Public and private improvements
in tins city are going ahead in all sec
tions, and the commendable desire on
the part of the property owners to im
prove the appearance oE houses and
grounds is decidedly gratifying to all
tvho have any pride in the good looks
of the city.
The steamship line recently estab
lished between San Diego and the
Hawaiian islands will probably receive
a subsidy of $24,000 per year from the
Hawaiian congress, and if that sum is
granted it will insure the continuance
of the line. There should be a steam
ship line between the Columbia river
and China and Japan, and there will
be in two or three years, when Astoria
has railroad connection with the in
terior. Fkeedosi of the press is allowable
in this land of liberty, but when the
power of the press is misapplied and
used in a case of extortion, then the
dishonest editor is brought up with a
ronnd turn. This is illustrated by a
telegram on the first page announcing
that L N. Choynski, editor of Public
Opinion, of San Francisco, has been
found guilty of attempted extortion,
and sentenced to three years in state
prison.
The Bradstreet Mercantile Agency
reports tliirteen failures in the Pacific
coast states and territories for the
week ended August 1st, as compared
with eleven for the previous week
and eight for the corresponding week
of 18S9. Tho failures for the past
week arc divided among tho trades
as follews: Three general stores,
three grocers, two boots and shoes,
one merchant tailor, one hotel, one
restaurant, one furniture and one
dry goods.
NiXETr failures are reported in tho
Pacific coast states and territories for
the month of July, 1890, withliabiU
ties of S503,G03 and assets of $2SG,G2G,
as compared with Go for the previous
month with liabilities of $2S7,805 and
assets of $119,839, and G9 for tho cor
responding month of 1SS9, with liabil
ities of $302,400 and assets of $133,509.
The following are the causes as
signed for the failures, viz: Incompe
tence 24; inexperience 10; inadequate
capital for the extent of the business
undertaken 21; injudicious crediting
9; personal extravagance 2; excesssve
competition 3; unfavorable circum
stances 9; fraud i; neglect of business
and bad habits 8.
Year after year, the annual en
campment of tho G. A. B. is held at
some place in the United States, and
tho old boys meet, but find many va
cant chairs, which on the previous
year were ocenpied by those who will
never again answer to roll call. This
time they are at Boston where they
aregiven a royal welcome. Yesterday
President Harrison and General
Sherman were on the reviewing stand
as tho old veterans marched by.
Dear old "Uncle Billy," as the boys
call him, holds out well in the march
of life, and is now the sole survivor of
those who have been counted as tho
great generals of tho late war.

Great Britain to subdue the United
States to compliance "with her wishes,

war cost the mother country per cap
ita of the population of the colonies.
As the debt of the empire is now near
ly $G,000,000,000, that country would
bo ripe for a receiver by the time it
get through with a new war of subju
gation with this country. This would
he a pretty costly job.
Bismarck has disclosed some State
secrets regarding the Berlin confer
ence and Hie formation of the Triple
Alliance. He says: "During the
Turko-Bussian campaign we anxious
ly looked for the news that Bussia
liad secured a firm foothold on tho
Bosphorus. Unfortunately, in that
instance, Bussia missed her golden
opportunity, and later the czar missed
Lis chance to gain that end by enter
ing into a treaty with Turkey." He
explains that the Berlin conference
was called together on the special in
vitation of Bussia, and that Schuva
loiT undertook the task of making En
gland friendly to the congress, but that
when the disappointing result was
made known thoBussiaus charged him
(BismarCk) with betraying the just de
mands of Bussia. Tho ex-chancellor
then explains that after the strained
relations between Bussia and Ger
many were somewhat relieved,

Was Biddy Maloney Right?
A young Catholic priest, says
Harper's Magazine, shortly after
beginning his labors in his first par
ish received a visit from one of the
older fathers. Anxious to show the
progress he had made ho called up a
class in catechism for questioning.
"Biddy Maloney," he began, "stand
up." A slip of a girl with blue eyes
and brown freckles arose in her
place. "What Biddy," said tho young
father, "is meant by tho howly state
of matrimony?" "Shure," "began
