case, and they can find no tenable grounds upon which to bold the vessel.- As the collector is responsible for tho acts of his deputies, and as his bofidsraen are responsible in heavy boods for the collector's acts, Pracht feels "hrmgolf placed in a very unenvi able position. Should Captain Mock ler sue for damages he might win his case. But the trial could hardly be reached in any reasonable time, and as tfee captain is a poor man he cannot aSbrd to adopt this course. Ho is at present in Sitka and in a deplorable Saancial condition. It is reported that overtures have been made to the oaptaiafor release of the vessel if he all promiso not to sue for damages. The following preliminary summary of the debts of the United States out standing Juno 1, 1880, and June 1, 1890, or the dates nearest thereto for which reports are obtainable, is fur nished by J. K. Upton, special agent of the census bureau on state finances: The reported bonded debt repre sents in each case the amount of nego tiable securities outstanding at the time mentioned, and the floating debt, that of all other obligations of the states, including those assumed or in curred for a specific purpose, oven though no actual bonds or certificates may have been issued therefor. The assets embrace the cash and all productive securities on hand of which a valuation is reported, whether they belong to the stato or to any of its funds, although in some cases they are not wholly applicable to tho pay ment of debt, but aro pledged for the use of schools or charities. In a few states, however, tho apparent de crease of the debt has arisen from tho enforced refunding of tho old debt into a new one at a discount varying from 20 to 85 per cent Taking from the amount of decrease in all the states tho amount thus aris ing from the discount in refunding and there is left as paid by cash $29, 497,706.19, and tho geographical sec tion which includes tho states named instead of having a decrease of debt of S27,593,5S7.36, as shown by the state ment, will have an increase of 929, 577.89. The amount of debt in the states in 18S0, as published in the reports of thejtenth census is, to a small extent, in excess of the amount of bonded debt herein stated, arising from the classifi- cation in the reports of certain non negotiable school bonds as bonded debt, they being so reported by tho states. Tho bonds appear in this summary as floating debt Texas fever has made its appear ance among cattle within tho city limits of Chicago and about twenty deaths are reported.
