Washington. July 28. The house commit tco on rules gave a hearing to John A. E1103, an inventor, who fceelcs an nnpropriatiou of SG0,C03 to defray the cost of installing a patent electric voting machine in the house of repre sentatives. Enos explained the work ings of the machine, and brought to the attention of the committee facts to demonstrate its practicability, util ity and economy. lie slated as an instance, tint dur ing this session, there had been three hundred roll calls, each consuming thirty minutes, an aggregate of thirty working days, and asserts that by the use of his macliine twenty-five days would have been saved. The com mittee took the case under advise ment. KKOTIIKRIV' QUARRELS. Trouble In tlic Ranks of the Democracy. Special to Tiik Astoriax. Washington, D. C, July 2S. A special dispatch from Charleston, S. G., to-day, to the evening Star says that the heated aud very much excited canvass of the two Democratic fac tious in South Carolina, "will probablv be brought to a close at Orangeburg to-morrow. There are two other ap pointments, but as the county con ventions have been held in both, they will be called in by the executive com mittee. In the language oE Tillman, this 'Democratic circus" has been on the road for several weeks. At every meeting great crowds have attended, and the excitement has run very high. There have been no riots or blood shed, although this looked inevitable many times. The great majority of tho people attending the meeting had been so highly wrought up that they carried pistols in their side pockets, always ready for the worst at any moment All in all no such excite ment has ever been known in this state before at a campaign. The friends of Captain Ben JL Till man are even at this point of the bat tle alarmed at the many anonymous communications being received daily, threatening his assassination. A ru mor has just gained currency here to the effect that two roughs havo been for several days following the campaign speakers from place to place, hoping to get a fair chance to kill Tillman. It is known here to-day that a prop osition has liecn made by the "Straight cuts'"" to 'withdraw their bitter warfare against the Tillmamtcs, if they will pledge themselves not to do certain things when they got hold of the reins of government, among which is the chopping off of the official head of United States Senator Wade Hamp ton. It was not at first intended to defeat his re-election, but since the senator has corns into collision with the reform movement, it is thought likely that his head will come off. At the adjournment of the caucusof the Republican senators to-night, senator Sherman in giving out an official statement of the result of the caucus, said the only action of the caucus was an agreement to have tho senate meet at 10 o'clock, beginning on Wednes day and to push the tariff bill to a vole. The department, however, is very anxious to see the ex isting differences between Guatemala and Salvador come to an end. About 85 per cent of the population reports for the entire country have been received at the census bureau, and superintend ent Porter hopes with the present rate of couutmg to have a rough esti mate of the population of tho country ready within a few weeks. While'the energies of the oilice are being pushed toward sccunnff the result of the cottut ot people, other inquiries connected with the censuB are also being pushed forward, and superin tendent Porter hopes within a week to berin tho publication of bulletins, giving the results ot these special in quiries. To show how well in hand the census work is, compared witii ten vears ago, superintendent Porter states that about this time ten years ago, as chief ot the division of wealth, debt and taxation, lie was just putting out the schedules, while now the office is getting read' to announce the results of this inquiry. Bulletins will soon be issued, giving the bonded in debtedness of 85S cities now and for 1SS0, and tho statistics of state pro duction, of insurance, and increase of the street railroads. The honse committee of claims, has ordered a favorable report on the bill intro duced by Hooker, appropriating SS,230 for the relief of the lioman Catholic church of Saint Peters, at Jackson ville, Miss. A maui festo has been issued by the leaders of the revolntioiijin which they declare the people united with the First Artillery, Ninth and Tenth Infantry, the cadets of the military school and the en gineers corps. The government of the Juaez Celsman national guard has been recognized and placed under the command ot Nicholas Mennlez, who has leon already appointed com mander in chief. The guard is di vided into two battalions. Among the signers or the manifesto are provisional president Alcm, I. J. Honicro, minister of France, and scnor Geran. The guns ot the navy, which has joined the insurgents, have been trained in the barracks occupied by the loyal troops. Yice president Pelliereier of the old government still holds out, but the triumph of the re volution is assured. ItAILROAI) COLLISION. Four Men Killed and Sixty it; on Injured. Manchester, England, July 2S. -Two trains loaded with workmen, en gaged in excavating the Manchester ship canal, through the mistake of a switchman, came