Bulletin makes the folloiring re
marks regarding tlie issuance of Chi
nese return certificates:
For the second time Tvithin a week
there comes the direct ruling from the
treasury department at Washington
that there is no form of certificate that
nill enable a Chinese to enter this
country but that issued by the govern
ment of China, or of that to which he
was last subject, setting forth that he
belongs to the privileged .classes of
the treaty. The rule applies as well
to the privileged classes who profess
to have left this conutry for a visit to
their native land, as to those who
' have not yet honored us with their
presence. The order this time
goes to the collector at As
toria, Oregon, who has been
in-the habit of issuing permits to re
turn to alleged Chinese merchants
wishing to visit their native land.
Further, the collector was directed to
tear up and destroy the stock he had
on hand. These are propositions upon
which the Bulletin has been insisting
ever since the passage of the exclusion
act. There is no other way in which
the law can be read. But for all that
there arc several expedients by which
Coolies are admitted at this port. The
question really is whether there is any
law of congress which United States
commissioners are bound to respect
when their own pecuniary advantage
is involved. But the chances are that
the law is bound to get them finally,
even if it reach them by the round
about way of Astoria, Or. The clear
and distinct ruliugs of the treasury
department on Chinese questions are
very gratifying.
Excitable men all over the country
are commenting upon tho chances of a
Avar between this country and Great
Britain, brought about by trouble
over the Behriug sea fishery question.
Ambitious army and navy officers, de
siring promotion, which comes so
rapidly in times of war, and so very
slowly in limes of peace, are doing
their best to fan the flame.
"What the result will be is
uncertain, but it is likely that sober
judgment and cool heads will be suffi
cient to restrain all the impetuous na
tures, and that there will be no trouble
which will require a clash of arms to
settle. "War is too expensive in blood
and treasure, and the memories of its
horrors, as realized only a little over a
quarter of a century ago, are still too
fresh in the minds of many to desire a
repetition of its dark scenes. "Let us
have peace.'
Though there may be no law by
which property owners can bo com
pelled to repair broken planks in the
streets in front of their respective
premises, an effort should bo made
to compel them. Let tho proper notices
be served upon them and if they fail
to comply, then let complaints bo
sworn out and the city attorney com
mence action. If these fail, the
fault will not be chargable to officials.
Law or no law, personal pride and a
proper regard for tho limbs and lives
or horses who have to bo driven
through the streets, should be suffi
cient for every man to at once repair
any break in the planking of the
street in front of his property.

from Porter's office, Oregon will be
credited with 303,000 population.
Tills is 50,000 behind the real popu
lation of the state, but is not so unsat
isfactory. For it is probable, that
the next congressional, appointment
will be on a basis of 180,000. In this
case, all over 90,000 extra, would form
just basis for an extra congressman
iu the event of the houso of represen
tatives being enlarged as to member
ship. The extra 125,000, over tho 180,
000 required for one member, would
thus give Oregon a very good claim
for another congressman. So that it
is not so bad after all, though away
under what it ought to be.

spreading their pernicious doctrine
among the Indians. The government
is trying to counteract the work, but
the only sure way to prevent tho
spread xti Mormonism in this country
is to crush it out entirely, commenc
ing at Salt Lake City. That curse in
this fair laud is a foul blot on the es
cutcheon of our national honor.
Iiottert business, so far as it is
being carried on through the mails, is
liable to be curtailed or stopped en
tirely. President Harrison's message
begins to bear fruit, for yesterday
tho anti lottery mail bill was approved
unanimously by the senate committee
on postoffices and post roads.

Borne has an electric railway, the
first of the kind in Italy.
Reports of damage to the Egyptian
cotton crop have been exaggerated.
A London syndicate has loaned tho
Ywtan Bailroad company 2,000,000.
It has been decided to establish a
dovecot of 500 carrier pigeons at Brest
for tea service.
The sultan of Zanzibar demands
8,003,003 rupees indemnity for the
transfer of the coast
The Salvation army is expending
$150,000 for new "barracks" at Shef
Seld s&d Birmingham.
The Bomber of Turkish pilgrims to
the shrine of Mecca this year is esti
mated at 300,000.

Siegfried Wagner, Richard Wagner's

payer whose income exceeds 50,000.
He is returned at the rate of 76,349,
and he last year contributed to the
imperial revenues the sum of 1,908.
The temperance society of Paris
has offered an international premium

alcoholism and its cure. Tho compe
tition will close on the last day of this

Afresh expedition is to be sent to

It is reported from Toth-Aradacz,
in Hungary, that an aerolith of 80
pounds weight fell there with such
force that it opened a spring of Avater
in the earth. As the neighborhood
was badly supplied with water, the in
habitants are talking of the occurrence
