After mature and earnest considera tion by the prominent citizens o Spoliano Falls the idea was conceived to hold an exposition in that city for the purpose of convincing the world of the unlimited product and resources of that progressive section of the United States. How well they have sxtcceeded so far has been demon strated by the encouragement they' trance. uected with the exhibition. They have decided very liberally, and very properly to allot the space desired by any exhibitor. whether as a county, city or individual, free of any charge whatever; so that the displays can be made more extensive, and the more attractive. The scope and intent of tho exposi tion have been fully described through the medium of the public press. It is the intention of this article to acquaint the citizens of tho northwest more fully with the details and minor ar rangements of the enterprise. The picture which accompanies this article portrays the building adopted by tho trustees of the exposition. Tho plans were submitted by O. 33. Seaton, the well-known architect of Spokane Falls, and the building will consist of three stories, including the basement. The structure covers an area of 200x300 feet, leaving 100 feet space for drive ways. Tho extent of the enterprise is un limited, as it will embrace every pro duct from which this state lias become famous within the last few years. It is not the intention of the gentlemen who are intrusted with the manage ment of the exposition to show favors to auy particular section of the conn try. All will bo treated alike, all will receive the same as sistance and encouragement Pri vate interests will be ignored, and the exposition will be carried on for tho general welfare, and the gen eral benefit of this Pacific northwest Every country, every' city, every in dividual, desiring to show the pro ducts of the soil, or of their energy will be allotted sufficient space to ac complish that end. In order to en courage that end tho management have concluded to encumber no exhi bitor with any expense or cost con- Tho basement is 1G feet high, and contains nearly G0,000 feet of exhibit space. The building is provided with three entrances, one each on Sprague street, and Riverside avenue, and on tho east side of the building. Each entrance is -13 feet hich. Over the main en trance is a porch extending across the sidewalk, formiug a balcony for the orchestra. These balconies are sur mounted by high gables upon which the name of the institution isinscribod in gold letters. Upon entering tho magnificent struc ture tho visitor approaches the interior through a corridor 43 feet wide, in the center of which is the ticket office, which can be reached from two corrid ors on each side. Flanking these are the check rooms. Proceeding further is a largo refreshment room. In the center of the first floor is a hand some music stand, and on each side a large fountain. Snrronnd ing this place sitting capacity ha3 been provided for the visitors who may desire to rest from their tramp around tho building, and to listen to tho sweet strains of music, and re-, ceivo tho cooling influence of the fountains. The exhibit space cov ers an area of 60,000 feet, and is traversed with corridors 16 feet wide. These corridors surround the entire space, and each corner of the floor i3 flanked by stairways 8 feet wide lead ing to the second floor, and the base ment Tho second floor opens to the roof and contains the same amount oE ex hibit space 33 on the first floor. It is provided with a grand promenade bal cony 40 feet wide and has an art gal lery and all the improved accessor ies. The balcony extends half way around the structure, and at tho corners are located toilet rooms for ladies and gentlemen. Tho same ac commodations are provided in the basement. Standing on the first floor the height of the highest point of tho roof is 120 feet The center lantern provides light for the auditorium, and admits it from the second floor to the center of the building. The entire building is surmounted by an octagonal dome 30 feet in diam ater on a circular roof and rising -10 feet above the roof. One of tho grandest achievements of the building is the carrying capac ity. The floor of the machinery de partment is so constructed that is has a capacity oE dOO pounds to the square foot, and the capacity of the auditor ium floor is 200 ponnds to the square foot, thus insuring perfect safety. The lighting capacity is perfect, and will be supplied in such a manner as to give the exhibits tho greatest ad vantage of the sun light, as well as of the electric light. The art gallery will contain the rarest and most valuable collection of the works of famous painters ever ex hibited in the northwest In fact, tho European capitals have seldom pre sented to the admirers a better and more varied collection of treasures of art than will bo combined in this one department The paintings have been gathered from tho private and public galleries of well known counoissenrs in the eastern cities. From the brief description which is given in these columns tho reader will at once conceive the enormous advan tages to be derived from the exposi tion. "With tliis idea and object in view the management of tho exposition has given the widest scope to exhibitors. They want to show to the world that "Washington's astounding devel opment is no idle boast. They will show that millions of dollars have been taken from the mines; and that many millions are simply waiting to be un earthed by the pick and shovel. They will demonstrate that the fertility of the soil is limited to no particular sec tion, but that vegetables, fruits, wheat and tobacco grow abundantly in al most every part of these young states. The owners or keepers of every stage i coach, hack, carriage, dray, cart, -wagon, or other vehicle used for conveying passengers, baggage, merchandise, grad ing streets and highways, carting earth, ballast, lumber, coal, wood, water, or goods of any description, or sprinkling streets for hire, donation or contract, within the limits of the city, shall pay a quartern license of five dollars for each vehicle drawn by one animal, and for eacli additional animal used in drawing such vehicle the additional sum of three dollars. The owner or driver of the vehicles aforesaid, shall place the number of his or her vehicle as named in the license, upon each side of his or her vehiele in a conspicuous place in a neat and legible manner in figures not less than one and one-half inches long, and proportionate width, and such numbers shall not be changed while the same vehicle is subject to municipal license. If any person shall drive or permit to be driven, any vehicle over which he has control without being fully licensed and having the number affixed thereon as herein directed, he or they shall be deemed guilty of a misdemeanor and upon conviction before the Auditor and Police Judge shall be subject to the fines and penalties prescribed by section 32 of this ordinance. Section 32 fixes thcDenalty for viola tion of section 22 at not more than S100 or by imprisonment not to exceed 20 days or both at the discretion of the Police Judge.
