The followincr has beeii received from Mr. Young-, observer signal serv ice, nt Fort Canby, relative to a recent local, regarding non-reporting of ves sels at the cape: "In regard to the complaint of shippers and pilots as stated in your issuo of Saturday, I would say that all vessels, from a schooner to an ocean steamer, are al- vrays reported. Not only does the ob server and his assistant "keep a look out on this portion of their duty, but a man o'f tho life-saving service is con- tinnally on -watch night and day, and promptly reports sail or smoke on J, sight. Threo reports each day are sent, and special ones besides, when it j is deemed necessary.
