And as a tax-payer, I'fecl that I hare a right to criticise thoso extravagances that are factors in the crea tion of high taxes. I have iu my mind tho county hospital. No sooner does the im pecunious citizen become broken down and debilitated, than he rushes offto the hospital. Even persistent dyspepsia and constipation are getting to be excuses for admission. Hence, allow me space to enter my feoblo protest against further continuance of this pernicious practice. It costs too many hard dollars for the treatment of these unfor tunates, aud it is.high time that they should know that they can save the county that ex pense, by the judicious use of a few bottles of Joy's Vegetable Sarsaparilla, a remedy that within my observation is a sovereign cure for those too common disorders. NO 310KE ROCK FOR FORT STEVENS. The Failure to rass the River and Harlior Rill Causes Delay. By reason of the delay in the pass age of the river and harbor bill which tives and is now pending in thesenate, Major Handbnry has notified Mr. Perry H inkle, the contractor, that no more rock can at present be received for the jetty at the mouth of the Col umbia river. His work consequently is suspended. All the barges belong ing to the plant are now loaded with rock that will be used exclusively for sinking and holding down the mat tresses to be made during the coming month. The government steamer Cascades, Captain W. H. Whitcomb in charge, goes down the river to-day with seven barge3, carrying over 3,000 tons of rock. This is probably the largest tow ever managed by one boat on tho Columbia river, and is a practical demonstration of what can be done in the way of water transportation on this river. To transport the rock that is on these barges by rail would require 151 cars carrying twenty tons oach. Made up into trains, they would cover about one mile of trade Tho cars running on the jetty tramway earn abont six tons each. The appliances at Fort Stevens are such that all this can be discharged from the barges and dnmpetl upon the jetty in twenty-four hours. If it were all loaded uikmi the new form of dump car in use there, it could be unloaded by two men in two hours. It is much to be regretted that a large government plant in such working order as this shoal 1 be obliged to lie idle, even for one day, for want of fnuds, before its work is fully completed. We all have the same inherent right to the good things in this world and if we would enjoy them we must reach out for them, instead ot making faces at our neighbors. The days arc gone by when one could sit down on a trunk and ex pect the fruits of trade to fall into our lap; it will no longer do to ask for trade by simply abusing your opponents; for an enlight ened public know too well, that the same market is open to all of us, who pay for our goods; and if 3'our opponent's goods are shoddy, why, .yours come off the same loom, and besides vours may be slightly shopworn through a long contact with old shelves.
