mon Council of the City of Astoria,
CIntsop County Oregon, propose to
order the improvement of Concomly
slreet, in the city of Astoria, as laid out
and recorded by John ilcClure, from
the east sido of Main street to the west
end of said Concomly street, by filling
and grading the same to its established
grade to its full width, and by rcplank
ing the same to its full width (where
planking is not already in good con
dition) with new and sound fir plank
four inches in thickness, and by build
ing sidewalks on both sides thereof,
where deemed necessary; ami unless
a remonstrance signed by the owners
of two-thirds of the property fronting
on said street bo filed with tho Auditor
and Polico Judgo within ten days of tho

local, regarding non-reporting of ves
sels at the cape: "In regard to the
complaint of shippers and pilots as
stated in your issuo of Saturday, I
would say that all vessels, from a
schooner to an ocean steamer, are al-
vrays reported. Not only does the ob
server and his assistant "keep a look
out on this portion of their duty, but
a man o'f tho life-saving service is con-
tinnally on -watch night and day, and
promptly reports sail or smoke on J,
sight. Threo reports each day are
sent, and special ones besides, when it j
is deemed necessary. A register is j
kept at tho station showing day and
hour all vessels pass in or eut: so I
think you will have to look elsewhere
for the trouble, if there bo any. Since
my arrival here, July 15, I have not
seen a vessel of any kind displav her
signals. By calling the nttcalion of,

ing all display as thoy pass in or out,