into collision this af ternoon. The Tribune publishes in full Blaine's five-column letter of June 30th to the British min ister, in refutation ot Salisbury's claim that the United States had once disputed Russia's sovereignty in Bea ring sea, and says it must bo apparent that Great Britain is forcing us into a position in which we must assert the principle of self-preservation. She had admitted our fairness and the justice ot our moderate claims, but with his own record staring him ill tho face, Salisbury, coerced by his col ony, now asserts claims that are irre concilable with his previous admis sion, and impossible for us to allow. He has brought negotiations to such a state that we are justified in calling upon the British nation to consider carefnlly what it wants. Does it want to go to war with us lo support its colony in what Salisbury has himself called, ''The wanton destruction of a valuable industry?" If it entertains no such purpose, it should give heed to what its govern ment is doing. It should know that its prime minister has delivered to our execnlive a very distinct intimation of war; that he has said he "would hold the government of the United States responsible for its acts in protecting its valuable industry from wanton de struction." The American people do not want any war; they only ask what the En glish government has admitted to be their's by right ot -purchase, or what Salisbury has admitted to be fair and just. Special to Tiik Astoi:i.N.J NEwroRT,R.L, July 28 A few days ago postmaster Browne received in structions from iiostniaster general Wannamaker to add two letter car riers to the force, in order, it is said, that some Philadelphia cottagers might receive Philadelphia papers earlier. Postmaster Browne was not consulted, and did not approve of tho expense. He disregarded the order and wrote to Wannamaker that a change was- unnecessary, and would not be made, adding that if Wanna maker did not approve ot this course, he could appoint a new postmaster. The steamer Virginia, of the bay line, leaving here this evening for Norfolk, collided in the bay with the excursion steamer Louhc, badly damaging both boats. Several of lite passengers jumped overboard and are reported drowned. A number of others were more or less injured iu the rush and excitement, and are being conveyed to their homes and to hospitals. Spokane Faiths, Wash., July 2S. The latest news from Wallace, Idaho, tho great mining camp of the Comer d' Alene, completely by destroyed fire last Sunday, states that the entire town is gone with the exception of the two railroad depots. Tho wires are still down and further particulars are unobtainable. The loss is thought by the Spokane business men who are interested in the town, to bo fully S500,000 if not 'more. By a special from Tekoa it has been ascertained that tho fire started in tho Central hotel and burned north and east over tho entire business portion of the town. It was also rumored that the Union and Northern Pacific depots and cars on tho side tracks were burned. It is definitely stated that tho following leading houses have been burned: Holly Mason, Marks & Co., the postomce building, the Heller house, White & Bender's gen eral store, McElroy & Vedder, Mc- Nab &Nivers, the telephone exchange oE Wallace, Joseph Carlson, J. At 2:30 o'clock this morning, tlames were discovered issuing from C. M. John son's sash and door mill. Twenty fourth and East D streets. The entire fire department respond ed to tho alarm. Tho tlames ata with rapidity, the inflammable material which was stored there, and soon spread to the mill of Snyder & Stevens, south. The firemen played on the flames with no avail, and the slight structure was soon in ruins. Several times the Mount Tacoma mill, owned by Derrickson & Co., it was thought, would become a victim, aud the firemen were directed princi pally to saving this property. Sparks from Johnson's mill seve'ral times ignited the dry house o the Derrick son mill, but they wore extinguished before much damage was done. The Johnson mill was owned by C. M. Johnson, and has been in opera tion three years. It was recently re stocked with new machinery. It was rated as one oE the best equipped establishments of the kind in the northwest. Besides the sash and door factor-, the sawmill was a part of the plant, and this was also de stroyed. It contained a large quanti ty of lumber and burned like a bon fire. Johnson's mill employed 100 hands, who will be thrown out of employ ment. Johnson places his loss at $10,000 on Jstock and $35,000 on the plant, which is partially covered by insurance. Jennings, aged 61, while carrying the mail from Washington to Omega, fell Avith his horse from the narrow trail down into the canyon, a distance of 300 feet. The man and horse were frightfully broken up, and Jenning's daughter, who became alarmed at her father's absence, started out to search for him, and found his dead body in the evening. - Fire at Oregon City. News from Oregon City state that yesterday forenoon fire broke out in the general merchandise store of Green Bros., at that place, ontailmg a los of $10,000 on the building and stock. The origin of the fire is unknown, bnt it is supposed to have resulted from spontaneous com bnstion.
